The referral cited`'Section 12(c)(1) of the Cape Cod Commission Act - the proposed substantial alteration of an historic structure listed as a contributing element on the National Register of Historic Places and the Massachusetts Register of Historic Places -'as the reason for referral. The Commission's historic preservation planner and the Massachusetts Historical Comrriission have ireviewed this project and have concluded that those changes requested by the Barnstable Historical Commission during site plan review have resolved the issue`of "substantial sy alteration" to thebuilding ,Thesite plan submitted=tofthe;Cape Cod Commission, dated January 20, 1993, reflects1hose changes"requested by the Barnstable Historical Commission and, as such, the proposed addition does not threaten the character of this historic building or its,,0igibility for.iisting as a contributing element of the Santuit National Register Historic District. ;f According to the referral guidelines, Commission staff have determined that the proposed project does not constitute a "substantial alteration" to an historic structure and therefore does not require Cape Cod Commission review. The project may be effectively reviewed by the town. While reviewing this project, we have identified a few areas where we believe the site design can be improved and we would like to make the following recommendations for your consideration during the site plan review process: TRANSPORTATION 1. The site drive onto Route 28 should be closed and a landscaped buffer of at E least 15 feet should be provided on the applicant's property, where the driveway was formerly located. This buffer would prevent any confusion ,arm regarding access to the site, as well as improve site aesthetics. 2. Ideally, the Sandalwood Drive entrance should be moved farther away M. ,. from the intersection with Falmouth Road. However, if this is not possible, the "Keep Right" sign directing vehicles from the bookstore through the break in the median on Sandalwood Drive should be replaced with a "Divided Roadway" sign with arrows indicating two directions of travel �� . . separated by a median. } _ WATER RESOURCES The location of the project within a zone of contribution to a public supply well presents a number of problems based on the size of the proposed project k a �q, and the existing buildings. According to !he Commission's.nitrogen loading � methodology, the proposed project will exceed the Commission standard of 5 ppm nitrate-nitrogen loading for Wellhead Protection Areas. In addition, the wastewater flow estimates for the project will exceed the Town's 330 gallon > r {' per day per acre rule. To meet either of these standards, the size of the project ��, will need to be reduced. We appreciate your attention to the Guidelines for Referral of Historic u , . Szerejko 4632 Falmouth Road, Cotuit Demolition &Addition, Isaiah Thomas Books Accepted to the National Register of Historic Places as a contributing element of the Santuit National Register . District on September 18, 1987, the Zenas Crocker III House (c. 1860) is a fancifully designed and notable local example of the Italianate style of architecture. The building consists of a 2 and 1/2 story gable end section facing the street with a one story ell set perpendicular towards the back; both sections are clapboarded. Full height windows at the first story, round arched windows with 'pronounced label moldings at the second story and attic,' and paired brackets at the eaves further distinguish this house, and enthusiastically punctuate the architectural lineage the Santuit National Register District of The period of significance of the district spans from 1739 when the first Crocker moved from West Barnstable and initiated the .settlement of Santuit, to 1850 when the last 'historical house was constructed and Santuit was eclipsed by Cotuit. ' The boundaries of this National Register District (not to be confused with a municipal historic district) were selected to encompass the remaining dwellings of an important Santuit family, the Crockers. Acting under the Cape Cod Commission's "Guidelines For Referral Of Historic Structures To The Cape Cod Commission" dated May 14, 1992, the proposed demolition and substantial . addition to the Zenas Crocker III House requires referral to the Cape Cod Commission as a Development of Regional Impact (DRI) under Section 12 (c) (1) of the Act. There appears to be four curb cuts for this residential lot. 2 • The existing southerly driveway entrance on Sandalwood is too close to Falmouth Road. 3. The proposed driveway ( 10 foot width) on the north side of the lot would require vehicles to back out onto Sandalwood. This would create a traffic conflict. 4 . Vehicles exiting onto Falmouth Road (Route 28) and negotiating left turns from the present circular driveway should exit from Sandalwood only. 5. Parking spaces 1-9 on the plan scale out to 8 foot width - 9 foot minimum is required. How does space number 10 negotiate into and - out of the space? Are 15 spaces required? Indicate justification for required number of spaces including handicap space properly designed. Recommendations It is recommended that one driveway entrance be designed for this lot and relocated on Sandalwood a reasonable distance away from the intersection of Route 28 .
