Title V requires a separation of 25' between the SAS and the leaching catchbasin. Due to the replacement of the existing failed septic leaching pits there is only 10' proposed between the SAS and the leaching catch basin. Thus a 15'variance is requested. With the variance request it should be noted that the soil between the proposed SAS and the leaching catchbasin is Silt Loam as noted in the soil log. The Silt Loam would act as a natural barrier between the SAS and the existing leaching catch basin. The requested variances have not impact on abutters. I August 24, 2021. RE: White Paper—Interim Saltwater Estuary Regulation—Update Summary of the update: 1. The current Innovation/Alternative (I/A) systems have general use permit for Total Nitrogen of less than 19 mg/L. Based on the monitoring data,the performance of nitrogen removal is fluctuating and inconsistent. 2. The new I/A systems, or "Enhanced" I/A systems,such as NitROE,NITREX, and Woodchips, have Provisional Use Permit for total nitrogen of less than 11 mg/L. The provisional Use needs 50 plus systems to be installed and tested for 3 years. Then MassDEP will review the data before issuing the General Use permit. 3. Currently, we should not change the Interim Saltwater Estuary Regulation until the Enhanced I/A systems received the General Use Permit approval. Then we (BOH) shall update our regulation with more specific terms. 4.` Currently, the design of septic system is based on bedroom count at 110 gpd per bedroom each. This is based on Title 5 flow estimation (310 CMR 15.203 — System Sewage Flow Design Criteria or the latest update). If Enhanced I/A systems are approved for General Use Permit, it is more realistic to consider the"TN mass" as well. I agree with approach. 5. Both DPW and I used two different approaches to determine which method should be used. The two approaches are 1)total nitrogen for the overall site, and 2) end of pipe from the treatment system. Even though the final numbers are not exactly the same, the conclusion is the same. That is the end of the pipe approach for TN concentration is the significant factor. 6. I am thinking of developing a table for staff to use for future review on septic system applications. The table should include bedroom count, title 5 flow and TN load. 7. The bedroom count.for a parcel should be based on the current Interim Saltwater Estuary Regulation as the default basis. 8. With the reduced nitrogen load, the Enhanced I/A systems will likely be able to allow for additional bedroom. There should be a limit of# of bedroom can be added. This will apply to the current approve`Accessory Dwelling units (ADU's)bylaw. 9. Under the current regulation, homeowners can always apply for a variance when the homeowner wants-to add additional bedroom. And we (BOH) will review case by case basis and we should think about the total nitrogen load. 10. Under the.,Phase 2 and 3 of the existing CWMP sewer plan, what should we do if the septic system fails?Is it worth asking the homeowner upgrading to one of these Enhanced I/A systems? 11. Some of the homes are not to be sewered under the current CWMP sewer plan. Should we encourage those homeowners to replace their septic systems with an enhanced I/A systems when their septic system fail? 12. Under the current Barnstable County Septic Replacement loan program, Enhanced I/A systems are qualified for the loan: The loan will be a low interest rate. 13. For the CWMP sewer plan, we should get more frequent update from DPW, especially when a sewer extension contract is being awarded for construction and related completion schedule.
