This meeting was held by remote participation via Zoom Meetings
August 16, 2022 at 3:00 PM

Chair Parks called the meeting to order at 3:00 pm
Acting under the provisions of the Code of the Town of Barnstable, ss 112-1 through 112-7, the Historical
Commission held a Public Hearing on the following applications previously determined significant and referred
to Public Hearing:
CONTINUED APPLICATIONS
Mecke, Stephen & Elizabeth, 51 East Avenue, Osterville, Map 139 Parcel 062 -000, Built c.1890
Partial Demolition: Approximately 4’-0” length of wall to be removed on first floor and approximately 3’ section of wall to be
removed at rear dormer.
The application was presented by Michael Collins, along with Stephen Mecke.
Public Comment: None.
Discussion: Commissioner Shoemaker had no issues with approving this project. Commissioners Kay and Powell also agreed, along
with Chair Parks.
MOTION I:
Commissioner Shoemaker moved that after review and consideration of public testimony, the application, and associated materials,
the Significant Building at 51 East Avenue, Osterville, is a Preferably-preserved Significant Building.
The motion was seconded by Commissioner Powell.

MOTION II:
Commissioner Shoemaker moved that, in accordance with Section 112-3(F), the Barnstable Historical Commission determines that
the partial demolition of the building located at 51 East Avenue, Osterville, is not detrimental to the historical, cultural, and
architectural heritage or resources of the Town.
The motion was seconded by Commissioner Powell.

APPLICATIONS

Relocation of the Wianno Post Office building from Cotuit to the Osterville Historical Museum
The application was presented by Jennifer Williams, Executive Director of the Osterville Historical Museum.
Public Comment: None
MOTION I:
Commissioner Clark moved that after review and consideration of public testimony, the application, and associated materials, the
Significant Building at 86 Putnam Avenue, Cotuit, is a Preferably-preserved Significant Building.
The motion was seconded by Commissioner Powell.

MOTION II:
Commissioner Clark moved that, in accordance with Section 112-3(F), the Barnstable Historical Commission determines that the
relocation of the building located at 86 Putnam Avenue, Cotuit, is not detrimental to the historical, cultural, and architectural heritage
or resources of the Town.
The motion was seconded by Commissioner Kay.

The application was presented by Attorney Michael Schulz.

Discussion: Commissioner Powell asked if any communications were received from neighbors, and Commissioner Clark asked if any
other estimates were obtained besides that of the brothers who are builders. Attorney Schulz replied, “No.”
MOTION I:
Commissioner Powell moved that after review and consideration of public testimony, the application, and associated materials, the
Significant Building at 30 Crosby Circle, Osterville, is a Preferably-preserved Significant Building.
The motion was seconded by Commissioner Kay.

MOTION II:
Commissioner Powell moved that, in accordance with Section 112-3(F), the Barnstable Historical Commission determines that the full
demolition of the buildings located at 30 Crosby Circle, Osterville, is not detrimental to the historical, cultural, and architectural
heritage or resources of the Town.
The motion was seconded by Commissioner Kay.

Full/Partial Demolition: To demolish the entire main house and the existing detached carriage house , with the garage to remain with
proposed renovations.
The application was presented by Tom Catalono along with owners Mike and Kathy Cote.
Public Comment: None
Discussion: Chair Parks inquired if the half-round windows will be saved, and Mr. Catalono replied that the elliptical transom
windows can be saved, and he can find a use for them in the interior.

Commissioner Powell moved that after review and consideration of public testimony, the application, and associated materials, the
Significant Building at 274 Carriage Road, Osterville, is a Preferably-preserved Significant Building.
The motion was seconded by Commissioner Fifield.

Commissioner Powell moved that, in accordance with Section 112-3(F), the Barnstable Historical Commission determines that the full
and partial demolition of the buildings located at 274 Carriage Road, Osterville, is not detrimental to the historical, cultural, and
architectural heritage or resources of the Town.
The motion was seconded by Commissioner Shoemaker.

OTHER:
Preservation Awards Update:
Remaining a townwide award (not specific to a historical society or another board/committee/commission)
Drafting a guideline for awards criteria, including firm deadline, with Commissioners making decisions as a group.
A motion to clarify the guidelines for the awards criteria was made by Chair Parks and seconded by Commissioner Shoemaker.

Community Preservation Committee Update:
Commissioner Fifield reported that CPC met yesterday, when the Sturgis Library Director proposed using funding
that was previously allocated for other purposes to update their climate-control system, with the Library Director to
return next month with more details.
Trayser Artifacts Update:
Kate Maldonado reported that she has been in contact with a consultant and will have more info. at the next meeting.
Discussion of upcoming historical events open to the public:
8/19/22 at 7:00 PM - Michael Tougias will be speaking about his book at the 1717 Meetinghouse
8/20/22 - West Barnstable Village Festival
9/15/22 at 7:00 PM at the Cotuit Library - discussion of the Women of Barnstable book co-authored by Jim Gould
and Nancy Shoemaker
9/16/22 at 7:00 PM - Nancy Rubin Stuart will be lecturing on Benjamin Franklin at the 1717 Meetinghouse

With no further business before this Commission, a motion was duly made by Commissioner Powell and seconded by
Commissioner Shoemaker to adjourn the meeting.
