An off-limits area must be established by cordoning off the area with temporary barriers and warning tape. See Attachment 5 regarding Personal Protection Equipment(PPE). i� Decontamination A. Decontamination procedures may need to be implemented before personnel are allowed out of the area to avoid the spread of the material spilled. To accomplish this, a separate area should be set up adjacent to the spill area. De-contamination procedures involve the physical removal and/or neutralization of harmful contaminants. The extent of decontamination necessarily depends on the type hazard and the quantities of the contaminant. B. Basic decontamination should primarily consist of washing and rinsing with soap and water to remove contaminants from the exterior of protective gear. This is followed by doffing the gear(see Attachment 5). Coveralls and gloves shall be removed by turning the clothing inside out. Most protective gear such as boots and gloves can be cleaned and reused. Other equipment, such as Tyvek suits, are disposable. Disposal of contaminated protective equipment is to be in accordance with statues governing disposal of contaminated solid waste. The complexity of decontamination y will vary with the size of the release and the toxicity of the material being dealt with. Large l operations involving very toxic material may require additional steps. C. Equipment for decontamination of PPE and clothing should include the following: rl: 1. Drop cloths or plastic tarps 2. Collection containers such as drums or lined trash cans 3. Children wading pool to hold wash and rinse solutions 4. Long handled, soft bristled brushes 5. Hand pumps or pistol grip bottles for washing and rinsing 6. Paper or cloth towels for drying equipment Post Evaluation A. A post incident evaluation shall be accomplished to document the cause of the emergency,the response and to evaluate methods to prevent recurrence and improve future response. All personnel who were involved in the incident should be interviewed either separately or in a meeting set up for this purpose. The questions that should be discussed are as follows: I 1. To prevent and to minimize hazards to employees, public health, safety and the environment from fires, explosions, spills, or any other unplanned sudden or non-sudden release of a hazardous material to air, soil, surface or ground water. This plan shall be carried out immediately whenever public health, safety or the environment is at risk. Planning/Training A. The effectiveness of a response during an emergency depends on the amount of planning and • training performed in advance. All employees are to be informed of their responsibilities under this plan as follows: 1. When the plan is developed. 2. When the employee's responsibilities or designated actions under the plan change. 3. Whenever the plan is changed. 4. Annually in conjunction with Right—To—Know Training. B. The actions that should be taken in the event of an emergency are outlined below. See attachment 4 for a flow chart of the Emergency Response Plan. 1. Verbal notification will be given to the emergency coordinator or his alternate either personally or by telephone using the numbers provided above. 2. Emergency communications equipment, such a telephone or PA system, shall be utilized for notifying employees of an emergency and for contacting local authorities. C. Arrangements shall be made to familiarize police and fire department with: 1. The layout of the facility (See Attachment 1) 2. Properties of the hazardous materials (See Attachment 2) 3. Places where facility personnel would normally be working (See Attachment 1) 4. Entrances to the facility and possible evacuation routes (See Attachment 1) Evacuation A. In the event of a fire or other emergency, employees are to leave by the exit nearest their work area in an orderly fashion. (A site plan with evacuation routes is displayed in work areas). If possible, the emergency coordinator will retrieve Emergency Action Plan and MSDS book. They are to assemble at the front gate of the parking lot of the facility as shown on Attachment 1. Once the evacuation is completed, the emergency coordinator or his alternate will take a head count of all employees. • B. Employees are to exit and assemble outside at the front gate of the parking area as shown on Attachment 1. Based on the Emergency Coordinators assessment it may be necessary to relocate personnel to a position 300 feet to ''A mile up wind of the facility. Once the evacuation is completed the Emergency Coordinator or his alternate will take a head count of all employees. 2. Residential evacuation, if necessary, will be conducted by the Fire Department. C. In the event of a snowstorm, hurricane, flood or other severe weather. The emergency coordinator will monitor weather reports. When a warning is issued, he shall pass the word to employees on the public address system or by word—of—mouth. All employees except emergency response shall be dismissed from work with enough time to seek proper shelter. D. In the event of a bomb threat: 1. If the facility receives a bomb threat, the threat shall be considered real. 2. The person receiving the threat should try to remain calm and try to gain as much information . about the threat as possible: a. Callers identity—sex, age, etc. b. Voice characteristics—tone, impediments, accent, etc. c. Manner— calm, angry, emotional, etc d. Background noises—street noise, aircraft, animals, quiet, etc. e. Bomb facts—type, size, location, time of detonation, etc. 3. At the conclusion of the conversation, the person receiving the telephone threat should try to use the *69 or *5 7 feature of the telephone to trace the source of the call. 4. The Emergency Coordinator will be notified immediately. He will in turn relay the information to the emergency responders listed in Attachment 3. 5. Employees will be notified and instructed not to touch or move any unusual packages, boxes, brief cases or other containers. Employees are to leave by the exit nearest to their work area in an orderly fashion and assemble outside at the front gate of the parking area as shown in Attachment 1. Once the evacuation is completed the Emergency Coordinator or his alternate will take an employee head count. Based on the emergency coordinators assessment it may be necessary to relocate personnel to a position 300 feet to 'A mile up wind of the building. E. An off-limits area must be established by cordoning off the area with temporary barriers and warning tape. The Emergency Coordinator will notify local law enforcement to help secure the area if required. Emergency Shut Down Procedures A. Activate the warning system and the emergency plan. If the situation is imminent, notify the appropriate responders (See Attachment 3 & 4). B. If the emergency involves the release of a flammable liquid, gas leak, or heater malfunction, the Emergency Coordinator will initiate the following actions: 1. Shut off all electrical service at the main electrical panel, located in the cleaning room as shown in Attachment 1. 2. Shut off heating unit main shut-off in boiler room as shown in Attachment 1. 3. Reset thermostats to their lowest setting. Medical Treatment Other than minor first aid, the Emergency Response Personnel from the Medical Facility listed in Attachment 3 will perform all medical duties. During extreme emergencies, Company Policy is to provide assistance and assessment of a medical emergency while awaiting the arrival of professional responders. Response Materials 'A. See Attachment 5 regarding Personal Protection Equipment(PPE). Decontamination A. Decontamination procedures may need to be implemented before personnel are allowed out of the area to avoid the spread of the material spilled. To accomplish this, a separate area should be set up adjacent to the spill area. Decontamination procedures involve the physical removal and/or neutralization of harmful contaminants. The extent of decontamination necessarily depends on the type hazard and the quantities of the contaminant. B. Basic decontamination should primarily consist of washing and rinsing with soap and water to remove contaminants from the exterior of protective gear. This is followed by doffing the gear(see Attachment 5). Coveralls and gloves shall be removed by turning the clothing inside out. Most protective gear such as boots and gloves can be cleaned and reused. Other equipment, such as Tyvek suits, are disposable. Disposal of contaminated protective equipment is to be in accordance . with statues governing disposal of contaminated solid waste. The complexity of decontamination will vary with the size of the release and the toxicity of the material being dealt with. Large operations involving very toxic material may require additional steps. C. Equipment for decontamination of PPE and clothing should include the following: 1. Drop cloths or plastic tarps 2. Collection containers such as drums or lined trash cans 3. Children wading pool to hold wash and rinse solutions 4. Long handled, soft bristled brushes 5. Hand pumps or pistol grip bottles for washing and rinsing 6. Paper or cloth towels for drying equipment Past Evaluation A. A post incident evaluation shall be accomplished to document the cause of the emergency, the response and to evaluate methods to prevent recurrence and improve future response. All personnel who were involved in the incident should be interviewed either separately or in a meeting set up for this purpose. The questions that should be discussed are as follows: 1. What actually happened? 2. How was it reported? O 3. Was the product involved properly identified and clearly understood? 4. What was the timeliness of the response? How soon did help arrive? 5.
