Local Comprehensive Plan
A local comprehensive plan defines a long-term vision for the community
by anticipating and guiding the rate of new development and coordinating
it with capital facilities. A comprehensive plan defines the unique values
we seek to protect and encourages balanced economic development.
Why is the LCP important?
•Provides a clearer picture of where additional study or special
regulation is necessary to manage complex issues and challenges;
•Guide to allocate capital funding and prioritize town projects;
•Acts as a resource guide and can attract funding consistent with our
municipal priorities.

Goals
•Goals tell us where the Town wants to be in the future
•Goals provide a specific target or state an end result of something that is
desired
•Goal statements help interpret the vision statement into something
time-sensitive and meaningful by adding in quantifiable or qualitative
results.
•Goal statements translate the vision by making the focus of the plan
actionable.
•Goals are long-term, big-picture and should be ambitious, but realistic

Example Goal 1: Improve freshwater quality within the
watershed.
Example Goal 2: By 2040, all ponds within the Blue Valley
Watershed have natural buffers that extend at least 50 feet on all
sides.
Strategies
•A group of actions with a common focus that work together to
reduce threats and capitalize on opportunities. Strategies include
one or more activities and are designed to achieve specific goals.
•Consider:
–Impact: How impactful is the strategy like to be?
–Feasibility: Technically, financially, socially?
–Responsibilities: Is this something the Town can implement?
–Urgency: If we do this now, could we gain, or avoid significant
consequences later?
