2019 PILOT EVENT PROCEDURES
HYANNIS MAIN STREET LONG TABLE
A. PURPOSE
The Hyannis Main Street Business Improvement District (BID) has proposed a 2019 pilot event,
“Hyannis Main Street Long Table Event” with beer/wine on Hyannis Main Street between the
intersections of Barnstable Road and Winter Street. The Barnstable Town Manager has adopted the
following procedures for this pilot event to ensure a safe and meaningfully positive event which
promotes the mission and strategic goals of the Town.
B. APPLICATION PROCEDURES
a. Alcohol will be limited to beer/wine only for this pilot event.
b. 120 DAYS PRIOR TO EVENT
The following items must be included with Use of Town Property Application, to be eligible
with proceeding towards staff review:
1. The Town Property Application Fee: $100.00
2. Site Plans to scale showing dimensions/sq.ft. of Main Street/event location(s) and
intended layout, including locations of:
Exits and Entrances;
Entertainment;
Areas designated for beer/wine service and consumption, as well as ID check
points;
Food vendor/preparation areas;
Handwashing stations;
Portable bathrooms;
Tents; and,
Trash receptacles
3. Road Closure Permit
4. A copy of General and Liquor Liability Coverage;
5. A sample copy of the public/neighborhood notification; and,
6. A written event overview describing:
a) Day of event timeline, including set up and breakdown;
b) Security during event, including any required Police Details;
c) Standards for each participating restaurant;
d) Method of managing and removing all waste and recyclables generated by event;
and,
e) Method to direct event patrons to available parking;
c. 60 DAYS PRIOR TO THE EVENT
The submitted Site Plan must be finalized and approved by the following departments:
Building, Health, Licensing, DPW, Fire and Police.
d. 45 DAYS PRIOR TO EVENT

Participating restaurants offering beer/wine will be required to apply individually for a
special beer/wine license through the Licensing Authority for the portion of Main Street
under their purview/oversight with a copy of the TIPS certification and driver’s license of
manager who will be on site at all times beer/wine is on property.
In addition, a Special Entertainment License application will need to be submitted to the
Licensing Department for Authority approval at a public meeting.
e. 30 DAYS PRIOR TO EVENT
Each food vendor applicant will need to submit a completed temporary food permit
application and proposed menu.
C. USE OF MAIN STREET DURING EVENT PROCEDURES
a. Main Street will be closed from vehicular traffic at the intersection of Barnstable
Road/Ocean Street to Winter Street. Pedestrian access along the sidewalks must remain open
to the general public.
b. Beer/Wine:
1. Area(s) with alcohol must be signed and controlled as indicated on approved site plan,
and must have designated identifiable personnel to manage ID Check points, entrances
and exits.
2. Alcohol is not permitted outside of the controlled approved areas.
3. Alcohol sales and service must end 20 minutes prior to the event ending time.
c. All waste generated by the event must be removed immediately after event.
d. Site must be returned to original state within the requested road closure time frame.
e. Any damage to town property incurred by the event will be subject to refunding any and all
costs associated with replacement and repair.
f. The Use of Town Property permit shall also be denied or revoked if the Chief of Police, the
Chief of the Hyannis Fire Department or other town officials determine the special event
poses a serious threat to the public safety, health or welfare.
D. INDEMNIFICATION
As a condition of the Use of Town Property approval, the Event Organizer agrees to indemnify,
defend and hold harmless the Town of Barnstable and all of its officers and employees against any
and all suits, causes of action or claims for injuries, damages, costs and expenses to persons or
property, whether public or private, that may arise out of, or be constituting a part of the special
event, or any activity constituting a part of the special event, or any act, omission or misconduct of
the permit holder or his/her agents, representatives, contractors, employees or volunteers. The permit
holder agrees to discharge any and all judgements that may be rendered against the Town of
Barnstable or its officers and employees in connection with any suit, cause of action, or claim after
the judgement becomes final and unappealable.
