Members Present: Cheryl Powell, Matt Clark, Kevin Matthews, Tom Doherty, Jack Kay and Laura Cronin
Members Absent: Jeniffer Hinckley Needham and Cornelius Cawley
Staff Present: James Kupfer, Assistant Director, and Karen Pina, Principal Assistant, Planning & Development
Dept. in attendance.
To all persons deemed interested or affected by the Town of Barnstable’s Hyannis Main Street Waterfront Historic District
Commission Ordinance under Chapter 112, Article III of the Code of the Town of Barnstable, you are hereby notified that a hearing
is being held at Town Hall, 367 Main Street, Hyannis, MA Selectmen’s Conference Room, 2nd Floor 6:30 P.M. on Wednesday, April
17, 2024.
The meeting will be televised live via Xfinity Channel 8 or high definition Channel 1072. It may also be accessed via the Government
Access Channel live stream on the Town of Barnstable’s website:

Chair Cheryl Powell reads Attorney David Lawler’s email request to continue into record – email dated April 17, 2024.
Would like to continue to May 1, 2024.

Jim Kupfer – there is a member tonight that is unable to attend tonight’s meeting - minimum – notified Attorney Lawler if chose to
proceed. They have requested continuation due to limited number of members being able to attend. Up to Commission to vote in
favor of the continuance.
Chair Cheryl Powell -have never denied a continuance for an applicant, we usually allow. Can do an extension request if after 45
days. We had asked for the last continuance.
Kevin Matthews clarifies, 5 eligible to vote.
Chair Cheryl Powell clarifies only one can mullin in and vote on a matter.
Jim Kupfer, handbook on website as well. Local general ordinance states only one can mullin in.
Laura Cronin, maybe we need to adjust/change this?
Discussion re Mullin procedure and ordinance.
Chair Cheryl Powell entertains a motion to continue the matters for 473 Main Street for both Demolition and Certificate of
Appropriateness applications to May 1, 2024, seconded by Kevin Matthews,

Jim Kupfer working with Planning Board and trying to get a group together to go around.
Chair Cheryl Powell inquires if anyone is interested. Discussion.
Next HHDC meetings scheduled for May 1st and May 15, 2024
