CC: Mr. Matthew Devlin, Eversource Town of Barnstable Old King’s Highway Historic District Committee Application for Certificate of Exemption Attachment A Supplemental Project Narrative Eversource West Barnstable Substation, 625-661 Oak Street, Barnstable Old King’s Highway Historic District Committee Certificate of Exemption Application Supplemental Project Narrative Overview NSTAR Electric Company d/b/a Eversource Energy (“Eversource”) submits this Certificate of Exemption Application to the Town of Barnstable Old King’s Highway Historic District Committee. The proposed Project includes an expansion of the West Barnstable Substation facility located adjacent to Oak Street in the Town of Barnstable. At West Barnstable Substation, Eversource proposes expanding the current western fence line of the substation by approximately 62 feet to accommodate a new switchyard bay (circuit breakers and bus work). Notably, the existing West Barnstable Substation previously received a Certificate of Appropriateness on March 28, 2012, when it was originally constructed as part of Eversource’s Lower SEMA Reliability Project. The West Barnstable Substation expansion work will largely occur on existing disturbed and graveled areas but also involves some modest tree removal where grading, modifications to an existing stormwater swale, reconfiguring an existing gravel access road and relocating the existing overhead distribution line poles will occur. The proposed work also involves construction of a small retaining wall, native mitigation plantings required by the Barnstable Conservation Commission’s wetland regulations, and vegetation screening for adjoining residential properties. Attachment B contains a map of the Project area. Existing Site Conditions at the West Barnstable Substation The Project site is comprised of two parcels identified as 625 and 661 Oak Street in Barnstable. The site is surrounded by large heavily wooded lots to the west, north, and east and Route 6, which runs alongside its southern boundary. The site contains deciduous upland forest and two electrical substations (West Barnstable Substation #921 and Oak Street Substation #920). Access to the site is provided via Oak Street at the northwest corner of the 661 Oak Street parcel. Attachment C contains existing conditions photographs of this area. Project Description As noted above, the existing western fence line of the West Barnstable Substation on Oak Street will be expanded by approximately 62 feet to provide space for the new equipment. Most of the expansion work will take place on previously developed and disturbed graveled areas, including the existing access road and substation yard. A retaining wall was incorporated into the design of the substation expansion to minimize additional alterations to the adjacent wooded upland areas and preserve as much natural buffer as practicable between the substation site and the residences to the west. Work in these areas includes grading, reconfiguring the existing stormwater swale, reconfiguring the existing gravel access road, and relocating the existing distribution line poles. The new substation equipment will consist of new circuit breakers and terminal equipment. No new transformers are proposed. New control equipment will be added within the existing control house located along the eastern edge of the substation. Eversource West Barnstable Substation, 625-661 Oak Street, Barnstable Old King’s Highway Historic District Committee Certificate of Exemption Application The expanded substation will be surrounded with a matching seven-foot tall-chain-link metal fence to the one presently used on the existing substation. The expanded substation yard will be level with the existing substation yard and comprised of gravel. To mitigate the minimal visual impacts of the project, native plantings and vegetative buffers will be added. Other disturbed areas will be seeded with native species. The expanded substation will include a variety of structures and poles for electrical transmission, which will be similar in scale to the components of the existing substation. The majority of the structures and their accompanying mechanical superstructures will be about 16-feet in height, with some 24-feet tall. Some existing equipment and structures will be relocated into the expanded footprint and a 75-foot transmission pole and two 54-feet tall metal framing structures will be installed. Five lights that are similar to the existing lighting will be installed. Safety signage similar to that on the existing fencing will be installed at necessary points on the new fencing. Attachment D contains the detailed design plans and elevations of the proposed substation expansion.
