The building permit was issued with the parking calculations that approximately 1/3 of the space for storage, 2/3 for retail (less a few sq.ft.for office). The applicant seeking to locate within - Peter L. Pepper-discussed the proposal with me. As noted to me, he would use 1/3.of his space for storage-keeping with the approximate overall building use ratios. My recommendation would be to permit this building to be occupied as-of-right provided the ratios of storage to retail are j maintained. This is a specialty furniture store and traffic should not be of concern. I have communicated this recommendation to Ron Jansson,ZBA Chairman, and he concurs with my thinking that the building is there and tenants should not be held accountable for the developer's past issues. It should be noted that if this decision should be appealed the Board would then handle it. In the post, we liavc landscaped and put in sprinklers, and every winter the whole front is torn up by plows and all during the year,cars trying to pass each other on the inside run over the area and tear tip the gr l.ss. Most of our properties were inherited this way. Since we built Hyannis Crossing from scratch, there was no landscaping at all.in the front, We chose not to get into the maintenance expense of:landscaping the w-eti t.ht.t is not ours and which has such a high degree ofdestructiort. When the project was first contemplated, staff had indicated to the developer that a collector sewer main would be available across the front of the property on Route 28. Subsequent to those discussions, the sewer main construction request for bids was advertised and proposals were received with a start of construction in late February, 2000. When the bids were reviewed, it was realized that insufficient funds were appropriated to&go forward with the project. Currently the plans and specifications are under review and alteration to incorporate an alternative technology that will allow the project to move forward within the original dollar appropriation. It is anticipated that the redesigned project will.be on the street for re-bidding in early summer with construction to begin in early Fall, 2000. The collection system should be available for service connections in the Spring of 2001. The use of a "temporary" Title V system by the subject building over the several months while awaiting sewer connection represents little or no threat to the environment. I make this comment from my limited knowledge of the scheduled types of occupancy—bathrooms only, plus a bagel shop with no kitchen facilities. (Briggs) visited the project site on December 17, 1999 to observe ongoing foundation excavations for the proposed building since the last visit on December 14, 1999. The contractor excavated unsuitable fill soils from the south end of the west wall tooting. This area was cut to suitable sandy silt and requires compaction. All other footing trench areas which had been excavated were compacted and are firm and stable. The interior of the site had been cut approximately two feet. The area has yet to be compacted. The undersigned engineer informed Rick .Wood, the project superintendent that the compaction must be witnessed by a geotechnical engineer. Concrete placement of forms along the north wall and the north ends of the west and east walls is scheduled for later today. The soils at footing grade in these locations are undisturbed gravelly sands and sands which were compacted prior to installing formwork. The undersigned geotechnical engineer will be on-site next week to view ongoing earthwork. Thus far the work is in compliance with the geotechnical report by Geotechnical Consultant, Inc. The excavations were accomplished along the exterior wall footings running across the front (west) wall, up the left side and across some of the rear walls. Six interior column footings had also been excavated in the north edge of the building area. The excavations had been completed to the proposed bottom of footing grades which are four feet for exterior and approximately two feet for interior footings. Most of the front wall area had been excavated into undisturbed inorganic sand as recommended in the geotechnical report dated January 19, 19.99 by Geotechnical Consultant, Inc. The entire north wall had been cut to suitable undisturbed sands amd much of the rear wall was similarly excavated. Briggs reviewed the geotechnical report and informed the project superintendent, Rick Wood, that the interior portions of the building footprint should be excavated down two feet and compacted in accordance with the report recommendations. This requires excavation below the interior footing areas previously prepared. The geotechnical report recommends removal of all old foundations. Briggs informed the contractor of this recommendation. Apparent fill was observed at the bottom of the excavations at two locations in the west wall, and two locations in the east wall. Refer to the attached sketch for locations. The above discussed areas were excavated and encountered unsuitable fill. The fill at the real: contained septic system masonry work and highly organic buried soils. These areas were excavated to undisturbed sands and gravelly sand in the proposed foundation areas. The organic soils were further excavated toward the interior of the building. The excavation extended laterally approximately eight feet into the building area from the line of the east wall and stopped at that location due to the presence of a massive pile of unsuitable fills which would require moving. The undersigned engineer departed the site and was re-scheduled for December 17, 1999. At this time the interior portions and the south end of the west wall area will be assessed. (Briggs) visited the project site on January 6, 2000 to observe deep compaction of the existing fill at the building area. The deep compaction is in accordance with the recommendations of the January 19, 1999 report by GCI. Approximately twelve passes were made over the existing interior fill over the north half of the proposed building footprint. The compaction was accomplished by a 1.0,000 pound roller with a dynamic force exceeding the recommended minimum per the GCI report. During the compaction no soft or unstable zones were noted. Also no cracking of the soil was noted. Based on the observed conditions, it is the opinion of Briggs that the recommended compaction of the existing fill soils was accomplished in accordance with the recommendations of the GCI report. Similar compaction must be accomplished in the south half of the building area. This area needs to be leveled and have equipment removed to allow access. Interior footings will be excavated through the fill as recommended by GCI. This \work is scheduled for the coming next few weeks. As requested by Mr. Wood, Briggs noted the type and locations of foundation wall insulation placed to date. Insulating board had been placed along the inside portions of the north wall, the north 2/3 of the west wall and the north 1/3 of the east wall. Therefore approximately 60% of the building exterior walls have been insulated. The insulation was placed along a string line located approximately 8 inches below the top of wall elevation. The foundation walls had been backfilled to Avithin approximately one inch of the top of the insulation board except at the south approximately twenty feet of the west and east walls where the insulation board was exposed to the top of footing elevation. The board was viewed and found to be tongue and groove material. The product is stamped Owens Corning Formula 150 and is two inches thick. I understand that, perhaps, 500 feet of that space was used as a shop; the rest of it was for electric motor resale. Therefore, out of the total 4 , 000 feet, 3 , 700 feet were used as retail and 300 feet were used for repairs . As to the vacant 62 X 40 building, this was occupied by people who retailed glass . They would take the glass out of their inventory and deliver it to the jobs . That was, basically, all retail also and was approximately 2, 480 feet . There are two retail places in the front - the New England DJ which is a warehouse and MiCasa, for a total of 5, 050 feet . All told, there is presently about 11, 230 feet of retail space and about another 11, 000 or 12, 000 feet of motel space . There is a shed in the back that I imagine was used in connection with the motel . I do not have a size on that . If you have further questions, please give me a .call .
