Wrobel, P.E., Project Engineer II Cc: Griffin Beaudoin, P.E., Town Engineer Date: February 26, 2024 Subject: TOB DPW Engineering Department Review of Preliminary Subdivision Plan Preliminary Subdivision Plan Review The Town of Barnstable DPW Engineering Department has completed the requested review of the Preliminary Subdivision Form B submission and Preliminary Subdivision Plan titled “307 MAIN STREET PRELIMINARY PLAN IN HYANNIS, MASSACHUSETTS (BARNSTABLE COUNTY)” Prepared by Beals and Thomas, Inc. and dated 1-23-2024. The aforementioned documents were reviewed for compliance with the Town of Barnstable Planning Board Subdivision Regulations, and the following discrepancies between the regulations and submitted documents are listed below. · All plan sheets should be signed, stamped, and dated by the responsible registered Massachusetts Professional Engineer (P.E.) and/or Professional Land Surveyor (P.LS.). · The plan should depict the classification of the proposed subdivision roadway as a major, secondary, minor A, or minor B street. · Site distance should be analyzed in both directions given the potential for conversion to two-way traffic on Old Colony Road. Also confirm that minimum required site distance is met. · Provide the right-of-way width for the proposed subdivision access road shown on the “Lotting Plan” sheet. TOB DPW Engineering Department Review of Preliminary Subdivision Plan February 26, 2024 Page 2 · Identify the location of the access driveway to serve Lot 5 and confirm adequate site distance is met. · The proposed catch basins closest to Old Colony Road need to be shifted so they are not within the town owned right of way. · A sidewalk should be included along the Old Colony Road frontage connecting to the existing sidewalk at the intersection of Main Street and Old Colony Road. · Provide a curb inlet catch basin, leach pit, and overflow structure connected to the municipal stormwater collection system to the south of the proposed access road along Old Colony Road. Before the preliminary plan and Form B application submittals can be accepted the discrepancies noted must be corrected. Please make the requested plan and application changes and then resubmit for additional review.
