You are hereby notified that a hearing was held by remote participation via Zoom Meetings on the following applications: Bett McCarthy, Chair Present George Jessop, AIA Present Ryan Coholan Present Lesley Wallace Present Wendy Shuck, Clerk Present Erica Brown, Administrative Assistant Present A quorum being met, Chair Bett McCarthy called the hearing to order at 6:30 pm. The Chair explained the hearing and appeal process and invited the public to address the Committee and view the plans of interest when the application is called. ______________________________________________________________________________ Roll Call Chair Bett McCarthy called the meeting to order at 6:30 pm and took roll call. Attendance Roll Call: George Jessop Ryan Coholan Lesley Wallace Wendy Shuck Bett McCarthy CONTINUED APPLICATIONS MaClean, Christina, 102 Cobblestone Road, Barnstable, Map 316, Parcel 061, Built 1984 Construct 24’ x 27’ detached garage. Steve Cook was in attendance for this proposal. The project encompasses a 24’ by 27’ two car single story garage. Room, trim, windows, doors, and siding will all match the existing house. The roof cover over the doors will be metal. Lesley- The garage will be shingles? Steve- Yes. Lesley- It looks very appropriate. The over hang will be a metal roof? Steve- Yes. Ryan- Given the location it is appropriate. Typically, not a fan of steel roofs but no issue with the proposed plan. Wendy- What color will the metal roof be? Steve- Yes, dark blue or green. Wendy- A color will probably be good. Will any trees be removed? Steve- Yes, probably a couple of trees to the left and rear. Will not be cleared. Wendy- Appropriate and matched the style of the house. Bett- The location is not very visible and given the fact it matches the house, it is appropriate. Public Comment: None Wendy Shuck moved to close the public hearing. Lesley Wallace seconded. Roll Call Vote Ryan Coholan – aye George Jessop- aye Lesley Wallace- aye Wendy Shuck- aye Bett McCarthy- aye A motion was made by Wendy Shuck to approve the Certificate of Appropriateness for MaClean, Christina, 102 Cobblestone Road, Barnstable, Map 316, Parcel 061, Built 1984 to construct a 24’ x 27’ garage as submitted. Seconded by Lesley Wallace. Roll Call Vote Ryan Coholan – aye George Jessop- aye Lesley Wallace- aye Wendy Shuck- aye Bett McCarthy- aye Dasque, Erik & Jaime, 113 Boulder Road, Barnstable, Map 315, Parcel 030, Built 1988 Construct 24’ x 24’ detached garage on concrete frost wall foundation. Jamie McGrath was in attendance for this project. Jaime Dasque was also in attendance. The proposal is a 24’ by 24’ detached garage. This house is elevated, and the driveway goes up a small hill. The existing dwelling already has an attached garage. This will be detached and set slightly back from the house. All the materials will match the house. There is a dormer on the garage and an exterior stairway that will not be visible from the road. George- Since there is limited room at the top of the grade, will there be a problem with the road and driveway level? Jamie- That’s one of the reasons why this would be set back a little bit more so that there is a better grade situation. If there was 16 inches or more foundation exposed towards Boulder Road, then it will be covered but does not believe it will be an issue here. The property sits 100’ or so from the road. Lesley- Will there be a driveway that will go up to it? Jamie- There is an existing driveway that will come right up to it. Lesley- Likes it staggered back a bit so it looks like a separate building and not connected to the house. Ryan- 100 feet off the road with a tree buffer and it is appropriate. Wendy- Agree with the other Committee members. The structure itself is appropriate. How big is the garage door? Jamie- It is a little bit big. This may not be the style of the door. It is a wide door and probably will be carriage style. Would be happy to submit a minor modification once the door is selected. Bett- Agree with the other Committee members. Appropriate and applicant has agreed to submit a minor modification for the garage door once a style has been selected. No Pubic Comment. A motion was made by Wendy Shuck to approve the Certificate of Appropriateness for Dasque, Erik & Jaime, 113 Boulder Road, Barnstable, Map 315, Parcel 030, Built 1988 to construct a 24’ x 24’ detached garage with the condition that a minor modification will be submitted once a garage door has been selected otherwise as submitted. Seconded by Lesley Wallace. Roll Call Vote Ryan Coholan – aye George Jessop- aye Lesley Wallace- aye Wendy Shuck- aye Bett McCarthy- aye APPLICATIONS Fenney, Mary Anne, 2071 Main Street, Barnstable, Map 216, Parcel 075/001, Built 1949 Install 26 roof mounted PV solar panels. 10.010kW, 200A, no battery ess. 4 panels facing the front of the property, 22 panels facing the rear of the property. House is about 139.10 ft away from the roadway. Wendy Shuck moved to open the public hearing. Seconded by Ryan Coholan. Wendy Shuck moved to continue the Certificated of Appropriateness application for 2071 Main Street to the Wednesda y April 10, 2024 at 6:30pm meeting to be held remotely via Zoom. Seconded by Lesley Wallace. Roll Call Vote Ryan Coholan- aye George Jessop- aye Lesley Wallace- aye Wendy Shuck- aye Bett McCarthy- aye Brazelton, Pauline Realty Trust, 270 Commerce Road, Barnstable, Map 318, Parcel 025/002, Built 1890 Install approximately 40’ of 6’ stockade fence on east side of barn. Wendy Shuck moved to open the public hearing. Seconded by Ryan Coholan. Roll Call Vote Ryan Coholan- aye George Jessop- aye Lesley Wallace- aye Wendy Shuck- aye Bett McCarthy- aye Polly Brazelton was in attendance. Polly presented a photo of the existing paddock. Decided that the stockade fence didn’t look appropriate and instead would like to extend the existing 3 rail paddock fence from the post to the shed. Some trees will be added between the dwelling and barn as a buffer. George- The revision seems to be made so that more oversight of the paddock area for the animals. Lesley- Appropriate. Ryan- No exception to the changes. Wendy- Agreed and thinks the changes are more appropriate than the original. No concerns. Bett- The changes are much more appropriate. It will look wonderful on the property. No Public Comment Wendy moved to close the public hearing. Ryan Coholan seconded. Roll Call Vote Ryan Coholan- aye George Jessop- aye Lesley Wallace- aye Wendy Shuck- aye Bett McCarthy- aye A motion was made by Wendy Shuck to approve the Certificate of Appropriateness for Brazelton, Pauline Realty Trust, 270 Commerce Road, Barnstable, Map 318, Parcel 025/002, Built 1890 to install approximately 40’ of 6’ stockade fence on east side of barn with the modification to not use a stockade fence and instead extend the existing three rail paddock fence otherwise as submitted. Roll Call Vote Ryan Coholan – aye George Jessop- aye Lesley Wallace- aye Wendy Shuck- aye Bett McCarthy- aye MINOR MODIFICATIONS Leveroni, Maureen, 14 Beale Way, Barnstable, Map 279, Parcel 014, Built 1960 Change the light cuts on the windows to be 2 over 2 on all windows. This light cut will match the awning windows that have been approved. Discussion- The Committee members agreed that the windows would be best suited as two over one to match the awning windows and the door as a single light. Wendy Shuck moved to approve the minor modification application for Leveroni, Maureen, 14 Beale Way, Barnstable, Map 279, Parcel 014, Built 1960 to change the light cuts on the windows to be 2 over 2 on all windows. This light cut will match the awning windows that have been approved with the two modifications to have the windows be 2 over 1 and the door to be a single light otherwise as submitted. Seconded by Lesley Wallace.
