An application was received October 21, 2010, to place solar photovoltaic
panels on the southern, front elevation of the roof of the residence at the above
referenced location. Twenty-five panels were proposed, each 37.5" X 65.5
inches and framed in black. The roof is grey.
A duly noticed public hearing.was held on the application, November 10, 2010.
At the hearing, Committee members expressed concern for the location of the
solar panels. The solar panels on the roof are located on the front of the
building, over the front door and extend across the roof; they will be visible from
the road, and visible to the other residents at the end of the roadway, especially
when leaves are off the trees, and even more so, if a subsequent owner removes
trees. The Barnstable Committee of the Old Kings Highway has had a
consistent policy of approving solar panels that are placed on roofs or upon the
ground where there will be the least visual impact to the neighborhood. This
application does not comply with that policy, or with the Old Kings Highway
Guidelines.
The Old Kings Highway Guidelines, Section B 5, Energy Conscious Design,
Paragraph 5.a. states that alternative energy may be approved provided there is

minimal visual impact on the neighborhood; paragraph 5.d. states that solar
panels may be approved provided that ground level solar panel mountings are
used wherever possible. This application for a Certificate of Appropriateness
does not comply with the standards.set forth in the Old Kings Highway
Guidelines.
A motion to approve the Certificate of Appropriateness for twenty-five solar
panels on the front roof at 26 Hanson Lane with the panels relocated to begin at
the right side of the roof, did not carry by a vote of two to two as follows:
