A second Extension Permit was also issued on March 11, 2022, which extended the Order’s expiration date to April 22, 2025 (expiration date includes tolling period under Chapter 53, Order 109 and Chapter 201, all Acts of 2020). The purpose for the proposed amendment to the Blish Point stabilization system project is to update the construction access, staging areas, and limits of work for the ongoing maintenance activities based on the latest surveyed existing conditions. The ongoing maintenance activities include placing sand on the face of the stabilization system on an annual to semi-annual basis to keep the coir bags covered to reduce storm damage, provide a sacrificial sand source for the littoral system, and enhance habitat and aesthetics. The proposed plan set supplements the original permitted plan (2015) using updated topographic survey data, coastal (wetland) resources delineations, and tide datums. All sand material will continue be placed above both the High Tide Line (HTL) and Mean High Water (MHW) based on the recent elevation data and tide datums, however, the updated limits of work will now extend below HTL to allow for equipment and machinery to transit and place material. Note that all work will continue to take place above MHW. A time-of year restriction for horseshoe crabs is now anticipated from the MA Division of Marine Fisheries. The Order of Conditions was recorded at the Barnstable Co. Registry of Deeds on January 23, 2015, Land Court Document No. 1,262,396. The first Extension Permit was recorded at the Registry on February 13, 2018, Land Court Document No. 1,340,277. The second Extension Permit was recorded at the Registry on March 25, 2022, Land Court Document No. 1,455,360.
