The inspection was a review of the facility's storage,transport,utilization and/or disposal of toxic and hazardous materials as it relates to the Town of Barnstable Ordinance,Chapter 108,Hazardous Materials. This Ordinance was adopted to protect the public health and welfare, especially as it pertains to the public drinking water supply. The Town of Barnstable has determined that the storage and/or disposal of a minimum of one-hundred and eleven(111)gallons of toxic and hazardous materials requires an annual license. Although copies of the permit application and payment(dated 5/7/12)for the license were available on-site, it appears that the check may have been lost in the mail since BHD has no record of receiving it. I spoke with your accounts department and they will be reissuing a check. The 2012 license(valid through 6/30/13)will be sent to you when payment is received. During the inspection,vehicle washing activity was observed at the facility. A vehicle was being hand washed with soap in an inside garage bay,however the waste wash water was running outdoors and puddling on the paved parking lot. As we discussed,I said I would review the Town of Barnstable Vehicle Washing Policy and let you know if there are any corrective actions that need to be taken. The Town of Barnstable Vehicle Washing Policy prohibits the use of any cleaning agents including but not limited to: "chemicals,soaps,degreasers or detergents"in the use of vehicle washing without an approved waste water collection system. And Town Ordinance Chapter 108,Hazardous Materials, Section 9, Prohibitions,states in relevant part that,"The release of any hazardous materials...,upon the ground within the Town of Barnstable is prohibited."Therefore,the waste wash water is not allowed to runoff into the parking lot, and should be collected and disposed of properly. I have enclosed a copy of the"Vehicle Washing Policy"for your reference. No other correctable issues were discovered during the inspection. The building that fronts Yarmouth Road houses a large Service Shop, Parts Room and Oil Storage Room (in the basement). The Oil Storage Room contains the above ground storage tanks noted on page one of this report. The room has a concrete floor and there are no floor drains. A box of oil booms is available in the room. The Parts Room is located adjacent to the Service Shop and contains shelving for the storage of individually packaged(ounce, quart and gallon plastic containers) automotive fluids. Batteries are also stored in the rear of the Parts Room. Interstate Battery picks up cores and drops off new batteries. The drum of used antifreeze in stored at one end of the Service Shop. A Spill Kit is located adjacent to the antifreeze. The second building is located in the rear of the lot. There are six garage bays in this building. Two fifty-five gallons drums of virgin oil, located on a containment skid, are stored in this building.
