Dear Ms. Karle and Commission Members:
On behalf of Nicholas D. & Millie L. Coppa, we would like to request an amendment to the Order of Conditions, which
was issued by the Barnstable Conservation Commission on September 4, 2018 for the above referenced project.
The scope of the proposed amendment is to clear the existing vegetation landward of the 50’ buffer zone, install
a swimming pool, pool equipment & fence, pool house, shed, retaining walls, patio space, outdoor spa, walkways,
lawn areas, landscape and hardscape amenities. A limit of work/siltation barrier will be established landward of
the 50’ buffer zone and will be maintained until the proposed vegetation has fully established.
Enclosed is the Plan Showing Proposed Site Improvements plan, dated 8/21/2023. The final Order of Conditions was
recorded at the Barnstable Land Court Registry on October 1, 2018, Doc # 1,355,618.
Therefore, we respectfully request that you schedule the above referenced project for your September 19, 2023. public
hearing.

Performance Standards Narrative
Project Summary
The subject property slopes down from Bunker Hill Road to an isolated fresh water wetland situated in
the western corner of the site. We have flagged the vegetated wetland and provided an Appendix G
to show the methodology for delineating the boundary. The associated buffer zones are represented
on the site plan.
The site is currently developed with a single family dwelling, detached garage, exterior hardscape and
landscaped areas, lawn, driveway and on-site sewage disposal system. A fully vegetated buffer exists
within the 0’-100’ to the isolated wetland.
The scope of the proposed project is to clear the existing vegetation landward of the 50’ buffer zone,
install a swimming pool, pool equipment & fence, Pool House, shed, retaining walls, patio space,
outdoor spa, walkways, lawn areas, landscape and hardscape amenities. A limit of work/siltation
barrier will be established landward of the 50’ buffer zone and will be maintained until the proposed
vegetation has fully established.
As stated in section 704-3B. of the Barnstable Wetlands Regulations, “Where a fifty-foot undisturbed
buffer zone exists, prior to the proposed work and is proposed to remain intact, the proposed work
within the fifty-to-one-hundred-foot buffer zone shall not require further buffer zone enhancement”,
therefore, no mitigation has been provided.
Wetland Interests and Project Impacts
The only wetland resource area located adjacent to the work area is the isolated wetland. The
following addresses the interest of the wetlands protect regulations:
Groundwater Supply and Quality: Runoff will be contained and collected within yard drains and pool
patio drains and recharged into the groundwater below the property
via dry wells. A dedicated drywell will be installed for pool backwater
and draining.
Storm Damage Prevention: The area is not within Land Subject to Coastal Storm Flowage, so
storm damage is not an issue.
Flood Control: The area is not within Land Subject to Coastal Storm Flowage, so
flooding from coastal storm events is not an issue. Drainage will be
installed to prevent any localized flooding.
Fisheries: The wetland is isolated from any fisheries and a 50' buffer is
provided to the edge of wetland which will provide a sufficient filter
for stormwater runoff prior to entering the wetland.

Prevention of Pollution: Sedimentation barriers will be installed prior to the start of
construction and will remain in place until vegetation has been fully
established.
Shellfish Habitat: Not applicable
Wildlife Habitat: Only the area within the 50’-100’ buffer will be disturbed. An
extensive wildlife habitat will remain within the undisturbed 50'
buffer to the edge of wetland as well as other vegetated areas that
are to remain outside of the 50’ buffer zone.
Aesthetics: The site is not visible from any waterbody.
Erosion and Sed. Control: Temporary siltation barriers will be installed prior to the start of
work to protect the wetland resources during construction. Disturbed
areas will be stabilized and revegetated as soon as practicable to
prevent erosion and prevent the transport of sediment into the
wetland resources during construction.

The proposed site modifications will have no immediate or cumulative negative impacts to all
