PROJECT NARRATIVE
RECONSTRUCTION OF SCHOOL STREET (COTUIT)
BARNSTABLE, MASSACHUSETTS
Description
The project consists of the reconstruction of School Street from the Main Street to the
Mashpee town line in the village of Cotuit located within the Town of Barnstable,
Massachusetts, a distance of approximately 4100 feet (0.78 miles). The work includes
full-depth pavement reclamation, full-depth pavement reconstruction, sidewalk
replacement and installation, drainage improvements including new structures, drain
pipe, culvert replacement and new concrete headwall, new low retaining wall,
pavement overlay, pavement markings, signage and other incidental work.
Although the project involves minor widening of approximately 1-2 feet either side, the
proposed alignment follows the general footprint of the existing roadway. There are
several locations where geometric improvements are proposed to provide better traffic
control or safe travel through the corridor.
Existing Resource Areas
There are three separate resource areas located within the limit of work. The first is
Bordering Vegetated Wetland (BVW) from Station 16+25 to Station 20+66 Right, and
the second is also B VW from Station 21+15 to Station 23+25 Left. The third
resource area is a stream that crosses under School Street at Station 20+88 through an
existing 18-inch diameter clay culvert approximately 76 feet in length.
All of the proposed work that is adjacent to existing resource locations is entirely within
the 100-foot buffer zone. The proposed work (primarily toe of slope) will either abut
or permanently impact BVW at several locations, including the stream at Station 20+88
that includes the replacement of the�existing clay culvert with a new 18-inch circular
reinforced concrete culvert (See attached plans).

Mitigation will include installation of temporary hay bales and silt fence along the
toe/top of slope or adjacent to the BVW during and after the construction period until
such time graded slopes are established with vegetation. Mitigation of the existing
stream during construction may include the installation of a temporary turbidity barrier
at the downstream end and temporary stone check dams to contain silt and debris
during construction. It may also be necessary to utilize a temporary sandbag cofferdam
during construction in order to facilitate the replacement of the culvert and construction
of new concrete headwalls. Although the proposed culvert replacement will be
performed during low flow conditions, it may also be necessary to divert or pump the

existingstream around the work area that may require a discharge basin (See attached

plans). Permanent erosion control methods will include the installation of a new
reinforced concrete headwall and riprap at the inlet and outlet of the proposed culvert
replacement at Station 20+88.
Total Suspended Solids (TSS) Removal
Surface runoff outside buffer zone will be collected by catch basins with 4' sump (25%
w/cleanout) and discharged into new leaching�basin structures. TSS removal at each
location is expected to be approximately"25%.1)
Surface runoff witliM the buffer zone from Station 16+25 to Station 20+66 Right will be
collected by catch basins with 4' sump(2.5,% w/cleanout) and carried via a closed system
to a Stormwater Treatment Structure (8O%)w/cleanout) located at approximate Station
20+50 before discharging to the downstream end of the proposed culvert replacement at
Station 20+88. TSS removal is expected to be 25%+ (100%-25%)(.80) = 85%. The
wetlands from Station 21+15 to 23+25 Left are unaffected by surface runoff.

Street for the purpose ol' the pavim, and regrading project. School Street is located on a hill
between Cotuit Bay and the Santuit River Ili the part of Barnstable known aS Cotuit. The
elevation of School Street changes quickly from one end to the other with the two low points
being at either end and the high point being located between Crocker Neck Road and Piney
Road.
After close observation only two wetlands areas were located on School Street. The first area
\was a small brook that passed through a CLINCrt under School Street.
North of School Street, n-_ovillg up-brook, the brook is Channelized ttlltll It o11glllatCS ill 10\w-lyitlg
wooded Swamp, \which is fed by Levis Pond. Within the \vetland area, soils were saturated
\within the top 6 inches of material. The soils were hydric with a dark 0 and A horizon (IOYR
2/1 and 10YR 2/2 on the i\/lunsell Color chart, respectively). The soils exhibited gleying,
rhvzospheres and mottling. The wetland was vegetated with red maple (flcer rubri(m) and silver
rll<iple (deer saccarruum). Flags were hung along the delineated BV�,V line to indicate the extent
of the wetlands. Along the channelizcd brook the flags were hung at the top of bank as the
wetland areas \verc con incd to within the' channel; duc to the steep nature of the banks.
South of School Street; moving clOwii•brook the area immediately opens up into a large low-
lying wooded s\wanlp. "this wetland runs adjacent to School Street for about 200 feet until
Santuit Road eventually confines it in the west. I'he wetland area exhibited hydric soils and
wetlands vegetation. The area was flagged accordingly along the CI tire Stretch of School Street.
hhC last location that showed signs of wetland vegetation was the salt Marsh adjacent to the
Santuit River. "['his \wetland area comes within 50 Peet of the roadway as the river crosses under

If the project site is within Estimated Habitat and a Notice of Intent(NOI) is required, then a copy of the
t NOI must be submitted to the NHESP so that it is received at the same time as the local conservation
commission. If the NHESP determines that the proposed project will adversely affect the actual Resource
Area habitat of state-protected wildlife, than the proposed project may not be permitted (310 CMR 10.37,
10.58(4)(b) &10.59). In such a case,the project proponent may request a consultation with the NHESP to
discuss potential project design modifications that would avoid adverse effects to rare wildlife habitat.
A streamlined joint MESA/WPA review process is now available. When filing a Notice of Intent(NOI),
the applicant may now file concurrently under the MESA on the same NOI form and qualify for a 30-day
