Rd. 1 PROJECT NARRATIVE 129 SALTEN POINT RD. - LIMITED REVETMENT CAP REPAIR The site is a north facing coastal property on Barnstable Harbor with land elevation well below the coastal flood zone elevation. A low crested, older stone revetment provides a coastal bank stabilizing function. With exception of the land immediately behind the revetment which is a scoured field of rubble stone lacking vegetation, the low-lying land is thickly vegetated with various coastal hardy plants, some invasive, some natives. This NOI addresses already completed repair work performed with authorization of the Barnstable Conservation Commission through and Emergency Authorization to avoid an unsafe condition caused by a large hollow beneath the revetment cap stones. Storm tidal over wash scoured a cavern in the revetment near the east end. The limited work activity was to remove the cavern by a limited stone cap segment re-assembly and make minimal adjustments adding bed stones to inhibit a recurring condition. Addition of a clean sand volume of approx. 20 c.y. in the scoured area was deemed beneficial to reduce preferential scouring flow and for general sediment source interests. No active drain structures such as a pipe were incorporated. Access occurred via 137 Salten Point Rd. driveway and lawn directly adjacent to the work zone. A review of the access shows that the temporary activity did not cause for permanent or noticeable alteration. The work area was limited to the cap and land immediately landward of the revetment. No work activity occurred within the tidelands on the seaward side. The approx. 20 ft. length segment of the revetment cap was disassembled with addition of bed stone and armor stone replaced, eliminating the scoured cavern. The sand dose was added prior to the demobilization. A subsequent site inspection shows the work area is neat the access area restored with no sign of recurrent trouble with the revetment.
