HomeMy WebLinkAboutDraft Minutes 061223 June 12, 2023 Land Acquisition and Preservation Committee Minutes June 12, 2023 at 5:30 p.m. CALL TO ORDER AND INTRODUCTION OF MEMBERS Vice Chair Farley Lewis calls the meeting to order at 5:31 p.m. Also in attendance is Alicia Messier, GIS Coordinator; Kris Clark, Town Council Liaison; and Genna Ziino, Administrative Assistant. NOTICE OF RECORDING Please note that this meeting is recorded and broadcast on Channel 18. In accordance with MGL Chapter 30A §20, I must inquire whether anyone is taping this meeting and if so, to please make their presence known. APPROVAL OF MINUTES April 10, 2023 – Farley Lewis makes a motion to accept the minutes. Cate Gulliver seconds. Vote: Aye: Farley Lewis, Elizabeth Lewis, Anne Rowland, Tracy Pratt, Cate Gulliver Nay: None TOPICS FOR DISCUSSION New Business  Recognition – Kelly Barber, Barnstable Land Trust Farley Lewis wants to thank and acknowledge the accomplishments of Kelly Barber, who was recently recognized as a Massachusetts Nonprofit Network Excellence Award finalist. Tracy Pratt makes a motion to send a letter of congratulations from the Committee. Cate Gulliver seconds. It is suggested that Chair Canedy write the letter. Vote: Aye: Farley Lewis, Elizabeth Lewis, Anne Rowland, Tracy Pratt, Cate Gulliver Nay: None  Committee Membership Status Farley Lewis relays that Chair Canedy hopes everyone up for renewal renews their membership. Old Business  Update on status of outstanding Conservation Restrictions - Harju, Amaral, Prince Ave, Commerce Road (Bowles), Cotuit School Bowles is coming before Town Council on Thursday for a first read. The closing is June 29. The CRs have not yet been approved, but Chair Canedy sent a letter of support to Town Council. Harju, Amaral, and Prince Ave are still backlogged at the state level. Some land trust organizations are meeting on June 21 with members of the state to discuss—Chair Canedy has urged the Legal Department to see about an invite. The Cotuit School CR was approved by Town Council but its status with the state is unsure.  Status of Conservation Tracking Chart Member Present Absent Ann Canedy – Chair X Farley Lewis – Vice Chair X Phyllis Miller X Elizabeth Lewis X Douglas Payson X Elissa Crowley X Anne Rowland X Tracy Pratt X Cate Gulliver X Farley Lewis relays that Chair Canedy is not sure where this is and asks if anyone has a thought where it should reside. Councilor Clark says it is unresolved but there was a discussion at the Legal Department.  Update on proposed committee name change (to Open Space Committee) Councilor Clark says Town Council’s first reading for the proposed name change will be June 15. July 20 is the next Town Council meeting where discussion can happen. She thinks the Walking Library will be valuable to show as an action item, and hopes the Committee can be present when it comes up for a vote in July.  Update - Pathways Project and Loop Trail Farley Lewis says there is a new connection to the existing Red Trail. It’s near Cape Cod Community College, and is under the auspices of the New England Mountain Biking Association. The map may be available on the NEMBA website.  Update – Walking Weekend and Walking Library Alicia Messier, GIS Coordinator shares that per the Committee’s request, there will be a link to a Walking Library on the LAPC webpage. She shows the Committee a draft of the page and walks through it. It’s still a draft version and feedback is welcome—the website designer has said it should be done by June 15. They received approval to put a link on Conservation’s page as well. The group discusses other possible trails to highlight in Santuit—Tracy Pratt will connect with Alicia Messier about that. The group identifies suggestions for the Crooked Cartway, Old Jail Lane, and Bridge Creek maps. The group discusses including how many parking spaces are at each location (someone will have to drive around and identify numbers); that railroad crossings should no longer be included in trails; including half-hour walks; and that they’d like to list the trails in order of difficulty. Alicia Messier will email PDFs of the maps to the group, and anyone can send feedback. Farley Lewis provides an update from the May Walking Weekend: Barnstable Land Trust’s walk was so well attended that they had to turn people away. Farley Lewis had 5-6 people and Elissa Crowley had 2 people. Farley Lewis thinks the Committee should discuss potentially focusing on only a fall Walking Weekend, as it has had better turnout. She also notes that it seems like most people are getting their information online, so that needs to be a consideration going forward.  Report from Phyllis Miller/Tracy Pratt regarding Santuit Preserve Tracy Pratt says it was busy during the herring run and there are a couple trees down but it’s otherwise quiet.  Report from Farley Lewis regarding Community Preservation Committee Open Space applications CPC didn’t meet last month so there is no update.  Update on Open Space & Recreation Plan Councilor Clark says action items are being executed, such as the Walking Library.  Report from Town Council Liaison Kris Clark Councilor Clark encourages people to contact their councilor in support of the name change.
