HomeMy WebLinkAboutOKH 07 26 23 Draft Minutes Town of Barnstable Old King’s Highway Historic District Committee MINUTES Wednesday, July 26, 2023, 6:30pm To all persons deemed interested or affected b y the Town of Barnstable's Old King’s Highway Historic District Act under Section 9 of Chapter 470, Acts of 1973 as amended. You are hereby notified that a hearing was held by remote participation via Zoom Meetings on the following applications: Bett McCarthy, Chair Present George Jessop, AIA Present Ryan Coholan Present Lesley Wallace Absent Wendy Shuck, Clerk Absent Erica Brown, Administrative Assistant Present A quorum being met, Chair Bett McCarthy called the hearing to order at 6:30 pm. The Chair explained the hearing and appeal process and invited the public to address the Committee and view the plans of interest when the application is called. ______________________________________________________________________________ Roll Call Chair Bett McCarthy called the meeting to order at 6:30 pm and took roll call. Attendance Roll Call: Ryan Coholan George Jessop Bett McCarthy CONTINUED APPLICATIONS None APPLICATIONS O’Keefe, Tara, 1106 Main Street, West Barnstable, Map 178, Parcel 013/002, Built 1910 Signs- New post and panel roadside sign and new wall sign. George Jessop moved to open the public hearing. Seconded by Ryan Coholan Roll Call Vote Ryan Coholan- aye George Jessop - aye Bett McCarthy- aye Charlie Brennan from Simple Signs was in attendance. Charlie presented the signs starting with the road sign. A picture of the propose sign was presented in which Charlie stated the piece on the bottom of the sign would not be there. The sign will be 52” by 32” and the sign panel will be 11 sq. ft. The col or is a deep plum with a gold color. The posts are pvc, it is latex paint, and will be a carved sign. The wall sign on the building will be 48” wide by 60” tall and will be about 20 sq. ft. The sign on the building is approximately 120 feet from the road. The sign on the building is more for directional purposes when someone pulls in. The sign is made of pvc, same colors, and will be carved as well. George- Asked if it was intentional to have the building sign be about as big as the windows on either side of it. Charlie- Stated that it was not the intention as 20 sq. ft. is what is allowed by code so they did that size per code and not the window size. They wanted to taller than wider to have it be more symmetrical. George- Asked what the background colors of the signs are. Charlie- Plum. Not really a purple but a deep plum. George- Asked if the road sign will have finials. Charlie- Yes, supposed to have caps. Supposed to have a cap with a ball. George- Not just a hip style cap? Charlie- No, hip style cap with a ball. George- Asked what the post material is. Charlie- Wood wrapped in white pvc, but will not be shiny. George- Noted he prefers the simple cap rather than the ball finish. Ryan- Commented that he liked the road sign and how it comes up to a nice arch on the top. Asked why the building sign doesn’t follow a similar patter with the arch at the top of the sign. Ryan noted it looks like they’re trying to cover a window up. Charlie- Noted a window is not being covered up, but he could see that. He noted that they are able to make the change if needed the approval. Ryan- Noted that he is more likely to vote in favor of the sign if the building sign is consistent with the road sign. He noted tha t consistency is important. If it matched the roadside sign that would be great. Don’t see many if any just rectangular signs like that along 6A. Charlie- Noted they could definitely make that adjustment. Bett- She liked the suggestion that George made regarding having a cap on the post. Thinks the rectangle design is okay with how the words are stacked and doesn’t have to match the exact design of the roadside sign. Charlie- Clarified what Ryan was saying in that the length of the building sign would stay the same but the top would be arched with dropped shoulders. George- Agreed, he liked the suggestion as it is the preferred aesthetic. Public Comment: None Ryan Coholan moved to close the public hearing. Seconded by George Jessop. Roll Call Vote Ryan Coholan- aye George Jessop- aye Bett McCarthy- aye A motion was made by Ryan Coholan to approve the Certificate of Appropriateness for O’Keefe, Tara, 1106 Main Street, West Barnstable, Map 178, Parcel 013/002, Built 1910 to construct new signs- new post and panel roadside sign and new wall sign, as submitted with the conditions as described including finials on the roadside sign and the arch with lowered shoulders on the wall sign. Seconded by George Jessop Roll Call Vote George Jessop- aye Ryan Coholan – aye Bett McCarthy- aye MINOR MODIFICATIONS None EXTENSIONS None OTHER None Approval of Minutes August 10, 2022 A motion was made by Ryan Coholan to approve the August 10, 2022 minutes as submitted, seconded by George Jessop, Roll Call Vote: George Jessop- aye Ryan Coholan- aye Bett McCarthy- aye July 12, 2023 A motion was made by Ryan Coholan to approve the June 28, 2023 minutes as submitted, seconded by George Jessop, Roll Call Vote: George Jessop- aye Ryan Coholan- aye Bett McCarthy- aye Next Meeting Date: August 9, 2023; August 23, 2023 ADJOURNMENT- Ryan Coholan moved to adjourn meeting Wednesday July 26, 2023.
