Eliza Cox) 715 West Main St., Hyannis Map/Par: 249/155 Zoning: HB/WP Proposal: Applicant is proposing a remodel of the former Santander Bank building with an existing drive-thru. The drive-thru window will be modified for its proposed use and additional improvements. No changes to the building footprint are being proposed. One improvement will be to modify existing setbacks to allow for a pass-by line in the drive-thru aisle. Modifications are also being proposed for parking, circulation and site driveways as well as a curb cut change to right turn only. Concept plan provided. ****Continued from 10/04/2022 & 01/03/2023 & 03/14/2023 & 03/28/2023 Informal Site Plan Review meetings**** Dear Attorney Cox, At the formal site plan review meeting held on April 06, 2023 and after confirming with the Committee that there are no objections to the application moving forward, the Building Commissioner has found the above proposal to be approvable to move forward in the permitting path. The Site Plan Review Committee had the following comments and conditions. Approval is based upon, and must be substantially constructed in accordance with site plans entitled: Wendy’s Redevelopment, 715 West Main St., Hyannis Dated: 12/5/2022 revised 3/9/2023. DPW does not agree with the source data or assumptions. Kate Maldonado, Assistant Director of Planning & Development, Kaitlyn.maldonado@town.barnstable.ma.us, 508-862-4791 o A Special Permit is required from the Zoning Board of Appeals for the drive through. o Staff continues to advised applicant of concerns with inadequate number of vehicle stacking spaces in the drive-through; prior projects have shown a minimum of 13 spaces is required to meet demand for fast food uses. o Any encroachments in the right of way will require a license for use of Town property from the Town Manager. o The Transportation Report should evaluate internal circulation and ingress/egress for vehicles and pedestrians, vehicles queue/stacking, anticipated trip generation and impact on study area intersections, plus any recommended mitigation actions. The Zoning Board of Appeals will review the provided Transportation Report in further detail to understand impact on the study area intersections and may request a peer review. o Staff has concern that vehicles entering the site off of Pine Street will proceed straight ahead bypassing the drive through lane. o Please submit a complete signage plan for directional and building signage including the pre-sell menu board and the main menu board. Staff highly recommends that non-internally illuminated signage would be most appropriate for the site. Lt. Applicant must obtain all other applicable permits, licenses and approvals required. Upon completion of all work, a registered engineer or land surveyor shall submit a certified “as built” site plan and a letter of certification, made upon knowledge and belief in accordance with professional standards that all work has been done in substantial compliance with the approved site plan (Zoning Section 240-105 (G).
