The applicant signed an extension of time for consideration of the application to June 50, 2006 Background The site is developed with a one and a half story cape house constructed in 1974 with later additions, which according to the assessor's data, has a living area of 3.093 sq ft. and an effective area of 3,632 sq ft. There is an existing two-story, two-bay garage that measures 30 x 30 feet and is 271/2 feet high, higher than the house. This garage was approved by the Old Kings Highway in 1995,with two, arched garage doors. In 2001, the doors were replaced with two overhead, rectangular garage doors, 10 feet high, by a modification of the original Old Kings Highway approval. This garage sits to the side of the main house so that the bulk of the buildings extend across the lot. The applicant proposes building a second garage, 30 x 36 feet and 23'-93/4" high, six feet from the existing garage and in similar profile. A 10 x 10 foot commercial overhead door will be flanked by two windows. The committee reviewed ways of diminishing the effect of the massing of the buildings across the lot, and reducing the impact of the new, second garage on the neighborhood. They discussed placing the garage on lower ground and reducing the plate height and roof pitch. The new garage is shown as 36 X 30 feet, 12 feet high form the slab to the top of the plate and 21 feet high from the slab to the top of the ridge. Ann Gryboski was present for her application. Chair Anderson read into the record a letter from an abutter Linda Shea. Ms. Gryboski stated that the other garage was approved by the Old Kings Highway. She explained will not be putting in any additional parking and will be putting in crushed stone in front of the garage entrance way. Jessop questioned the size of the door and Mrs. Gryboski explained will be storing large trucks. Chair Anderson stated that if the shed is to be moved will need to show location. At the pubic hearing held May 24, 2006, the applicant was represented by Charles Stephens. Chair Anderson read into the record a letter from Ann Gryboski and Patrick Lancaster. She further stated that there were letters from the abutters to support the original location of the new garage. The abutters were Helen&Bob Pickel,Diane&Josh Hayes, and Bruce Loughlin. Mr. Stephens explained there are three issues—one is the fence, second the location of garage and the color of the garage. Mr. Stephens explained that there was objection to the white doors of the garage. Jessop suggested green for less impact because he feels there is too much garage for the site. Jessop explained that the reason that they asked to relocate the garage because it would reduce the scale vertically. He further stated that it is inappropriate to the neighborhood and it dominates the site when you approach from Braggs Lane. He suggested relocating it to the wooded area and off to the side of the driveway. Also so you would not have not to expand the parking area. Jessop further suggested moving the garage to higher ground, to reduce the plate and roof pitch. Mr. Stephens stated that the new garage will by 12 by S. Mr. Stephens and Jessop discussed lowering the building. Mr. Stephens stated the reason for the size of the garage is to store the applicant's boat that is 30 feet long. He further stated that they will be having trucks with ladders on the roof. Mr. Stephen stated they would like their vehicles off of the site. Jessop feels it is continuing an oversized building in a residential neighborhood. Committee recommended locating the second garage away from the other buildings, thus reducing the visual impact from Braggs Lane and reducing the need to create an even larger parking area., however, neither the owner nor the neighbors were in favor of that solution; the neighbors wished to retain as large a buffer as possible from the new building. The Committee also recommended reducing the height of the garage door, which at 10 feet high is commonly found in commercial building, and using a rounded, carriage style door. The applicant refused to consider any of these suggestions and stated they need the height of the garage door at 10 feet for boat storage and for garaging large trucks with ladders on the top, and they need a full second floor to store materials. Based upon concerns for the inappropriate height of the second garage, which is taller than the house, the massing of buildings across the lot, concern for a garage door that has the scale and appearance of a commercial garage door in a residential neighborhood and in a very visible location, the Old Kings Highway Committee denied the application for a Certificate of Appropriateness at their meeting of June 14, 2006. The applicant agreed to use a wood fence and withdrew their request for a chain link or vinyl fence. The Chairman also stated that the applicants have not shown where the existing small shed will be relocated to, on their site plan, and they have not shown the location of the fence.
