After receiving a sightseeing tour license last week and municipal licenses from each town,Ladd has all the paperwork to launch her Cape Cod Scenic Tours. According to the executive director of the Department of Public Utilities Tim Shevlin, who handles transportation licenses in Massachusetts,Ladd's business is the only tour guiding company to hold a sightseeing license for that long of a distance on the Lower Cape. While a sightseeing tour license is mandatory in order to provide towns and customers with a specific route,Shevlin said a charter could do the same thing, which most tour guiding companies have, but that is"typically a one time thing, for one location." mhtml:file://J:\cc scenic tour.mht 5/4/2012 Tour(most of) the Cape in 8 hours = - The Cape Codder Page 2 of 2 Obtaining a sightseeing tour license allows towns to know where tours will go and allows a business to legally mark out a route,Shevlin added. Ladd plans to offer eight-hour tours in a 14-passenger 1997 Dodge, complete with an internal intercom system. To prepare for the tours Ladd has been studying the history of lighthouses and Cape towns in the last few months. The tours will be special,Ladd promises, because it will travel 1 through multiple towns. "You see a lot more than on a big bus tour;we can go places the big buses can't go,"Ladd said. I The idea came to Ladd two years ago when she took a tour in Arizona that promised to"see the state in two days."The experience was so thorough Ladd said she had to bring it to Cape'Cod. "It seemed to work out there and nobody offered this to the tourists here,"Ladd said. Ladd has been a Cape Cod resident for eight years, working in the hotel and restaurant hospitality business throughout the Cape.Working out of Dennis,Cape Cod Scenic Tours operates on three different day trip schedules seven days a week starting at 8:3o a.m.Ladd drives the van and delivers the history of the Cape over an intercom. The allure of the tours,Ladd said,is the ability to see multiple sites in one day. The Provincetown tour package for instance, manages to fit in the John F.Kennedy Museum, Memorial Park,Hyannis Harbor, pass through villages and beaches on Route 28 and Old Kings Highway and visit Scargo Tower in Dennis, with lunch in Nickerson State Park in Brewster. This is all before making it to Provincetown. "People looking to do these tours don't want to drive to Provincetown, and I can get them there," Ladd said. The bus won't be zooming by all the sites though."Only 14 passengers means more of a one on one experience, and we'll be getting out to stretch our legs quite a bit,"Ladd said. Two days out of the week the tour goes on a Cape Cod National Seashore tour that visits the Salt Pond Visitor Center and Marconi site, among other sites. The final two days is the Chatham seal and lighthouse tour package, which brings participants to the Chatham lighthouse and the Monomoy Wildlife Sanctuary. Each tour costs$70 for adults and$40 for children ii and under, with some optional costs including a Provincetown dune tour, and a seal watch tour in Chatham.A picnic lunch that Ladd makes herself is also included, which can take place at the National Seashore,Truro Vineyards,or Nickerson State Park.Museum fees are included as well. The tours started about a week ago,and while she expects to run the tour with at least four participants,Ladd said two would suffice in order to get some practice in. "I've been studying up on all the hot spots on the Cape, now it's time to implement it,"Ladd said. "People looking to do these tours don't want to drive to Provincetown, and I can get th( Ladd said. The bus won't be zooming by all the sites though. "Only 14 passengers means more of a experience, and we'll be getting out to stretch our legs quite a bit," Ladd said. Two days out of the week the tour goes on a Cape Cod National Seashore tour that visit Pond Visitor Center and Marconi site, among other sites. The final two days is the Chat lighthouse tour package, which brings participants to the Chatham lighthouse and the Wildlife Sanctuary. Each tour costs $70 for adults and $4o for children ii and under, with some optional c including a Provincetown dune tour, and a seal watch tour in Chatham. A picnic lunch makes herself is also included, which can take place at the National Seashore, Truro Vi) Nickerson State Park. Museum fees are included as well. The tours started about a week ago, and while she expects to run the tour with at least i participants, Ladd said two would suffice in order to get some practice in. DEFINITION OF HOMEOWNER Person(s)who owns a parcel of land on which he/she resides or intends to reside,on which there is, or is intended to be, a one or two-family dwelling, attached or detached structures accessory to such use and/or farm structures. A person who constructs more than one home in a two-year period shall not be considered a homeowner. Such "homeowner" shall submit to the Building Official on a form acceptable to the Building Official, that he/she shall be responsible for all such work performed under the building permit. (Section 109.1.1) The undersigned"homeowner"assumes responsibility for compliance with the State Building Code and other applicable codes, bylaws, rules and regulations. The undersigned"homeowner"certifies that he/she understands the Town of Barnstable Building Department minimum inspection procedures and requirements and that he/she will comply with said procedures and rere ue ents. Signature of Homeowner Approval of Building Official Note: Three-family dwellings containing 35,000 cubic feet or larger will be required to comply with the State Building Code Section 127.0 Construction Control. HOMEOWNER'S EXEMPTION The Code states that: "Any homeowner performing work for which a building permit is required shall be exempt from the provisions of this section(Section 109.1.1 -Licensing of construction Supervisors);provided that if the homeowner engages a person(s)for hire to do such work, that such Homeowner shall act as supervisor." Many homeowners who use this exemption are unaware that they are assuming the responsibilities of a supervisor(see Appendix Q, Rules&Regulations for Licensing Construction Supervisors,Section 2.15) This lack of awareness often results in serious problems, particularly when the homeowner hires unlicensed persons. In this case, our Board cannot proceed against the unlicensed person as it would with a licensed Supervisor. The homeowner acting as Supervisor is ultimately responsible. To ensure that the homeowner is fully aware of his/her responsibilities, many communities require,as part of the permit application, that the homeowner certify that he/she understands the responsibilities of a Supervisor. On the last page of this issue is a form currently used by several towns. You may care t amend and adopt such a form/certification for use in your community.
