Provide detailed, written street directions to the locus (site). Provide a copy of a U.S.G.S. locus map indicating the general area of the project site. Provide a check for the Town of Barnstable portion of the required filing fee. (The portion payable to the Commonwealth, see 7. e. below) h. Provide any other documentation, photographs, architectural renderings or other supporting data prepared by professionals competent in the field which may be relevant to the application. Building structures must be accurately dimensioned (fixed location) from property lines and wetland resource areas. On complicated sites, existing and proposed conditions must be shown on separate sheets. Locus inset map of the site clearly showing its location relative to surrounding public streets. All wetland resource area flags by individual flag number (matched to the field) to clearly identify all resource areas on or within 100 feet of the work area. The individual who performed the flagging and date of flagging shall be identified on the plan next to the resource line. Section views showing changes in grade, cuts and fills. 7. The 45,606 square foot property is improved with a single family dwelling, stone driveway, and septic system. The property contains a Bordering Vegetated Wetland (BVW) on the Western portion of the lot which continues off property. The BVW was flagged by wetlands specialist Brad Hall of BLH environmental Consulting. A Coastal Bank is located off property to the East on the opposite side of Hyannis Avenue from locus. The proposal is to demolish the existing dwelling and re-build in a similar location. The new house will have an attached garage on the North side and a new driveway will be constructed connecting to Hyannis Avenue. The existing stone driveway will be removed. The new house will be connected to town sewer and the existing septic system will be abandoned. A work limit line consisting of silt fence will be installed around the project within currently disturbed areas to contain construction activities. The proposed work will result in a net decrease in hardscape on the site. Mitigation calculations per section 704 are detailed on the site plan with reductions in both the 0-50' and 50-100' buffers. The 1,150 s.f. of existing lawn area that is within the BVW will be replaced with a native wildflower mix and allowed to naturally re-vegetate. The limit of work along the BVW will be marked with posts or rocks to prevent any future encroachment into the wetland resource area. No work will take place within Priority/Estimated Habitat of endangered species. Bordering Vegetated Wetland (310 CMR 10.55) The Bordering Vegetated Wetland was flagged by Brad Hall of BLH Consulting and located by Down Cape Engineering. No adverse effects from the work are expected, as the work limit line shall remain staked in place until all work is complete and the site is stabilized. The BVW will continue to act fully in its capacity to provide habitat and food sources for wildlife. Barnstable Wetlands Protection Bylaw (Chapter 237 compliance) 1. Effects on Erosion Control: the work limit line will consist of staked silt fence. This will be installed prior to any work occurring on the site and shall remain in place until all the construction/re-grading has stabilized. The proposed roof drywells will mitigate run-off. 2. Effects on wildlife: The proposed dwelling will not have a deleterious effect on wildlife. This lot is not within Priority or Estimated Habitat of Rare or Endangered Species. All of the work will occur within maintained lawn/landscape area or areas with existing structures. The proposed mitigation area will enhance the BVW. 3. Effects on Recreational Interests: None expected; this is privately owned property. 4. Effects on Aesthetic Interests. No negative effects. 5. (& 6.) Effects of Agriculture/ Aquaculture: N/ A 7. Effects on Historic Interests: No archaeological sites are known to occur on the property. Standard excavating equipment will be used for the construction.
