Acting under the provisions of the Code of the Town of Barnstable, ss 112-1 through 112-7, the Historical Commission held a Public Hearing on the following applications previously determined significant and referred to Public Hearing: APPLICATIONS Doud, Michael & Florence– 29 Lafayette Avenue, Hyannisport, Map 287, Parcel 045, Built 1900 Partial Demolition for addition to the rear and left side of the home. Attorney David Lawlor, James Bustamante of Longfellow Design, and the homeowners Michael and Florence Doud were in attendance. Attorney Lawlor led the presentation with the existing photos, explaining that the home was built circa 1900 and, although it is a Contributing Structure within the National Register Historic District, it is not an Inventoried home. He said the entire front of the structure will be kept the same except for the roof line, and there will be a new roof on the front, with all the other changes at the rear of the building. He also noted that there were apparently two small bump-out additions. Attorney Lawlor stated that the only change may be the siding which would change from natural white cedar to Cape Cod Grey, with every- thing proposed in keeping with the home itself as well as the neighboring structures. James Bustamante clarified that the windows are 4 over 1. He also stated that the Cape Cod Grey shingles would be a dipped shingle to last longer. Attorney Lawlor stated that this building will not change too much apart from the dormer and expansion of the third floor, adding that it is probably being restored closer to what it was 100 years ago, but it is difficult to know because there are few records for this building. Draft Discussion: Nancy C. commented that the changes are significant, especially the dormer with the railing. She asked if the railing juts out, and James Bustamante clarified that it is a proposed Juliet balcony. Rob- ert asked to see the rear elevation where he felt that there was a relatively large uninterrupted area on the elevation. It was clarified to be the right elevation. Robert wondered if there could be any reasonable way to give it some character. Robert also noted that the addition of the dormers and the new roof add a tre- mendous amount of volume to the home, which in some ways complements the rear, but he felt the dor- mers look comparatively big for the home. Nancy C. objected to the size of the dormers, and Robert said he understands the functionality of the dormers but perhaps a little more of a severe pitch would be easier on the eyes. Attorney Lawlor addressed the right elevation, showing the existing right elevation as con- sistent with what is proposed. He also noted the changes to the front of the home as a diligent effort be- tween the homeowners and Longfellow to keep consistency within the home and neighborhood and to have the functionality that they need. Nancy C. commented that the proposed front elevation changes the look of the house, whereas the proposed left and rear elevations do not. Marilyn clarified that this prop- erty has never been Inventoried, adding that she would like to see the shutters retained and that she under- stands the issue with the dormer but considered them acceptable. She also asked if the doors on the bal- cony open, and James Bustamante confirmed that the doors do open, and he added that if the homeowners are open to it, then they will retain the shutters. Robert commented that the shutters could help with the right-side elevation as well. Public Comment: None. MOTION 1: Nancy C. moved that after review and consideration of public testimony, the application, and associated materials, the Significant Building at 29 Lafayette Avenue, Hyannisport, is a Preferably-preserved Significant Building. Marilyn seconded the motion. So Voted: Aye- Nancy C. Nay- Marilyn, Barbara, Jack, Robert Abstain- George Motion 2: Nancy C. moved that, in accordance with Section 112-3(F), the Barnstable Historical Commission determines that the partial demolition of the building located at 29 Lafayette Avenue, Hyannisport, is not detrimental to the historical, cultural, and architectural heritage or resources of the Town. Marilyn seconded the motion. So Voted: Aye- Marilyn, Barbara, Jack, Robert Nay- Abstain- George, Nancy C. Other: • Community Preservation Committee Update: Marilyn provided an update on the two meetings that CPC held since the previous Historical Commission meeting, both concerning the Cotuit Draft Historical Society and its WWII POW message in a bottle. She said the first meeting addressed their Notice of Intent to apply for funds, which was approved, and at the second meeting the CPC voted to approve the funding (which is under $2,000) for this project, so this item will proceed to the Town Council. • Discussion of upcoming historical events open to the public: None • Section 106: T-Mobile antenna modification/upgrade on an existing building with no ground disturbance at Cape Cod Mall: Erica stated that this is a new Section 106 filing, and Elizabeth has more information on this Section 106 filing if anyone would like to know more. • Update: Cotuit Form Bs and Continuation Letter for 15 Old Shore Road: Erica provided an update concerning the Cotuit Form Bs, reporting that the MHC has accepted the Form Bs and will be adding them into MACRIS within the next month. She said the Continuation form for 15 Old Shore Road needs acceptance by the BHC to move forward in the process, and Robert com- mented that the Continuation sheet looks complete and accurate. Robert moved to accept the Continuation form for 15 Old Shore Road, Cotuit, and to submit it to the MHC. Marilyn seconded the motion. So voted: Aye: Marilyn, George, Nancy C., Jack, Barbara, Robert Approval of Minutes • August 15, 2023 Marilyn moved to approve the Minutes of August 15, 2023, as submitted. Seconded by Nancy C. Abstain- Robert, Jack, George Matters Not Reasonably Anticipated by the Chair With no further business before this Commission, a motion was duly made by Commissioner Fifield and seconded by Commissioner DeBiase to adjourn the meeting.
