Open Space Committee
Minutes
October 2, 2023 at 5:30 p.m.
CALL TO ORDER AND INTRODUCTION OF MEMBERS
Chair Ann Canedy calls the meeting to order at 5:31 p.m.
Also in attendance is Kris Clark, Town Council Liaison; Lev Malakhoff, prospective Committee member; and Genna Ziino,
Administrative Assistant.
NOTICE OF RECORDING
This meeting of the Open Space Committee is being recorded and broadcast on the Town of Barnstable’s Government Access
Channel. In accordance with MGL Chapter 30A §20, I must inquire whether anyone else is recording this meeting and, if so, to please
make their presence known.
APPROVAL OF MINUTES
September 11, 2023 – Farley Lewis makes a motion to approve the minutes. Tracy Pratt seconds.

TOPICS FOR DISCUSSION
Chair Canedy welcomes prospective member Lev Malakhoff to the meeting and informs the Committee that he has had a first
reading at Town Council. His second reading is Thursday, and then he will be sworn in.
New Business
• Report on Site Visit – Santuit Pond Preserve – Tracy Pratt
Chair Canedy explains that there was a site visit today, October 2. Of this Committee, Tracy Pratt, Doug Payson, Lev Malakhoff, and
Councilor Clark attended.
Tracy Pratt offers a summary. Also in attendance was David Anthony and Grayce Rogers of Asset Management, Tyler King of DPW,
Steve Hurley of Mass Wildlife, and Dan Kent, the Assistant Conservation Agent for Mashpee. The group met at the Mashpee
trailhead and walked the whole circuit with the exception of a small loop on the west side of the hollow road. There are things that
need active maintenance: one trail had been washed out badly. David Anthony suggested using money taken from the budget
surplus at the end of the year rather than wait for grants to make improvements . The Santuit Committee decided Tracy Pratt would
be the point person and as he walks the preserve, he will advise Joe Marshall and cc all committee members. Anyone else who goes
out and sees something of note can contact Mr. Pratt and let him follow the process.
Councilor Clark adds that David Anthony had a notebook of a punch list that he updated as the group went along. He’s going to
submit a written summary to everyone. The group discusses concerns about water management issues and contamination of Santuit

Pond. Lev Malakhoff adds that he wants to look at the land and see how some of the steep sections can be improved or rerouted, or
potentially have a stair option. Chair Canedy suggests he provide those ideas or a proposal to the Santuit Management Committee.
• Update on Walking Weekend – Farley Lewis
Farley Lewis provides an update and thanks volunteers for their walk proposals. She is hoping the schedule will be placed on the
website as soon as possible. The group discusses starting earlier next year to ensure that the information gets on the website and
other publications with more lead time.

• Report from Town Council Liaison Kris Clark

• Status of Outstanding Conservation Restrictions
No updates.
• Report from Farley Lewis regarding Community Preservation Committee Open Space applications
Farley Lewis reports that CPC’s last meeting was September 18. The Mills property and the Wheeler Road property (both have
already been reviewed by this Committee) are being forwarded to Town Council for final review and approval in November. Chair
Canedy and Genna Ziino will check whether the Chairwoman has sent letters to Town Council about this.

The Committee discusses the 2024 potential schedule. Doug Payson makes motion to approve the dates. Tracy Pratt seconds.
