Barnstable Historical Commission
This meeting was held remotely via Zoom on November 21, 2023 at 3:00 PM

Chair Nancy Clark called the meeting to order at 3:00 pm.
Acting under the provisions of the Code of the Town of Barnstable, ss 112-1 through 112-7, the
Historical Commission held a Public Hearing on the following applications previously
determined significant and referred to Public Hearing:
CONTINUED APPLICATIONS
Caulder, William– 1045 Main Street, Cotuit, Map 034, Parcel 017, Built 1916
Partial Demolition: Front elevation roof line to be removed to accommodate 3rd floor shed dormer, rear
elevation walls to be removed for the expansion of the foundation/footprint to extend 8’, rear elevation 2nd
floor dormer removed to accommodate the 8’ expansion.
Homeowner Bill Caulder and Architect Al Martin were present.
Bill gave an updated presentation showing the third-floor dormer inset slightly from the second-floor dormer. He
said they’d tried to take into account the Commission’s comments from the last meeting and the sketches George
had provided. Al Martin explained that the third -floor dormer can not be recessed as the structural integrity would be
compromised.
Discussion: Commissioners continued to be concerned about the front elevation . Nancy C. agreed that the third-
story dormer needs to be recessed more, and she was also concerned about the windows, while George commented
that the way it is done does not give any space on the third floor.
Public Comment: None.
MOTION 1:
Nancy S. moved that after review and consideration of public testimony, the application, and associated
materials, the Significant Building at 1045 Main Street, Cotuit, is a Preferably-preserved Significant Building.

APPLICATIONS
O’Sullivan, Michael– 110 Irving Avenue, Hyannis Port, Map 287, Parcel 138, Built 1880
Partial Demolition: Remove northeast utility chimney. Rebuild center chimney to match original. Remove
north & south second-story dormer and rebuild enlarged dormers, with windows, doors, trim, siding, and
decking to be replaced. Construct new baluster and rail system above east wing.
Erica Brown reported the applicants would like to withdraw the application to readvertise and re-submit the
application with the correct description of work.
Nancy S. moved to accept the withdrawal of Michael O’Sullivan’s application.

94 Stevens Street LLC- 94 Stevens Street, Hyannis, Map 309, Parcel 231, Built 1902 in Cotuit and
moved to Hyannis in 1949
Full Demolition: Demolition of existing buildings.
Attorney Kenney explained that his client purchased the property this year and was unaware that this was considered
a historic structure, as the Assessor’s card indicated that it had been built in 1952. The owner had worked with
Planning and Development staff for a proposal for this site for housing. When the project hit the newspaper, it was
brought to the attention of staff that this building is partially historic as it was built in 1902 and moved to Hyannis
from Cotuit in the late ‘40’s or early ‘50’s. Attorney Kenney said that he did find multiple building permits to
change windows, doors, replace the roof, and for additions. In looking at a picture of the original structure, he noted
how the building has significantly changed throughout the years. He also observed that no one from the public
joined the meeting to speak about the demolition of the building, and there were no letters submitted.
Discussion: The Commission preferred to see the entrance way incorporated into the new building design or to be
offered for reuse elsewhere. Nancy S. commented that there have been concerns from the public about losing such a
building. The Commission stated that the applicants can come back within the 18-month demolition delay, if

imposed, to report any good-faith efforts to try and save this structure, at which time the Commission may choose to
lift the demo delay.

Nancy S. moved that after review and consideration of public testimony, the application, and associated
materials, the Significant Buildings located at 94 Stevens Street, Hyannis, are Preferably Preserved Significant
Buildings.

MOTION 2:
Nancy S. moved that, in accordance with Section 112-3(G), the Barnstable Historical Commission determines
that the full demolition of the Preferably Preserved Significant Buildings located at 94 Stevens Street, Hyannis, is
detrimental to the historical, cultural, and architectural heritage or resources of the Town.
Nancy C. seconded.

Attorney Kenney requested that the decision reflect that no public comment was received to support this decision.
Kinlan, James & Carol- 65 First Avenue, Osterville, Map 116, Parcel 046, Built 1910
Partial Demolition: Construct bedroom and bathroom addition to the rear of home.
Carol Kinlan presented a plan that had been Chair-approved a little over two years ago for a small first-story
addition to the rear of the home with a little hall leading into the bedroom, with just a bedroom to be added and the
septic system to be moved.
Discussion: Barbara clarified that this was approved in the past. Nancy C. confirmed that it was approved, and it
came to the Commission since the size of the addition may impact the structure. Commissioners all agreed that they
saw no issue with this addition.

materials, the Significant Building located at 65 First Avenue, Osterville, is a Preferably Preserved Significant
Building.

MOTION 2:
Nancy S. moved I move that, in accordance with Section 112-3(F), the Barnstable Historical Commission
determines that the partial demolition of the Preferably Preserved Significant Building located at 65 First
Avenue, Osterville, is not detrimental to the historical, cultural, and architectural heritage or resources of the
Town.

With no further business before this Commission, a motion was duly made by Commissioner Fifield
and seconded by Commissioner DeBiase to adjourn the meeting.
