Dear Mr.Kelly:
In response to your letter dated 10/28/86 and subsequent communication with
Mrs. Leightner regarding the above referenced project-i please find attached a
tape plan of Dr. Shertzer's property showing proposed locations of two
alternative leaching facility locations, relative elevations and maximum height
of groundwater as monitored over a high tide cycle on December 15, 1986 as
requested.
Based on logistical problems associated with the lot, several variances may be
required: 1) variance on setback from property and/or street; 2) variance on
setback from cellar way (house on slab) ; 3) variance on required offset to
maximum groundwater elevation. The proposeedleacchcility could consist of
a 25'X4'X1' trench or 2 - 8'X4'X1' le dl

to the existing cesspool with a sanitary tee. The base of the system will be
held at elevation 4.5' (assuming the 9.0' benchmark) .
In light of the information presented, Coastal Engineering Co. , Inc. , on behalf
of Dr. Shertzer, requests that upon review of this sketch plan you authorize
Dr. Shertzer to repair the system to the west of the duplex. This would
certainly be an improvement over the existing functioning system.

Dear Mr. McKean:
The following report is a result of the on-site inspection of the existing
septic system conducted by Coastal Engineering Co. , Inc. on October 20, 1986 at
the above referenced property.
This report is in response to the Town of Barnstable' s Health Department
requirements for inspection prior to issuing a Building Permit for the proposed
exterior deck.
DESCRIPTION OF PROPERTY: Duplex
# of bedrooms: 2 each (4)
# of bathrooms: 1 each (2)
appliances: none
length of ownership: three years
property use: #864 - year round rental
#862 - summer use (approximately 8 - 10 weeks/year)
DESCRIPTION OF SEPTIC SYSTEM:`
date installed: #864 - 1946+
#862 - 1946+ (since repaired with sanitary T and
overflow to leaching gallery)
type of system: #864 - 1 CP (04) with 2 overflow lines into dry
well `(unknown dimension)
#862 - 1 CP (4X4) with overflow into 5X11+ leaching
gallery
CONDITION OF SEPTIC SYSTEM:
*pumping record: #864 - pumped 4 times in the past 3 years, lost
record, 150 gallons-10/20/86 - ACE
#862 - pumped 1 time in the past 3 years

water levels: #864 - 3/4 to full

algal growth/solids: #864 - substantial algal growth with 2' solids
accumulation in CP1.
waste water discharge: both system appear to have limited leaching
(estimate) capacities from the existing cesspools which
function as solids control . Soil conditions,
however, are optimal with clean sand present.
odor: none ambient
vegetation: no apparent difference in leaching area.
conditions of walls: fair
structural concerns: all blocks appear to be in place and overflows are
functional . Caution is advised against. excessive
weight on covers which are homemade cast concrete.
title 5 consideration: no apparent concerns regarding proximity to MHW or
private wells. Groundwater 7.5± below surface of
property. Estimate distance between current base
of cesspools and groundwater 4' to 5' ,leaching
chamber and drywell 5' to 6' (measured at 3/4
incoming tide) .
general rating: #864 - marginal
#862 - good working order
Based on the above data, we suggest that ,a Building Permit to construct an
exterior deck at #862 Craigville Beach Road could be granted. The owner,
however, should regularly maintain both existing systems to assure against any
additional solid buildup and to be prepared to hookup to municipal sewage as
soon as a proposed line is installed and available.

Your letter dated October 23, 1986, File No. C-10-669 concerning
the on-site sewage disposal system at No. 862/864 Craigville Beach
Road. is acknowledged.
Please monitor and report the water level depths during high tide
as discussed with David C. Bennett of your office and Mr: Thomas
McKean, our Health Inspector.
The on-site sewage disposal system must be upgraded as required
by the enclosed Board of Health Regulation: " UPGRADING OF
SUBSTANDARD ONSITE SEWAGE DISPOSAL SYSTEMS, (enclosed),
prior to approval of a Building Permit.
