Dear Chairman Lee :
Epsilon Associates, Inc. (“Epsilon”) is pleased to submit the attached Request for Determination of
Applicability (“RDA”) on behalf of Park City Wind LLC (the “Applicant”) who is planning to install a
monitoring well at 2 Short Beach Road in order to conduct a hydrogeological assessment and pump
test for the Centerville River Microtunnel Crossing. The goal of the proposed work is to determine the
depth to water table, groundwater and river level fluctuations, permeabilities, and specific capacity
to be used by the selected EPC contractor to design the dewatering system for a Microtunnel crossing.
Enclosed please find one original and eight copies of the RDA form and accompanying materials filed
in accordance with the Massachusetts Wetlands Protection Act (M.G.L. c. 131 § 40) and implementing
regulations (310 CMR 10.00). Also enclosed is a check made payable to the Town of Barnstable for
$175.00 to cover the RDA application fee .
The enclosed RDA is being submitted for the Commission’s review at its November 7, 2023 public

Introduc�on
Park City Wind LLC is planning to conduct a hydrogeological assessment and pump test for the Centerville
River Microtunnel Crossing at 2 Short Beach Road as detailed below. The goal of the proposed work is to
determine the depth to water table, groundwater and river level fluctua�ons, permeabili�es, and specific
capacity to be used by the selected EPC contractor to design the dewatering system for a Microtunnel
crossing. The following procedures will be implemented during the monitoring well installa�on and pump
tes�ng.
Monitoring Well Installa�on
The project design engineer will oversee the drilling and construc�on of one monitoring well on the Client-
owned property. Soil samples will be collected using a split-spoon sampler at five-foot intervals to a depth
of 50 feet below ground surface (bgs). The proposed loca�on of the monitoring well drilling is within a
previously disturbed driveway area and is labeled as MW-103 on the atached Figure 2.
Following the comple�on of the well boring to the required depth, a monitoring well (iden�fied as MW-
103) will be constructed using sloted 2-inch inner diameter (ID) polyvinyl chloride (PVC) screen and solid
2-inch ID PVC riser. The screened interval will be from 30 to 50 feet bgs and will be backfilled with clean
filter sand to approximately 1 foot above the screen, followed by a 1 to 2-foot hydrated bentonite pellet
seal. The remaining annular space in the borehole will be filled with drill cu�ngs to approximately 1 foot
below ground surface. The well will be completed at the surface with a slip cap and a protec�ve steel riser.
For cos�ng purposes, the drilling is es�mated to take two days.
The well will be developed using either a bailer or Waterra iner�al pump to remove sediment from the
well that accumulated during the installa�on process. A�er the well has been completed, Stantec will
survey the measuring point eleva�ons of both MW-103 (top of the PVC well riser) and WP-1 (top of steel
riser) and �e them into an assumed site datum. Horizontal loca�ons can be taped off from other known
points, such as corner of exis�ng building, fire hydrants, and/or telephone poles, and ploted on an
appropriately scaled Site plan.
Pumping Test
A�er MW-103 has been constructed and developed, Stantec will install a submersible pump in the well
(Grundfos or equivalent) and conduct a short-term pumping test (on the order of 6 to 8-hours). The pump
can be connected to a generator (rented by Stantec) or plugged into an electrical system. The pump will
have a controller to regulate the pumping rate to establish a stabilized water level. Water levels will be
measured by hand at MW-103 during the test. The distance from sta�c water level to stabilized pumping
level is the drawdown (in feet). The pumping rate divided by the drawdown will derive the specific capacity
(in gpm per foot of drawdown) of the sediments.
The volume and rate of groundwater discharged by the pump is minimal (<10 gallons per minute) and
will be directed into an appropriate BMP (straw watle or exis�ng vegetated area). In addi�on, field
salinity measurements will be collected of the discharge, at the beginning of, and on an hourly basis
throughout, the test.
A�er the pumping test is complete, the project design engineer will set a transducer in MW-103 as a means
to record water levels and poten�al �dal influence at the Jacking Pit loca�on. It is assumed the transducers
will record river levels at WP-1 and groundwater levels at MW-103 for up to 7 days as a means to evaluate
�dal effects. A final mobiliza�on will be required to remove and download the transducers and data.
