The regularly scheduled Barnstable Licensing Authority Public Meeting was called to order at approximately
9:30a.m. on Monday, August 16, 2023 and was held at Barnstable Town Hall, 2nd Floor Hearing Room, 367 Main
Street, Hyannis.
Members Present: Larry Decker, Acting Chair; Nancy Karlson-Lidman; John Flores
Members Absent: David Nunheimer, Vice Chair; Max Mitrokostas
Staff Present: David Anthony, Direct of Asset Management; Charles McLaughlin, Town Attorney; Erin
Logan, Licensing.

NEW BUSINESS
1. New Junk Dealer License
An application has been filed by B&A Collectibles Inc. dba International Estate Collectors Association, of St.
Augustine, Florida, for a Junk Dealer License. The applicant will be temporarily operating out of the Cape
Codder Resort & Spa, 1225 Iyannough Road, Hyannis, from August 15, 2023 through Saturday, August 19,
2023.
B&B Collectables is present via Zoom. Decker advised that there was concern from a local business owner
look. Eddie Brown and Melinda Brown operation. Decker questioned if they buy and then sell at other places.
They purchase items and some get sold some do not. He deals with other collectors and other dealers. Decker
confirmed they advertise locally in newspapers and much of what they purchase comes from estates. Karlson-
Lidman sought clarification on the size of the event. It is one convention room; 15 tables for display that they
are looking for. They do not sell and evaluate for free. There are two employees at the location who evaluate
and purchase. Flores is not necessarily in favor of a retroactive approval.
MOTION: Karlson-Lidman moved, seconded by Flores, that the Licensing Authority approve this
application as submitted.

2. Special One Day Entertainment License (SPEV-23-127)
An application has been filed by Cape Cod Community College, 2240 Iyannough Road, West Barnstable, for
a One Day Entertainment license for “High Kings Concert” and Irish ballad concert, to be held on September
6, 2023, at 8:00 p.m. Event organizers expect 600 attendees.

Application represented by Joe McKinnon, Director of Facilities of CCCC. The proposed event is for live
performing arts, an Irish Ballads concert estimated to be a 2hr show. Admission charge depends on the
seating. For the record John Flores is on the committee.

application as submitted.

3. Special One Day Beer and Wine & Entertainment Licenses (SPEV-23-110 & SPEV-23-121)
An application has been filed by Jason Siscoe for a One Day Beer and Wine & One Day Entertainment licenses
for “Cotuit Oyster Festival”. Beer and wine will be poured by Danielle Siscoe (current TIPS certification on
file). A five-piece Linda Ronstadt cover band (not amplified) will provide the entertainment. The event
organizer anticipates 200 attendees.
Application represented by Danielle Siscoe. Siscoe noted there will be a tent for the beer & wine pouring.
Attendees will have their ID checked and will wear wrist bands. Logan noted that Officer Kelsey has requested
one police detail based on the location and size of the event.

4. Amend All Alcohol Common Victualler License
An application has been filed by GMRI, Inc. dba The Olive Garden Italian Restaurant #1523, 1095 Iyannough
Road, Hyannis, for a change of manager from David Allen Marshall to Gustavo Garcia.
Application represented by Gustavo Garcia. He was recently promoted to a General Manager position. All
operations remain the same.
MOTION: Karlson-Lidman moved, seconded by Flores, that the Licensing Authority approve this
application as submitted.

5. Amend All Alcohol Common Victualler License
An application has been filed by Ryan Family Amusements Inc dba Ten Pin Eatery, 793 Iyannough Road,
Hyannis, for a change of manager from Emily A Page to Stephen Craft.
Application represented by Stephen Craft and Peter Campbell. Craft is currently the General Manager. Emily
Page has been promoted and Mr. Craft has been with Ten Pin since they opened (5 yrs).
MOTION: Karlson-Lidman moved, seconded by Flores, that the Licensing Authority approve this
application as submitted.

6. Amend All Alcohol Common Victualler License
An application has been filed by New England Clambake, Inc. dba Wimpy’s, 752 Main Street, Osterville, for a
change of manager from Andrew Joel Glassman to Sean Richards.
Application represented by Sean Richards; he is currently the director of operations. He has helped oversee
Fancy’s Market as well; he is experienced in the industry.
MOTION: Karlson-Lidman moved, seconded by Flores, that the Licensing Authority approve this
application as submitted.

7. Amend All Alcohol Common Victualler License
An application has been filed by Harbor Club, Inc. dba Trader Ed’s, 1095 Iyannough Road, Hyannis, for a
change of manager from John C. Shea to Jared Pane.
Application represented by Jared Pane. He currently owns a basketball gym in Sandwich and he also runs a
retnal property. Karlson-Lidman confirmed that Pane has been working in the restaurant industry for 11 years,
formerly at Tugboats.
MOTION: Karlson-Lidman moved, seconded by Flores, that the Licensing Authority approve this
application as submitted.

8. Amend All Alcohol Common Victualler License
An application has been filed by Dubh Linn LLC dba British Beer Company, 412 Main Street, Hyannis, for a
change of manager from Crissie Cuoco to Katherine Theresa Fitzsimmons. Also, change of dba from British
Beer Company to The Auld Triangle.
Application represented by Attorney John Kenney along with Desmond Keogh and Katherine Fitzimmons. Ms.
Fitzsimmons has 15+ years of experience in the restaurant industry most recently at the Sons of Erin in
Yarmouth. Attorney Kenney advised that the second change is to the name. His client proposes to change
from British Beer Company to The Auld Triangle.
MOTION: Karlson-Lidman moved, seconded by Flores, that the Licensing Authority approve this
application as submitted.

PUBLIC HEARINGS
9. New Common Victualler An application was filed by Thiago Luiz Araujo Do Camo dba Cheese Bread
Bakery Café, 70 Center Street, Hyannis for a new common victualler license. Indoor seating for 30.
Application represented by Thiago Luiz Araujo Do Camo. He purchased the restaurant from the previous
owner. The daily operations will not change. Thiago noted that his family owns two restaurants in Brazil.
Flores confirmed with Thiago that the former owner sold due to a health issue.
MOTION: Karlson-Lidman moved, seconded by Flores, that the Licensing Authority approve this
application as submitted.

CONSENT AGENDA
Renewal - Special One Day Alcohol License (SPEV-23-128)
An application was filed by Cape Cod Gateway Airport, 480 Barnstable Road, Hyannis, to hold the “A Great
Day at the Gateway - Nurturing the Spirit of Flight and Honoring our Military”, on September 23, 2023,
from 11:00 a.m. to 4:00 p.m. Wine will be poured by Samantha Cipollo (current TIPS certification on file);
Beer will be poured by Cape Cod Beer (current TIPS certification on file). The applicant expects 800
attendees.
Renewal - Special One Day Alcohol & Entertainment License (SPEV-23-117)
An application was filed by Cape Cod Young Professionals to hold their annual “Back to Business Bash”, a
networking event, to be held at Cape Cod Gateway Airport, 480 Barnstable Road, Hyannis, on September
21, 2023, from 5:30 p.m. to 8:30 p.m. Beer will be poured by Cape Cod Beer. Entertainment will be
provided by two live, amplified musicians and two radio stations.
CORRESPONDENCE
• Notification from the Alcoholic Beverages Control Commission advising of a pending hearing for
Willow Package Store with respects to a violation of Massachusetts General Law (MGL) Chapter 138
§34 Sale or Delivery of an alcoholic beverage to a person under 21 years of age (1 count)
Logan advised that Willow Package Store is pending a hearing with the Alcoholic Beverages Control
Commission.

MOTION: Karlson-Lidman moved, seconded by Flores, that the Licensing Authority approve the May
15, 2023 Minutes.

MOTION: Flores moved, seconded by Karlson-Lidman, to adjourn the August 16, 2023 Licensing
Authority meeting at 3:55pm.
