The types of freshwater wetlands are wet meadows, marshes, swamps and bogs. Bordering Vegetated.Wetlands are areas where the soils are saturated and/or inundated such that they support a predominance of wetland indicator plants. The boundary of Bordering Vegetated Wetland is defined at 310 CMR 10.55 (2)(c) as the line within which 50% or more of the vegetational community consists of ' wetland indicator plants and saturated or inundated conditions exist." The Town of Barnstable Wetlands Protection Bylaw (Chapter 237) defines vegetated wetlands as ' "Any area of at least 500 square feet where surface or ground water, or ice, at or near the surface of the ground support a plant community dominated(at least 50%) by wetland species." In addition, the Town of Barnstable also protects the( 0-foot buffer to BVW pursuant to the ' Town of Barnstable Chapter 704 (Regulation Governing Activity in the 100 Ft. Buffer Zone), which requires that an undisturbed buffer of 50 feet in width must be provided for adjacent ' resource areas. The wetland that occurs south'of Mother's Park on Main Street is best characterized as a forested ' red maple (Acer rubrum) swamp, with an interior Atlantic white cedar(Chamaecyparis thyoides) swamp. Portions of this wetland also appear to be abandoned cranberry bogs, as is evident by the series of perpendicular channels transecting the wetland. Dominant species within the ' wetland were observed to include red maple, sweet pepperbush (Clethra alnifolia), arrowwood (Viburnum dentatum), American holly (Ilex opaca), common greenbrier(Smilax rotundifolia), highbush blueberry (Vaccinium corymbosum), clumps of pussy willow (Salix discolor), patches ' of poison ivy (Toxicodendron radicans), cinnamon fern (Osmunda cinnamomea), sensitive fern (Onoclea sensibilis), and scattered tupelo (Nyssa sylvatica). The wetland is generally confined by a steep break in slope along the shoulder of the roadway and/or edge of lawn behind several ' of the residences. Several invasive species were documented within or adjacent to the BVW, including Oriental bittersweet(Celastrus orbiculatus), Japanese barberry (Berberis thunbergii), honeysuckle (Lonicera spp.), multiflora rose (Rosa multiflora), and patches of Japanese , knotweed(Polygonum cuspidatum). Large patches of sphagnum�(Sphagnum spp.) were observed near to and within the Atlantic White Cedar Swamp. The interior of the wetland exhibited pit and mound microtopography. Small pockets of standing water and channels with ' flowing water were also observed at the time of the site visit in western portions of the wetland. A drainage culvert connects Mother's"Park beneath Main Street to the forested swamp to the ' south. The boundary of this wetland is demarcated with pink surveyor's flagging sequentially numbered 1 through 23. 3.0 HABITAT AREAS As mentioned above, a small area of the project site near the intersection of Main Street and , Phinne 's Lane is located within Estimated Habitat o Rare Wildlife and Certified Vernal Pools Y .f Notice of Intent Narrative Horsley Witten Group,Inc. , Centerville,MA March 2013 Page 2 of 7 1 or Priority Habitat of Rare Species (PH 1154) for both the Eastern Box Turtle(Terrapene carolina) and Plymouth gentian(Sabatia kennedyana), as confirmed by a MESA Information Request(October 22, 2010;NHESP Tracking No. 10-28696). General life history and habitat ' characteristics for both species may be found below. While the proposed project occurs within both Estimated and Priority habitats of State-listed species,this project is exempt from MESA Review in accordance with 321 CMR 10.14(12), as the proposed project involves "the maintenance, repair or replacement, but not widening, of existing paved roads, shoulder repair that does not exceed four feet from an existing travel lane,paved and unpaved driveways and ' paved and unpaved parking areas,provided such unpaved driveways and unpaved parking areas are for year-round use and are not thereafter paved, but not including bike paths, or parking areas on barrier beaches, coastal beaches, coastal dunes, or salt marshes, as defined by the ' Massachusetts Wetlands Protection Act (M.G.L. c. 131, §40 and 310 CA17? 10.00), and not including actions that are likely to result in changes to storm water drainage." A copy of the NHESP correspondence is attached. 3.1 Eastern Box Turtle The Eastern Box Turtle is a Massachusetts Species of Special Concern. This small terrestrial turtle uses a relatively wide range of habitat types, including woodlands, field edges, and thickets (DeGraaf and Rudis, 1983), and has also been found in various wetland habitat types including ' wet meadows and lowland swamps (Klemens, 1993). NHESP identifies multiple natural communities with which-this species is associated, including White Pine-Oak Forest and Forested Swamps, (Swain and Kearsley, 2001), although other similar vegetation community ' habitats may also be suitable. The variation among vegetation communities at this site within undeveloped areas may provide ' suitable habitat for this generalist species, allowing areas for feeding or foraging, hibernating, or possibly nesting activities. However, all proposed activities will be confined to the roadway right-of-way along Phinney's Lane/Main Street. 3.2 Plymouth Gentian ' Plymouth Gentian (Sabatia kennedyana) is a globally rare, showy perennial herb of the gentian family (Gentianaceae), with yellow and pink flowers and opposite lance-shaped leaves. It typically inhabits sandy and peaty shorelines of coastal plain ponds with fluctuating water levels. ' It is likely that areas surrounding Long Pond to the east(i.e., outside of the project area)would provide suitable habitat for this species. ' 4.0 PROPOSED PROJECT The proposed roadway redevelopment project is intended to increase the public safety of ' Phinney's Lane and Main Street while simultaneously limiting increases in impervious area and providing a higher level of stormwater treatment. A portion of the roadway is bordered by an area of BVW and portions of the work will occur within the buffer zone to the BVW. The proposed project consists of the following activities: reconstruction of 100,000 square feet(SF) of roadways; construction of 20,000 SF of sidewalk; installation of a new drainage system ' '_Notice of Intent Narrative Horsley Witten Group,Inc. Centerville,MA March 2013 Page 3 of 7 including a water quality treatment chambers (deep sumps and recharge where possible); and ' public safety improvements. Water, gas, electric, cable, and telephone service currently exist on- site and will be relocated as necessary to accommodate the proposed roadway redevelopment. A ' number of large, degraded trees will be removed to accommodate these roadway improvements. A se arate filin will be required through the Barnstable Planning Board. p g Construction activities will involve site preparation and earthwork necessary for construction of the proposed roadway redevelopment. These activities primarily include: grinding and removal of existing asphalt pavement; clearing and stripping of vegetation(e.g., generally between ' existing roadway and sidewalks); excavation,hauling and stockpiling of excavated top- and sub- soils; rough and finish grading of all disturbed areas; surface treatments; and possible temporary dewatering activities. Erosion and sediment control measures will be installed prior to commencement of any soil disturbing activities in the vicinity of the resource area and will remain in place until final site ' stabilization is complete. Temporary seeding or other soil stabilization measure will be conducted where construction activities have ceased at the site. Topsoil stockpiles will be temporarily seeded to prevent erosion and will be surrounded with silt fence. When the site's ' final grade has been established,permanent vegetation will be surrounded with silt fence. Details of the proposed project are provided on the attached site plans entitled"Roadway Improvement Project, Phinney's Lane, Barnstable, Massachusetts," dated January 11, 2013 and prepared by Greenman-Pedersen, Inc. and Horsley Witten Group, Inc.' 4.1 Construction Sequence ' A summary of the general sequence of construction activities is as follows: 1. Installation of erosion & sediment control devices for protection of the wetland resource area; ' 2. Site clearing&grubbing; 3. Grinding and removal of existing asphalt pavement; 4. Relocation of utilities, if necessary; ' 5. Drainage network installation; 6. Rough grade site; 7. Preliminary roadway and sidewalk grading; ' 8. Installation of pavement binder course; 9. Surface stabilization; 10. Flushing of all storm drain systems to remove sediment; 11. Installation of pavement top course; 12. Final site stabilization; 13. Removal of remaining erosion & sediment control devices and final cleanup; , Plan views only(Sheets 1-12;28-35;and 54). ' Centerville,MA March 2013 Page 4 of 7 4.2 Stormwater Management Stormwater from the reconstructed roadway, sidewalks, and existing impervious areas will be treated by water quality units,which are concrete tanks with baffle walls to collect oil/gas, trash, debris, and suspended solids and deep sump catch basins for pollutant removal. For the areas in which groundwater separation can be maintained, precast concrete recharge galleys are proposed ' to provide infiltration to groundwater. These two areas are located along the northern section of Phinney's Lane and the eastern most section of Main Street. ' The increase in impervious surface is directly attributed to pedestrian access and vehicular travel. The existing sidewalks are not continuous and do not meet the required accessibility standards. The proposed conditions would provide continuous sidewalk access and meet applicable width standards. Additional impervious surface will also result from the redeveloped roadway, in order to provide continuous travel lane widths and an asphalt berm to direct stormwater runoff from the roadway to the proposed drainage network for treatment and conveyance. Details of the proposed stormwater activities are provided in the attached Stormwater Drainage Report. ' The project has been designed in accordance with the Massachusetts Stormwater Standards (MASWS)to the maximum extent practicable for a redevelopment project. The proposed design conforms to the Standards by providing stormwater runoff treatment for the impervious roadway ' within the work limits. On-site attenuation is provided to match or reduce peak runoff conditions for storms up to the 100-year event. The proposed stormwater controls will be operated and maintained appropriately during regular operation of the roadway as well as during the ' construction phase. Additional information is available in the attached Stormwater Report and Stormwater Checklist included with this filing. ' 4.3 Activities Within the Buffer Zone The proposed project will result in a slight increase in impervious areas as summarized in Table 1 below. The increase in impervious surfaces within the 10046ot buffer zone will total approximately 2,782 SF and increases of impervious surfaces within the 50-foot buffer will total 1,388 SF.
