Call to Order Introduction of Board Members and Staff Members
Notice of Recording This meeting is being recorded and broadcast on Channel 18 and in accordance
with MGL Chapter 30A §20. The Chair must inquire whether anyone else is taping this meeting and to
please make their presence known.
Public Comment
Chair Stephen Robichaud asks for any public comment – None.
Approval Not Required Plans
An Approval Not Required Plan entitled “ ANR Plan located at 61 Old Stage Road Centerville, prepared
for John Hougland” dated April 19, 2023, signed and sealed by Richard J. Hood, PLS, has been submitted
for approval.
Jose Pichardo in attendance. He shows the plan, Exhibit A. Lot A and Lot B. Access from Old Stage
Road. No curb cuts. Meets zoning requirements.
Ray Sexton, once divided will build on it?
Jose Pichardo, not now. Lot A will eventually be a home for his client.
Tim O’Neill, clarifies frontage for both lots.
Jim Kupfer, has frontage and access by public way.

Chair Stephen Robichaud entertains a motion, moved by Tim O’Neill to endorse the plan entitled
“ANR Plan Located at 61 Old Stage Road, Centerville” prepared for John Houglan, by Green Seal
Environmental, LLC, last revised April 19, 2023, as an Approval Not Required plan, seconded by Mary
Barry,

Staff Updates
Local Comprehensive Plan
Jim Kupfer gives update. Vision statement being done. Have done few workshops. Existing conditions
document. Phase 2 in near future. A lot of good work. Draft vision statement available soon.
Chair Stephen Robichaud, reminds all - site walk this week, to see 810 Wakeby Rd. Also existing solar set
up at Cape Cod Community College.
Jim Kupfer, Historic guidelines update – rezoning Downtown Hyannis. Had meeting, and put together a
working group. Consultants attended. Had a good site walk. West end and East end. Consultants are
compiling comments from the group. Will meet again on May 22nd to review.

minutes of April 24, 2023, seconded by Mary Barry,
