Barnstable Historical Commission
This meeting was held by remote participation via Zoom Meetings

Chair Nancy Clark called the meeting to order at 3:00 pm
Acting under the provisions of the Code of the Town of Barnstable, ss 112-1 through 112-7, the Historical
Commission held a Public Hearing on the following applications previously determined significant and referred
to Public Hearing:
APPLICATIONS
Travis, Nigel and Joanna, 283 Long Beach Road, Centerville, Map 185 Parcel 033/000, Built c .1930.
Partial Demolition to remove the existing porch and patio and to replace with a new covered porch and patio.
Builder Anthony DeBenedictis as well as homeowners Nigel & Joanna Travis were present.
Public Comment: There was no public comment.
Discussion:
The current porch was described as in disrepair with rotten columns that need replacement, and the homeowners
would like to extend the porch out to have shade as well as moderate rain protection. They said the proposed
architecture was designed to match the style of the neighborhood, with the proposed porch similar to the other
porches in the neighborhood, with the windows, including the Palladian window, remaining the same, and the
only alterations to be the columns, stone patio, and the upper deck.
There was discussion about the submitted renderings and ensuring that the windows reflect the existing on the
dwelling.
Motion I
Commissioner Parks moved that after review and consideration of public testimony, the application, and
associated materials, the Significant Building at 283 Long Beach Road, Centerville, is a Preferably-preserved
Significant Building.

Motion II
Commissioner Parks moved that, in accordance with Section 112, the Barnstable Historical Commission
determines that the partial demolition of the building located at, 283 Long Beach Road, Centerville, is not
detrimental to the heritage, cultural, and architectural heritage or resources of the Town, with this approval
dependent upon on the Commission Chairman’s seeing drawings that show the accurate view of the windows.
The motion was seconded by Commissioner Powell.

Full Demolition of the existing structure at the property.
Attorney Albert Schulz and homeowners William & Sherry Lawson were present.
Public Comment:
Peter Cross favored allowing the house to be razed and new construction to follow.
Emily Mezzetti said that there is nothing architecturally significant about the structure, and she fully supports
the plan, as the new construction will enhance the neighborhood.
There was a motion made by Chair Clark to close the public hearing.
The motion was seconded by Commissioner Kay.

Discussion:
Attorney Schulz said the homeowners were seeking to reverse the demolition delay for 133 Gosnold Street,
Hyannis. He said he has reviewed the meeting video and surveyed the property and the surrounding
neighborhood, concluding that the property is not historically or architecturally significant. He reminded that
the neighbors have spoken in favor of this project.

Shoemaker said that she has also studied the structure and the surrounding neighborhood, and she commended
the homeowners’ advertising of the property’s availability for salvage. Still, she said she felt that this property is
historically significant and very important to Hyannis, and she found it sad to think it would be demolished. She
asked to take pictures of the structure if demolition is approved, in order to add to the Town’s historical records.
Parks concurred with Shoemaker’s comments and agreed that the homeowners have done their due diligence to
advertise the property. She also noted that there are two houses in this architectural style located in Cotuit.
Powell agreed with the previous comments, adding that the property is historically significant as it would not be
before the Commission if it were not.
Fifield wondered if advertising in the summer might attract more interest, as could posting a sign on the
property, something that the Commission could require per Section 112 of the Town Code.
Kay found it interesting that so many neighbors have spoken about the property.
Chair Clark felt that the Commission could either continue the Demolition Delay to allow more time to
advertise the property for salvage or make a decision to suspend advertising and demolition delay at this
meeting.
There was a motion made by Chair Clark to close the public hearing.
The motion was seconded by Parks.

OTHER
Park City Wind Presentation about Nantucket Sound Wind Farm Installation
Pat Johnson, Hans van Lingen, Elizabeth Johnson, Erin Harizi, and Even Ridley of Park City Wind as well as
Holly Carlson Johnson of Epsilon Associates were present to provide the presentation. .
Presentation: The wind turbines will be south of Nantucket and Martha’s Vineyard and not be located in
Nantucket Sound. The propposal is currently in the permitting process, and the cables will land at Covell’s
Beach. Avangrid Renewable is a joint venture with Vineyard Wind, but this presentation is for the Park City
Wind project. The Town Council has embraced this opportunity to raise revenue to fund the wastewater
management project, and this construction is scheduled to coordinate with sewer installation. This construction
will save the Town considerable money and represents a great opportunity to improve the environment. The
majority of the construction will be in the off-season colder months. This project will bring needed direct power
and stabilize the electric grid in southeastern Massachusetts, after the retirement of so many power plants, and it
will be significant for job creation.
In terms of State permitting, they are complete through MEPA, with Federal permitting ongoing. The Notice of
Intent application has been submitted to both Nantucket and Edgartown, as well. The Notice of Intent submitted
to the Barnstable Conservation Commission has been referred to the Cape Cod Commission as a mandatory
referral for a Development of Regional Impact. Onshore construction is projected for 2023.
July Elections – Nancy Clark announced that she would be stepping down as Chair, and she accepted the
following nominations for officers:

A motion to elect Fran Parks as Chair was made by Chair Clark.

Update: Trayser Artifacts
Barnstable Planning and Development staff has been contacting preservation specialists to select the best
professional to inventory the artifacts.

Update: Community Preservation Committee
Marilyn Fifield reported that the latest meeting was canceled.
Historic Events Open to the Public
Nancy Shoemaker reported two events scheduled in July: on July 11th, she will be presenting Women of
Barnstable at Tales of Cape Cod, and on July 30th, the Hyannis Historical & Barnstable Historical
Societies will be offering a tour of the Oak Grove Cemetery in Hyannis. Barbara Debiase offered to
assist with public events.
Preservation Awards
Fran Parks said that she needs to schedule a meeting with the subcommittee to review and make
recommendations for the next meeting, with one application for building restoration and two
applications for historians received.

Next meetings: July 19, 2022 will be in person at Town Hall.
With no further business before this Commission, a motion was duly made by Commissioner Clark and
seconded by Commissioner Parks to adjourn the meeting. All voted Aye in favor.
