HomeMy WebLinkAboutPark City Wind LLC Notice of Board Meeting COMMONWEALTH OF MASSACHUSETTS ENERGY FACILITIES SITING BOARD NOTICE OF SITING BOARD MEETING DECEMBER 11, 2023 9:30 A.M. – 2:00 P.M. https://www.mass.gov/info- details/park-city-wind- project EFSB 20-01/D.P.U. 20-56/20-57 - Park City Wind LLC On May 28, 2020, pursuant to G.L. c. 164, §§ 69J, 72, and G.L. c. 40A, § 3, Park City Wind LLC (“PCW” or “Company”) (formerly known as Vineyard Wind LLC) filed petitions with the Energy Facilities Siting Board (“Siting Board”) and the Department of Public Utilities (“Department”) to connect PCW’s proposed 800-megawatt offshore windfarm (20 miles south of Martha’s Vineyard) to the existing West Barnstable Substation. The two 275-kilovolt (“kV”) offshore cables would follow a 63-mile route from the wind turbine array in federal waters to landfall beneath Craigville Beach in Barnstable, of which 23 miles are in Massachusetts waters subject to the Siting Board’s jurisdiction (“Offshore Export Cables”). From landfall, the Project’s two cables would traverse four miles of Barnstable’s roadways in an underground duct bank (“Onshore Cables”), crossing beneath the Centerville River, and reaching a 6.4-acre site where a new Onshore Substation would convert the power from 275 kV to 345 kV. From the Onshore Substation, NSTAR Electric Company d/b/a Eversource Energy (“Eversource”) would build, own, and operate a 0.7-mile underground transmission line within its existing transmission line corridor (“Grid Interconnection”), eventually connecting with Eversource’s West Barnstable Substation where the power will be transmitted to the New England electric grid. The above-mentioned Offshore Export Cables, Onshore Cables, Grid Interconnection, and Onshore Substation, together, comprise “the Project” that the Siting Board is reviewing in this proceeding. The purpose of the Siting Board meeting is to listen to comments, deliberate, and vote on whether to approve, approve with conditions or amendments, or reject a Tentative Decision issued by the Siting Board regarding this Project. The Siting Board meeting will be in-person and on Zoom, Monday, December 11, 2023, at 9:30 a.m. – 2:00 p.m. In-person meeting location: 100 Cambridge Street, Boston, 02114, 2nd floor Conference Rooms B & C. Building security requires a government-issued photo ID, and clearance through an airport-type scanner. Allow at least an extra 15 minutes for security check-in. The Siting Board will announce any changes due to severe weather conditions on the informational website above. Public Access and Opportunity for Public Comment Comments will be allowed during the meeting at the direction and discretion of the Siting Board Chair. Comments will be limited to three minutes per speaker, as meeting time permits. Members of the public wishing to submit written comments on the Tentative Decision should do so by the close of business Wednesday, December 6, 2023.
