HomeMy WebLinkAbout10-16-2023 -F Penn Dockside Comments 10.13.23 Felicia R Penn ­ 15 Daisy Bluff Lane ­ Hyannis, MA 02601 TO: Steve Robichaud, Chair, and Planning Board Members FROM: Felicia Penn, Hyannis, MA Re: Dockside Condominium Comments on Exhibit A Date: October 13, 2023 I write to thank the Planning Board for their vote to not to approve a former Regulatory Agreement for this project at 110 & 115 School Street. I ask you to be consistent in your thought process, to compare the waiver requests to our zoning, particularly the height, density and parking allowed or required, as you review this new project before you. It’s important that you consider that although this project did appear before you, this is a NEW application. It is not a continuance, or a modification of a previous project. It is an entirely new application that stands on its own and therefore, every request and waiver MUST BE considered as if you are considering it for the first time. Therefore, I ask that you consider dismissing or denying the waivers that request you to grant permission for the applicant to bypass the Building Commissioner and Formal Site Plan Review, and the waiver that requests that the applicant not have to appear before the Hyannis Main Street Historic Waterfront District Commission. All new projects must complete these reviews before they come to the Planning Board, and its especially crucial that this application follow the norm. There is no reason for the Planning Board to make exceptions for a new application at this time, especially considering that Formal Site Plan now plays a new role in the Harbor District and the Hyannis Main Street Waterfront District Commission has been reconstituted since an earlier version of this project was last reviewed. I thank you for your consideration. PS: I am enclosing a memo I sent to the Planning Board in February of 2023, with more detailed reasons as to why the waivers requested should not be granted.
