East Wareham, Massachusetts 02538 Ph. 508-273-0377 December 12, 2023 Town of Barnstable Conservation Commission 200 Main Street Hyannis, MA 02601 RE: Request for Determination of Applicability for Septic System Upgrade 46 Route 149, Marstons Mills, Massachusetts Dear Sirs and Madams: Please find enclosed a Request for Determination of Applicability (RDA) of the Wetlands Protection Act & Town of Barnstable Ordinances Article XXVII, accompanied by supporting design drawing entitled, “PROPOSED SEPTIC SYSTEM UPGRADE”, located at 46 Route 149, Marstons Mills, Massachusetts, dated December 12, 2023, for your review and approval. This project involves the upgrade of an existing failed septic system for an existing 3-bedroom single-family dwelling on a 12,196 s.f. property located at 46 Route 149, Marstons Mills. The existing septic system consists of two 1,000-gallon septic tanks; a distribution box and a 23’x16’ leaching field located within 100 feet of a Bordering Vegetative Wetland (BVW) and within the Riverfront of Marstons Mills River. The existing leaching field is located approximately one (1) foot away from the BVW at its closest point. Also, the leaching field is below the adjusted estimated seasonal high groundwater elevation. The proposed septic system involves the installation of a new Title 5 Innovative / Alternative (I/A) system. We proposed an I/A design due to the proximity of the system to the river. The new system consists of a 1,500-gallon H-20 monolithic septic tank (low profile) with a MicroFAST unit (model 0.5); an ultraviolet disinfection unit; a 1,500-gallon H-20 monolithic pump chamber; a distribution box; a soil absorption system (SAS) comprising three (3) LC-6 concrete leaching chambers (with crushed stone); a 40 mil. impervious geomembrane liner; and appurtenances (e.g. MicroFAST blower and sch. 40 PVC vents for the tank and SAS). Due to site constraints, the system is located entirely within the Riverfront and within 100 feet of the BVW. At its closest point, the SAS is proposed to be 46 Route 149 December 12, 2023 Page 2 41.5 feet to the BVW. The existing leaching field is located approximately one (1) foot away from the BVW at its closest point. The project is not within Estimated Habitats of Rare Wildlife or within Priority Habitats of Rare Species as mapped by Natural Heritage and Endangered Species Program. Typical construction equipment expected to be used for the septic installation includes an excavator, bobcat, compactor, dewatering pumps, etc. We feel that the proposed work as shown on the attached plan will have no adverse impact to the BVW and Riverfront. To ensure this, a straw wattle line is proposed to be located between the limit of work and the BVW and river for erosion control. Moreover, we believe the new system will create a tremendous improvement to the environment because the new septic system will utilize Nitrogen removal technology and ultraviolet disinfection treatment as opposed to the existing system, which is simply a failed conventional system with an SAS located in the groundwater.
