Dear Ms. Karle and Members of the Conservation Commission
Thank you for allowing me to speak at the Jan 16th 2024 meeting concerning the 12/28/23
Notice of Intent Application for 30 Oxford Drive. Charlotte and I are one of 8 property owners
on No Bottom Pond.
Since the meeting, I have been reviewing the documentation for this application and have
comments. For purposes of this letter, I have grouped the comments in two attachments that I
hope the Committee will review.:
Attachments A) Permit SE3-5062 Review
Attachment B, Review of NOI SE 003-6151 Documents
At the meeting there was discussion of what was covered by Permit SE3-5062 so Attachment A
provides our understanding of the permit. It appears clear that that no pier extension or new
float was permitted. Attachment B covers other questions that arose from reviewing the
application and documents. Each individual question is identified and discussed.
We believe the issues we are raising here require attention from the Commission before a vote
is taken. We respectfully request that a vote be delayed until all these issues are resolved.
To be transparent, I, Jim Redden, am submitting this letter both as an interested party and as a
Professional Engineer. My current licenses: MA #32828, CT #12829. I have over 40 years of
engineering and construction experience, including permitting. I am not a permitting specialist
but understand the process. I have had direct experience permitting salt water docks. This
presentation is intended as an informal briefing, but If the Committee requested I could provide
a formal report.
