Subject: Festival Plaza 107o Iyannough Rd Hyannis Ma
I am writing to make you aware of a potential liability issue to you concerning one of your properties located in Hyannis,
MA and known as the Festival Plaza. Since last year,we have been struggling with a homeless couple that resides in an
RV on Festival Plaza property.
Aspen Dental complained about this last summer. In fact, Barnstable Police Officer Therese Gallant reached out to'Pat
Kinsella (203-524-9401/516-869-7161) regarding this matter on numerous occasions but ultimately received no
response at all. Currently,the occupants have been parking the RV behind the landscape screen next to the El Rodeo
Restaurant (near the rear site exit/entrance). The occupant, Rhawn DePriest is said to be an employee of the restaurant.
Obviously,the plaza is.reserved for commercial uses and therefore any other use would not be allowed as a matter of
right. Unauthorized and continued use without official approval may be subject to fines and/or injunctive relief. In
addition,the fact that the occupants of the RV do not have all of the amenities required of single-family living under the
Mass State Sanitary code is another violation and shall be addressed by the Health Division. These violations are also
deemed to be the responsibility of the property owner. With this in mind, I seek your assistance in rectifying this matter
and notifying El Rodeo and DePNest to cease and-desist residingor parking on the Festival Plaza property overnight.
The courtesy of a response is requested. If there is another party to whom this email should be directed, please advise

Hi Robin: I interacted with RHAWN DePRIEST on Friday,Jan.3, 2020 at the Commuter Parking Lot in West
Barnstable. He has his RV parked up there with a broken tire. Last inspection for it was July 2014. It was moved from
parking lot by the morning of January 7,2020.
Hi cell number is 850-973-7266.
He came to the site with his wife Natasha in a black Honda EX. License plate number is 9MB-281.
He informed me that he was having the tire fixed,and moving it to his mother's address at Cape Crossroads or he
mentioned that sometimes his employer,El Rodeo, lets him park it out back there on the property.

summer, but was at least behind'the building insteadof right out front for everyone to,see.. is there'a way to address this?He's
