You are hereby notified that a hearing was held by remote participation via Zoom Meetings on the following applications: Bett McCarthy, Chair Present George Jessop, AIA Present Ryan Coholan Present Lesley Wallace Present Wendy Shuck, Clerk Present Erica Brown, Administrative Assistant Present A quorum being met, Chair Bett McCarthy called the hearing to order at 6:30 pm. The Chair explained the hearing and appeal process and invited the public to address the Committee and view the plans of interest when the application is called. ______________________________________________________________________________ Roll Call Chair Bett McCarthy called the meeting to order at 6:30 pm and took roll call. Wendy Shuck moved to open the public hearing. Seconded by Ryan Coholan. Roll Call Vote Ryan Coholan- aye George Jessop- aye Lesley Wallace- aye Wendy Shuck- aye Bett McCarthy- aye Applicant requested a continuance until the next meeting on Wednesday March 27, 2024. Public Comment: None A motion was made by Wendy Shuck to continue the Certificate of Appropriateness for MaClean, Christina, 102 Cobblestone Road, Barnstable, Map 316, Parcel 061, Built 1984 to construct a 24’ x 27’ detached garage to the next meeting on Wednesday March 27, 2024 at 6:30pm to be held remotely via Zoom. Seconded by Ryan Coholan. Mahogany screen frames with charcoal mesh. Roofing and siding to match the house. Wendy Shuck moved to open the public hearing. Seconded by Ryan Coholan. Roll Call Vote Ryan Coholan- aye George Jessop- aye Lesley Wallace- aye Wendy Shuck- aye Bett McCarthy- aye Bob Yourell was in attendance. Bob presented an 18’ by 14’ screen porch addition to the left side of the house. It’s going to come out 14’ from the dwelling and be 18’ wide. The grade drops off and there is a tree where the stone wall is that will obstruct the porch slightly. There wil l be a decorative skirt. All the screen sizes will be the same width to look clean. Roofing materials will match the existing roof. The trim will be white to also match the existing. George- Will there be a step down into the room? Bob- Yes to keep the ceiling height. Because of the grade, the dwelling’s existing additions already have step downs to compensate for the grade change. The homeowner is agreeable to the step down. Lesley- Will the floor also be mahogany? Bob- The floor will be composite because it is a screen porch without any glass panels. Clarified the screen frames will be mahogany and be painted white to match the house. Ryan- Asked about the skirting. Bob- The skirting will be azek 1 by 4. Ryan- Painted white? Bob- Prefer not to paint it so it will not be an issue. George- Azek is required to be painted. Ryan- Is the the skirt continuous or is it slats? Bob- It is going to be 1 by 4 with an eighth of an inch space for air flow. Ryan- Inquired about the retaining wall. Bob- The rock wall and tree that is there will block most of the skirting in the front. Wendy- It’s a lovely old home. Does not believe the porch blends in well with the house. The roof line looks like a lean -to that isn’t normally seen. Doesn’t believe it is in keeping with the style of the house at all. George- Bear in mind the porch addition will be set back. Bob- This screened porch addition is off one of the additions that were constructed in either the 70s or 80s. Also, if you drive through Barnstable village there are several Cape style dwellings with shed additions that are similar to this design. It is meant to be simplistic. Bett- No issues with the application. The porch is set back and with the tree it won’t be as visible. The materials are appropriate. Wendy- The left side of the house when you come down Millway is very visible. The tree may help the visibility of the porch when you look at it straight on but traveling down Millway it will be very visible from the left side. Public Comment: No public comment. Wendy moved to close the public hearing. Ryan Coholan seconded. Roll Call Vote Ryan Coholan- aye George Jessop- aye Lesley Wallace- aye Wendy Shuck- aye Bett McCarthy- aye A motion was made by Wendy Shuck to approve the Certificate of Appropriateness for Berube, Edward, 94 Millway, Barnstable, Map 300, Parcel 039/001, Built 1850 to construct a new 14’ x 18’ screen porch. Mahogany screen frames with charcoal mesh. Roofing and siding to match the house as submitted. Seconded by Ryan Coholan. Roll Call Vote Ryan Coholan – aye George Jessop- aye Lesley Wallace- aye Wendy Shuck- aye Bett McCarthy- aye Loftus, Christopher, 246 Pine Street, West Barnstable, Map 153, Parcel 016, Built 1950 Redo and change window placement on front façade. Construct three season porch to the west elevation. Construct porch on the south elevation. Wendy Shuck moved to open the public hearing. Seconded by Ryan Coholan. Roll Call Vote Ryan Coholan- aye George Jessop- aye Lesley Wallace- aye Wendy Shuck- aye Bett McCarthy- aye Christopher Loftus was in attendance. Chris gave an overview of the project. Trying to improve the existing architecture by proposing the front elevation to 4 windows on the shed dormer. A farmer’s porch on the front of the home. The three sash transom window will change to a trip Anderson type glass door. The porch entrance will be on the gable side and will reduce the over abundance of glass in the front. Add a three-season porch to match the salt box next to it. George- Likes the changes. Appropriate. Lesley- Where does the farmer’s porch start and end? Chris- It will start about 6 inches from the corner boards with a 4-pitch roof to help give the illusion that the dormer is more set back. Lesley- Appropriate. An improvement from the existing. Ryan- Asked if the drawing of the sliders were to scale. Will they be full size? Chris- They will be full size. The only reason for the sliders is the light they will provide. It’s the reason the railing goes to the left and right rather than the front. Ryan- The railing is imperative. The tighter the better. What is the railing material? Chris- Slight side railing of 2 inches by 1 inch with tighter spacing or a 1 by 1 baluster. George- Railing should be crowned style to avoid pocketing. Simple 2 by 2 baluster’s would work nicely. Ryan- Wouldn’t go above 4 inches. This is a tough structure to evolve and likes the direction this is going. What’s laid out is in keeping with the existing structure. A tough project but is impressed with the plans. Wendy- Agreed. Overall, this is a great improvement. Does not believe sliders in front are appropriate. Is it possible to do three doors with side lights to make it more desirable? Chris- Is amenable to this suggestion. Wendy- A twelve or fifteen light door. Asked for clarification on the three-season porch. Chris- It is an addition to the addition. The addition with the red door will stay. Bett- The improvements are well done. The addition won’t be very visible from the road. Likes the suggestion regarding two fixed doors each on the left and right with a standard door in the middle. Wendy moved to close the public hearing. Lesley Wallace seconded. Construct three season porch to the west elevation. Construct porch on the south elevation with the modification to change the sliders to two fixed doors and a center opening door otherwise as submitted. Lesley Wallace Seconded.
