The project includes the management of approximately 1,650 square feet of invasive phragmites (Phragmites australis), 1,500 square feet of Japanese Knotweed (Fallopia japonica), and other state-listed invasive plants that are within and surrounding a Bordering Vegetated Wetland and Cranberry Bog system adjacent to Crockers Pond. The project site is part of a larger bog system owned in part by the Barnstable Clean Water Coalition. Management of agressive and other state-listed invasive species will work to support the Barnstable Clean Water Coalition’s goal to protect water quality by supporting existing native plant communities in the wetland system. Phragmites Management The most effective method of treating phragmites is via a targeted herbicide application, which impacts the plant’s robust and resilient root systems. Eradication of phragmites requires well-timed treatments throughout the growing season when the plants have depleted their carbohydrate stores and herbicide can effectively translocate to the root systems. The bundle, cut, and wipe application technique is currently the most effective method for efficiently controlling phragmites. Properly administered by state- licensed applicators, this method is impactful and tends to eradicate a greater percentage of the plant’s roots when compared to other methods. Prior to treatment, the phragmites will be mown to within 6 inches of the ground with a mechanical mower where feasible, or with hand tools, in spring/early summer. After the phragmites have regrown to waist height (usually in late summer/early fall), treatment using the bundle, cut, and wipe herbicide application technique will commence. If treatment commences later in the summer, the phragmites will simply be cut to waist height prior to treatment. This application technique entails gathering an armful of contiguous phragmites stalks and tying them firmly with a length of sisal, manila, or another biodegradable twine, at waist height. The bundle is cut with sharp shears just above the twine, and the top of the cut stalks are painted with a diluted solution of herbicide approved for wetland use. A concentrated amount of herbicide is applied to moisten the fresh-cut edge of each stem. In areas where stem densities are low and bundling is not possible, or where phragmites is growing amongst native shrubs, individual stems are cut and treated in the same manner as above to prevent native shrubs from coming into contact with the herbicide. Since the bundle, cut, and wipe application method targets individual stems, it does not produce any over- spray or chemical drift associated with foliar herbicide applications. After the initial treatment, regrowth will be treated with hand-held sponge applicators, applied to the foliage, another two to five times in late summer and fall. This method will require approximately three years of follow-up treatments to reach a successful level of control. Where phragmites has been treated, the native seed bank will regenerate. As the root systems of treated phragmites begin to decay, they release substantial carbohydrates into the soil and stimulate the native seed bank. No replanting is proposed within the BVW. In addition to the regeneration of the native seed bank, adjacent native species will begin to colonize the area when they are released from competition with the phragmites. Knotweed Management Japanese Knotweed hails from east Asia and was introduced to the United States as an ornamental plant in the early 1800’s. This now state-listed invasive plant, thrives in wetland habitats and disturbed areas such as roadsides and has the ability to form large colonies as it has in the case of the proposed project area. It spreads vigorously via underground rhizomes, forming dense thickets that exclude native vegetation. It also produces allelopathic chemicals that leave the ground layer barren. Although difficult to eradicate, Japanese knotweed can be successfully controlled by using the treatment protocol described below. 2 In late summer or early fall, cut all knotweed stems 6-12 inches from the ground and inject an appropriate herbicide, approved for use in or near wetlands, directly into the core of each cut stem. Any stems smaller than 1/2 inch in diameter will be treated using cut and wipe application method rather than injection. Managing knotweed using herbicide is the preferred method due to knotweed’s ability to re-sprout from root pieces left in the ground after mechanical removal. Most Japanese knotweed stands take 3-4 years of ongoing management to control. Immediately following invasive plant management, any areas of bare soil will be seeded with a native grass seed mix to stabilize soils prior to replanting. If needed, biodegradable erosion control blankets will be installed over bare soils to temporarily hold mineral soils in place until the root systems of native sedges, grasses, and forbs establish and stabilize soils. General Invasive Plant Management All other state-listed invasive, non-native, and aggressive plants, including bittersweet, will be treated and removed from the project area concurrent with the removal of phragmites. The presence of invasive plants other than phragmities and Japanese Knotweed is minimal, and will not be an extensive part of the project. Treatments will consist of mechanical removal and/or selective herbicide application using the cut and wipe method of treating individual stems using spill-proof containers. All herbicide applications will be performed by experienced and knowledgeable Massachusetts licensed applicators. If invasive vines, including porcelainberry or Asiatic bittersweet, are intertwined with viable native species, they will be treated and left in place until desiccated, then removed in order to avoid damaging underlying vegetation. General Notes: • Herbicides used are to be applied by knowledgeable, Massachusetts licensed individuals only. • All herbicide applications will avoid non-target native species. • All herbicides used near open water will be approved for wetland use. Ongoing Maintenance Invasive plants generally take three-to-five years of active management to reach a level of successful control. After the spring of year four, the management plan should be assessed and re-evaluated. Annual monitoring and minimal maintenance should be an ongoing activity. Ongoing invasive plant management is typically carried out two-to-five times per year depending on the site conditions and response of the target plant species. This management strategy will maintain the restored plant community by releasing the native seed bank and minimizing the recolonization of invasive plant species. Invasive plant removal is recommended to be an ongoing part of the life of the Order of Conditions for this project in order to maintain the restored condition of the plant communities on the property. Ongoing invasive plant removal is typically carried out three to five times per year depending on the site conditions and client preference. We ask that this condition be incorporated into the Special Conditions of the Order. 3 Three Year Land Management Time Line Summer/Fall 2025 • Mow phragmites stalks to prepare for summer treatments if early enough in growing season. Cut Japanese knotweed stalks to within six to twelve inches of the ground and inject a label approved herbicide to individual stalks. • Pre-treat any other invasive plants approved for removal with an herbicide appropriate to the plant species. Treatment methods, depending on species, size and environmental conditions, will consist of cut and wipe, injection, or selective foliar application. • Obtain a WM04 permit from the State to treat phragmites within the project area. • Treat phragmites reed late in the growing season using the bundle, cut and wipe technique. • Continue follow-up treatment another two to five times during the growing season, as phragmites regrows. • Continue management treatments as previously cut knotweed re-sprout and seed bank germinates by either weeding or selectively treating using a cut & wipe application of an approved herbicide to all previously listed species at the approved rates. Winter/Spring 2026 • Monitor plant response to earlier management treatments and calibrate follow-up treatments accordingly. • Mow dead phragmites stalks. • As previously cut plants re-sprout and any remaining seed bank germinates, selectively treat using a cut & wipe application of an approved herbicide to all previously listed species at the approved rates. • Cut Japanese knotweed stalks to within six to twelve inches of the ground and inject a label approved herbicide to individual stalks. Provide a completely filled-out (in all parts) NOI application as locally adopted for the Town of Barnstable, including MassDEP Vegetated Wetland Field Data Form. Indicate Assessor’s map and parcel of the project, as well as the street or road address, and pertinent village (i.e., Hyannis, Centerville, Barnstable, etc). b. Provide two (2) original project plans, stamped in blue or red ink (wet stamp). The plan shall also provide area calculations between 0 to 50 and 50 to 100 separately for the amount of mitigation planting required, and the amount of mitigation planting proposed. e. Provide detailed, written street directions to the locus (site). f. Provide a copy of a U.S.G.S. locus map indicating the general area of the project site. g. Provide a check for the Town of Barnstable portion of the required filing fee. (The portion payable to the Commonwealth, see 7. e. below) h. Provide any other documentation, photographs, architectural renderings or other supporting data prepared by professionals competent in the field which may be relevant to the application. 6. The site plan shall also show: a. All existing and proposed contours at 2-ft. minimum intervals (1-ft. preferred). b. Clear delineation of all existing and proposed structures and features. Building structures must be accurately dimensioned (fixed location) from property lines and wetland resource areas. Plans shall provide sufficient detail to show all potential wetland impacts, mitigation, compensatory areas, engineered structures, utilities, landscaping, etc. within the area of jurisdiction. On complicated sites, existing and proposed conditions must be shown on separate sheets. c. Locus inset map of the site clearly showing its location relative to surrounding public streets. d. All wetland resource area flags by individual flag number (matched to the field) to clearly identify all resource areas on or within 100 feet of the work area. The individual who performed the flagging and date of flagging shall be identified on the plan next to the resource line. e. Section views showing changes in grade, cuts and fills. 7.
