Y 192 Airport Road 6 Hyannis, Massachusetts S Dear Mr. O'Hara: Advanced Environmental Services, Inc.. (Advanced) has prepared this letter report to provide Bay State Piping Company (Bay State) with the details of the closure of a floor drain system-at the above referenced property in.Hyannis, Massachusetts (hereinafter the "site"). The closure of the system was conducted in accordance with the Massachusetts Department of Environmental Protection's (DEP's) Underground Injection Control (UIC) Program. :The closure activities of Advanced were conducted in accordance with our proposal 16 Bay State.dated July 11, 1996. All conclusions in this letter report are subject to the Service Constraints in Attachment 1. Background Bay State received notification from the Town of Barnstable Health Department that the floor drain system located at 192 Airport Road was required to be closed under the UIC Program regulations. The site was formerly occupied by a parcel delivery service and used for vehical .maintenance. Currently the site is occupied by Pain D'Avingnon, a commercial. bakery. Bay. State abutts the site to the north and west, the Barnstable Municipal Airport abuts the site-to, the east and Airport Road abuts the site to the south across which is Shoreline News. Please refer to the attached Figure 1, Site Locus and Figure 2,.Schematic Site Plan in, Attachment 2. The floor drain system consists of two floor drains inside the building which are connected to a standard 1,000 gallon seperator/septic tank. The seperator/septic tank is located to the east side of the building. The seperator/septic tank discharges to a leaching pit located approximately 30 feet to the east of the seperator/septic tank. Field Program The field program consisted of collecting wastewater/sludge samples from the seperator/septic tank and the leaching pit for laboratory analysis. Two soil samples were collected"within one foot of the bottom of the leaching pit. All samples were sent by chain-of custody protocol to Spectrum Analytical, Inc. of Agawam, Massachusetts. The samples were analyzed for volatile organic compounds (VOC's) via EPA Method 8260, total petroleum hydrocarbons (TPH) via EPA Method 8100 (GC/FID) and total RCRA metals via EPA Method 200.7. Laboratory Report According to the laboratory report, the wastewater/sludge sample collected from the seperator/septic tank contained no VOCs, 72 milligrams per liter (mg/L) of "other oil" (non-petroleum) and a variety of metals including barium (0.060 mg/L), chromium (0.081 mg/L) and lead (0.108 mg/L). No other contaminants were reported. The sample collected from the .leach per rams it area contained 200 micro kilogram p g p g (ug/L) of toluene, 200 mg/L of TPH identified as "other oil" (non-petroleum) and a variety of metals including barium (0.045 mg/L), chromium (0.033 mg/L), and lead (0.172 mg/L). No other contaminants were reported. Two soil samples were collected from beneath the leaching pit during closure (Leachit #1 and Leachpit #2). Sample Leachpit #1 was reported to contain 220 ug/L of toluene, 37,800 mg/Kg of total hydrocarbons (non-petroleum), 7.71 mg/Kg of barium, 5.55 mg/Kg of chromium and 8.84 mg/Kg of lead. Sample Leachpit #2 was reported to contain 160 ug/L of toluene, 1,200 mg/Kg of total hydrocarbons (non-petroleum), 7.71 mg/Kg of barium, 5.22 mg/Kg of chromium, and 10.9 mg/Kg of lead. None of the reported concentrations of compounds exceed reporting concentrations for soils classified as S-2 under the Massachusetts Contingency Plan.(310 CMR 40.0000). Soil classified as S-2 is potentially accessible, less than 15 feet from the•surface under pavment and in an area where adults only are present in high frequency. Copies of the laboratory report are presented in Attachment 3. Conclusions Advanced has overseen the closure of a floor drain system at the site in accordance with an agreement between Advanced and Bay State. All conclusions in this report are based on the Service Constraints in Attachment 1. Laboratory analysis of waste water and sludge collected from a seperator/septic tank contained low concentrations of a VOC and several RCRA metals. Waste water was removed from the system and disposed of at the Barnstable waste water treatment plant. Laboratory analysis of soil samples collected from beneath the leach pit had low levels of a VOC and several RCRA metals. None of the concentrations reported exceed the MCP reporting concentrations for soil classified as S-2. In the opinion of Advanced, the concentrations of total hydrocarbons (non-petroleum) reported are indicative of food grade oil and/or grease associated with the baking operation which presently operates at the site. This report addresses the likelihood of a release or threat of release of oil or hazardous materials on the site as defined by M.G.L. c. 2 1 E and 310 CMR 40.0000, The Massachusetts Contingency Plan (MCP). Much of the information provided in this report is based upon personal interviews and research of available documents, records and maps held by Advanced and appropriate government and private agencies. This information is therefor subject to the limitations of historical documentation, availability and accuracy of pertinent records, and the personal recollections of those persons contacted. Unless otherwise indicated, any site drawing provided within this report is not meant to be an accurate engineering drawing, but is used to present the general, relative locations of features of interest on and surrounding the site. IL An initial investigation took into account the natural and man-made features of the site including any unusual or suspect phenomenon. These factors combined with the site geology, hydrology, topography and past and present land uses sensed as a basis for choosing a methodology and location for subsurface investigation as well as groundwater and subsurface sampling, if any. III. The location and analysis of soil, groundwater and surface water samples, if any, were based upon the same considerations noted in I and II above. The samples were analyzed for those parameters unique to the site as determined from the previous site evaluation. Where no testing was conducted, Advanced makes no certification or representation regarding soil or groundwater quality. In addition, no representation is being made regarding the potential for documented or non- documented releases of oil or hazardous materials migrating to the site. IV. The interpretations and opinions provided in this report are based on governmental regulations and policies in effect at the time of the preparation of this report. Future changes in regulatory policy may render these opinions obsolete or otherwise invalid. Advanced should be consulted regarding the validity of conclusions and opinions before any use is made of this report outside of the time frame or purpose of its preparation. V. This report is designed to detect releases of oil or hazardous materials to the environment. It is not intended to be a complete environmental audit or industrial hygiene survey which would ascertain compliance with state and federal regulations other than those explicitly stated. Unless otherwise noted herein, this assessment did not include an evaluation of the presence of asbestos, lead paint, nor radioactive or infectious materials.
