(B+T) respectfully submits this response to the Commission’s comments relating to the Applications for Demolition Approval and Certificate of Appropriateness for the redevelopment of 307 Main Street in Hyannis. The Project proposes to construct a 120-unit mixed income housing complex and supporting site improvements (collectively known as the “Project”) at the gateway of Hyannis’ unique walkable downtown that is home to a collection of shops, restaurants, and entertainment. We have revised the plans accordingly in response to the comments received at the Project’s initial hearing on August 30, 2023. Architectural Comments and Revisions 1. Building Massing: The building massing along Main Street and Old Colony has been re-designed to align more closely with the Draft Design Guidelines. Gable end projections have increased to 4’ with a porch element extending an additional 4’. Additionally, the main entry into the building mid-block is recessed 4’ creating varied setbacks along Main Street, creating a total offset of 12’ from outward massing elements to the building entry. Roof forms change direction to provide less repetitive forms along the main elevations. 2. At the corner of Main Street and Old Colony the building now pushes back from the intersection further providing more landscape opportunities. The 4-story tower element is now a two-story bay projecting out and is fenestrated to reference a ships bow. Incorporated into the gable end is a “clock” element. The bay and clock elements define the gateway into downtown Hyannis. Hyannis Main Street Waterfront Historic District Commission Attn: Karen Herrand September 14, 2023 Page 2 3. Fenestration: The exterior materials have been revised to eliminate any vertical siding. Siding is now more contiguous and aligned with building massing. More traditional details, corner boards and trim have also been included. Brick is also now a major exterior material on the corner massing. 4. Along the back wing, more fenestration and Juliet balconies have been added to enhance the residential character of the building. 5. Openings into the garage have been changed to alternate between spandrel glazed windows in the gable ends and openings with a railing in the primary façade. 6. A roof deck is now indicated on the roof plan. Landscape/Site Comments and Revisions 1. Street Trees: Landscape plan has been modified to increase the quantity of street trees along Main Street to the extent practicable. Street trees have been moved into the sidewalk to provide greater shade along the public right of way and enhance the streetscape. While street tree placement and quantities are constrained by both overhead wires and underground utilities, the Project proposes more street trees than currently exist. Additionally, proposed street tree species have been revised to include species with greater canopy widths than previously proposed. 2. Lawn Area: Landscape plan has been modified to include an open lawn area at the intersection of Main Street and Old Colony to provide open space for residents and the public. This lawn area and adjacent landscape bed, situated from back of sidewalk to face of building, is approximately 10’ deeper than previously proposed. 3. Pollinator Pathway: Landscape plan has been modified to include a landscape bed along portions of the building foundation and sidewalk to serve as a “pollinator pathway”, designed to enhance existing pollinator pathways along Main Street and other locations in Hyannis. All proposed plantings within the public view are listed on the Pollinator Pathway Cape Cod recommended native plant list. A combination of native trees, shrubs, and perennials have been proposed for seasonal interest. 4. Site Furnishings:  Benches along the Main Street sidewalk have been proposed.  A bench and bike rack at the building entrance have been proposed. Please note that the building includes a bicycle storage room to serve all residents.  A flagpole has been proposed at the intersection of Old Colony and Main Street. Lighting: Specifications for potential proposed lighting fixtures which may be visible from the public right-of-way have been included with this submission. The Standard (HSHx) is a cast aluminum ball and swivel horizontal hang-straight. Available with a spike (S), a ball (B), or no finial (N). The hang-straight slips a 4” long by 2-3/8” OD horizontal tenon. The (EZ) is a cast stainless steel ball and swivel vertical hang-straight. The special 2-part design allows for easy installation. It is factory installed under an arm and on the fixture. Specifications Catenary Mount The Catenary mount option includes a cast aluminum span wire clamp, which accommodates cables 1/4"-5/8" in diameter. This is an internal optic level “House Side Shield” offering significantly reduced backlight and glare while maintaining the original design aesthetics of the luminaire. Photocontrols Button Photocell: The photocontrol shall be mounted on the fixture and pre-wired to driver. The electronic button type photocontrol is instant on with a 5-10 second turn off, and shall turn on at 1.5 footcandles with a turn-off at 2-3 footcandles. See pole spec sheet for pole mounted version. Twist-Lock Style (Hangstraight Mount): The photocontrol shall be mounted externally on the hangstraight and pre-wired to driver.
