The regularly scheduled Barnstable Licensing Authority Public Meeting was called to order at approximately
9:30a.m. on Monday, December 11, 2023, and was held at Barnstable Town Hall, 2nd Floor Hearing Room, 367
Main Street, Hyannis.
Members Present: John Flores, Larry Decker, Nancy Karlson-Lidman, Jessica Sylver
Members Absent: David Nunheimer

NEW APPLICATIONS
1. Special One Day
An application has been filed by Rock Voices of Deerfield MA to hold Rock Voices Hyannis Concert, a live
choral performance including a band, to be held at the Barnstable Performing Arts Center, 744 West Main
Street, Hyannis on January 14, 2024, at 4:00 p.m.
The applicant was not present.
MOTION: Larry Decker moved, seconded by Nancy Karlson-Lidman, that the Licensing Authority approve
the application as submitted.

2. Amend All Alcohol Common Victualler – Change of Manager
An application was filed by Blue Moon at 430 Main Street dba Blue Moon, for a change of alcohol manager
from Charlton Ferguson to Aubrey Foster.

1. Amend Class I Auto Dealer License
An application was filed by 499 Rte 6A, Inc. dba Jeep Cape Cod, 556 Yarmouth Road, Hyannis, for an
amended Class I Auto Dealer license. The proposal includes 439 total spaces; 68 combined retail, office staff,
and service spaces (which includes 2 handicapped spaces and 1 van accessible space), plus 369 spaces for
vehicle storage.
Attorney Jeff Ford is present to represent Jeep Cape Cod, along with Joe Laham. Ford explained that he is
moving Jeep Cape Cod to the neighboring property and separating the dealership. Attorney Ford clarified for
the record that the name of the dealership will be Premier Cape Cod Jeep.
MOTION: Larry Decker moved, seconded by Nancy Karlson-Lidman, that the Licensing Authority approve
the application as submitted.

2. Amend Class I Auto Dealer License
An application was filed by 499 Rte. 6A, Inc. dba Premier Cape Cod, 500 Yarmouth Road, Hyannis (inclusive of
460 & 518 Yarmouth Road and 93 Rosary Lane, Hyannis), to amend their Class I Auto Dealer license. The
applicant proposes to remove Jeep from the existing site (556 Yarmouth Road, Hyannis).
Attorney Jeff Ford is present to represent Jeep Cape Cod, along with Joe Laham. Ford explained that he is
moving Premier Cape Cod Jeep to the neighboring property and separating the dealership. Premier Cape Cod
will remain with Chrysler, Dodge and Ram.

MOTION: Larry Decker moved, seconded by Nancy Karlson-Lidman, that the Licensing Authority approve
the consent agenda as amended to include one police detail at the BHS Celebration Event.

Licensing Dept Updates – David Anthony reminded the public that the meeting schedule day and time will
be changing. Flores confirmed the meetings will be the fourth Wednesday of every month.
Police Dept Updates – Officer Kelsey noted that there were several license holders concerned with hours of
operation for our licensed establishments. The concern is that businesses are not staying open to their
approved hours. The licensees concern that some establishments are not closed. Flores would like a legal
ruling from the Town Attorneys to determine if staying open is required.
