Licensing Authority Public Meeting Amended Agenda
The Barnstable Licensing Authority will hold a Public Meeting on Monday, July 24, 2023 at 3:00 p.m. at
Barnstable Town Hall, in the James H. Crocker Jr. Hearing Room, 2nd Floor, 367 Main Street, Hyannis.
CALL TO ORDER – Introduction of Board Members and Staff
NOTICE OF RECORDING – This meeting is being recorded and broadcast on Channel 18 and in accordance
with MGL Chapter 30A §20. The Chair must inquire whether anyone else is taping this meeting and to please
make their presence known.

1. Amend All Alcohol Club License
An application has been filed by Hyannis Yacht Club, Inc. dba Hyannis Yacht Club, 490 Ocean Street, Hyannis for
two amendments (1) Amend Directors and Officers as per schedule 6 of the application on file. (2) Change of
Manager from Robert Signoriello to Emily Mezzetti. Continued from July 10, 2023
2. Amend All Alcohol Common Victualler
An application has been filed by Nonno Pizza Inc. dba Nonno Pizza, 640 Main Street, Hyannis to change the
hours of operation FROM daily, 11:30 a.m. to 10:00 p.m. TO Monday through Saturday 11:30 a.m. to 1:00 a.m.
and Sunday 11:30 a.m. to 11:30 p.m.

3. Amend All Alcohol Common Victualler License
An application has been filed by Provo Brazil Steakhouse LLC dba Torino Restaurant & Bar, 415 Main Street,
Hyannis for two amendments. (1) Change the corporate name from Provo Brazil Steakhouse LLC to Torino
Restaurant & Bar LLC; and (2) alteration of premise description will be expanded to include outdoor roof bar

4. Amend Wine & Malt Common Victualler License & New Daily Live Entertainment License
An application has been filed by Palio P Inc dba Palio Pizzeria, 435 Main Street, Hyannis for (1) an alteration of
premise application amending the premise description to include additional seating on the expanded outdoor
patio & (2) a New daily live entertainment license to include live amplified music with a maximum of 4
performers, 4 pieces on the outdoor patio from 12:00 p.m. to 9:00 p.m. daily. Continued from July 10, 2023
5. Amend All Alcohol Common Victualler, New Daily Live and Daily Non-Live Entertainment licenses
An application has been filed by Dubh Linn LLC dba British Beer Company, 412 Main Street, Hyannis to (1)
amend the daily non-live entertainment license to include 4 TV’s and to amend the daily live entertainment
hours from 9:00 p.m. - 12:45 a.m. to 10:00 a.m. - 12:45 a.m (2) amend Sunday opening alcohol service hours
from 11:00AM to 10:00AM. Continued from July 10, 2023
6. New Farmer Brewery Pouring License
An application has been filed by Oak Bay Brewery LLC, 606 Main Street, Hyannis for a new Farmer Brewery
Pouring license, malt only, as well as a new common victualler license to include indoor and outdoor seating.

7. Renewal - Special One Day Entertainment Only
An application was filed by The Hyannis Sound (The Boys of Summer) to hold Hyannis Sound Alumni Concert
2023 at the Hyannis Town Green, on August 5, 2023 from 6:00 p.m to 9:00 p.m. This is a live amplified music
event.
8. Renewal - Special One Day Beer & Entertainment
An application was filed by Cape Cod Maritime Museum, 135 South Street, Hyannis, to hold a 4th installment of
“History on Tap”, a series of living history demonstrations with samples of local breweries to be held on
August 14, 2023 from 5 p.m. to 7 p.m., beer will be poured by Castle Island Brewery.
9. Renewal - Special One Day Beer & Entertainment
Four applications were filed by Sturgis Library, 3090 Main Street, Barnstable, for the September Music Series
for the following dates and times: (1) Mike Machaby and the Movers, September 9, 2023 from 2 p.m. to 3:30
p.m. (2) Greg Loftus, September 16, 2023 from 2 p.m. to 3:30 (3) Willie J. Laws, September 23, 2023 from 2
p.m. to 3:30 (4) Molly Parmenter and Dave Ellis, September 30, 2023 from 2 p.m. to 3:30 p.m.
10. Added Participant for the First Fridays Event – Special One Day Beer & Wine License
Five applications were filed by Hyannis Public Library – Ora’s Parlor Bookshop, for five, one-day Beer & Wine
licenses as part of the Hyannis Business Improvement District First Friday’s events. The applicant is requesting
to serve beer and wine at the previously approved First Friday events to be held on 8/4/23, 9/1/23, 10/6/23,
11/3/23, and 12/1/23. Current site plan, security plan and TIPS certification is on file.
11. Renewal - Special One Day Beer & Wine
An application was filed by The Barnstable Historical Society to hold Summer Splash at the Barnstable Comedy
Club located at 3171 Main Street, Barnstable on August 13, 2023 from 4 p.m. to 6 p.m. This is a fundraising
event for the Barnstable Historical Society with 125 anticipated attendees. Current TIPS certificates on file.

The list of matters, are those reasonably anticipated by the president/chair, which may be discussed at the meeting. Not all items listed may in fact be
discussed and other items not listed may in fact be discussed and other items not listed may also be brought up for discussion to the extent permitted by
law. It is possible that if it so votes, the sub-committee may go into executive session. For your information the section of the M.G.L. that pertains to
postings of meetings is as follows: Except in an emergency, in addition to any notice otherwise required by law, a public body shall post notice of every
meeting at least 48 hours prior to such meeting, excluding Saturdays, Sundays and legal holidays. In an emergency, a public body shall post notice as soon as
reasonably possible prior to such meeting. Notice shall be printed in a legible, easily understandable format and shall contain: the date, time and place of
such meeting and a listing of topics that the chair reasonably anticipates will be discussed at the meeting. Meetings of a local public body, notice shall be
filed with the municipal clerk, and posted in a manner conspicuously visible to the public at all hours
