Members Present: Cheryl Powell, Tom Doherty, Kevin Matthews. Laura Cronin, Matt Clark
Members Absent: Jack Kay, Cornelius Cawley and Jennifer Hinckley Needham
Staff Present: James Kupfer, Senior Planner, and Karen Herrand, Principal Assistant, Planning & Development
Dept. in attendance.
To all persons deemed interested or affected by the Town of Barnstable’s Hyannis Main Street Waterfront Historic District
Commission Ordinance under Chapter 112, Article III of the Code of the Town of Barnstable, you are hereby notified that a hearing
is being held at Town Hall, 367 Main Street, Hyannis, MA Selectmen’s Conference Room, 2nd Floor 6:30 P.M. on Wednesday,
November 1, 2023.
The meeting will be televised live via Xfinity Channel 8 or high definition Channel 1072. It may also be accessed via the Government
Access Channel live stream on the Town of Barnstable’s website:

Roof, Windows, Siding continued from September 20, 2023 and October 4, 2023
Eric Leckstrom, Meagher construction in attendance. Explains the project. Replace railings and alter the roof, make gable, more
traditional style roof. Height, brought to 35 ft. height mark.
Revised – front façade, 8/17 plan revision. Plans for cupola section currently open, will put fixed windows and copper roofing. Roof
to be changed to gable. Pg. R 1.3 shows new gable roof structure. R1.3 shows – 2nd roof over. Exhibit A.
Tom Doherty, thinks all done on this building is beautiful. Pristine. Enhances the area.
Kevin Matthews agrees, great renovations. New cupola area and deck. Hy Harbor hotel sign changing?

Eric Leckstrom, no, sign staying same.
Laura Cronin agrees and good that within the height. Roof color?
Eric Leckstrom, burnt Sienna is the color. He has color chart sample. Front shingled. Will be the same color as existing, clapboard
Navajo beige.
Laura Cronin, confirms other buildings are in Navajo beige color.
Eric Leckstrom, Cape Cod grey style.
Chair Cheryl Powell confirms colors. Roof – not increasing stories?
Eric Leckstrom, correct, no change to rooms or making any bigger.
Jim Kupfer, revision to meet the heights, applicant made the revisions. Will work with Bldg. Dept. to make sure meets requirements
also.

Chair Cheryl Powell entertains a motion for the Findings, moved by Tom Doherty to find this application to be compatible
for the preservation and protection of the District, at 213 Ocean Street, Bldg. A, seconded by Kevin Matthews,

Joseph Scott in attendance. Islands sign. PVC. Background will be exactly as what was here before.
Tom Doherty confirms the new color of the building, beige?
Joeseph Scott, yes, it has been done.
Laura Cronin, the sign will stay with the 3D lettering?.

Chair Cheryl Powell entertains a motion to approve the draft minutes of Oct. 18, 2023, moved by Kevin Matthews,
seconded by Tom Doherty,

Update from Jim Kupfer; finalizing public comments for the Design Guidelines. Working on the formatting, horizontal vs vertical.
Joint meeting for HHDC and Planning Board – to review final version – can move to adopt or continue to separate meetings for each
Board/Commission and then adopt at that point. Mid to late November. Will put out a poll for a night that is good for all. Awarded
technical assistant to work on sign guidelines further. Can come back at later date to amend for signage. Signage guidelines,
maybe add some additional regulations and checklist for applicants.
Discussion on possible joint meeting times – all want to do in person, preferably the Hearing Room.
Chair Cheryl Powell – what guidelines can we go by now?
Jim Kupfer, not adopted yet. Regulations and guidelines to review and amend as see fit.
Kevin Matthews, guidelines – correct, can we pause until done?
Jim Kupfer, no, have to process and review within a time frame.
Laura Cronin, can we look at it from new construction and renovations vs. existing? Now not in guidelines.
Tom Doherty, went to quickly with guidelines. Has a lot more questions. Height concerns. Would like to narrow down. Need larger
guidelines.
Jim Kupfer, can get something else done and continue to look at further and refine. Hyannis Harbor master plan will have further
guidance. Harbor district is separate from Main Street. Possibly two different designs for each. Now have broad design.
Chair Cheryl Powell would like up to date copy of draft guidelines and where we are currently.
Laura Cronin would like a hard copy.
Next HHDC meetings scheduled for November 15, and December 6, 2023
