HomeMy WebLinkAboutOKH 04 10 24 Draft Minutes Town of Barnstable Old King’s Highway Historic District Committee MINUTES Wednesday, April 10, 2024, 6:30pm To all persons deemed interested or affected b y the Town of Barnstable's Old King’s Highway Historic District Act under Section 9 of Chapter 470, Acts of 1973 as amended. You are hereby notified that a hearing was held by remote participation via Zoom Meetings on the following applications: Bett McCarthy, Chair Absent George Jessop, AIA Absent Ryan Coholan Present Lesley Wallace Present Wendy Shuck, Clerk Present Erica Brown, Administrative Assistant Present A quorum being met, Acting Chair Ryan Coholan called the hearing to order at 6:30 pm. The Chair explained the hearing and appeal process and invited the public to address the Committee and view the plans of interest when the application is called. ______________________________________________________________________________ Roll Call Acting Chair Ryan Coholan called the meeting to order at 6:30 pm and took roll call. Attendance Roll Call: Ryan Coholan Lesley Wallace Wendy Shuck CONTINUED APPLICATIONS Fenney, Mary Anne, 2071 Main Street, Barnstable, Map 216, Parcel 075/001, Built 1949 Install 26 roof mounted PV solar panels. 10.010kW, 200A, no battery ess. 4 panels facing the front of the property, 22 panels facing the rear of the property. House is about 139.10 ft away from the roadway. Melissa Fleming was in attendance for this proposal. Melissa gave an overview of the revised project proposal which moved all the panels to the rear of the home. No solar panels on the front of the dwelling and nonvisible from the road. Lesley- Perfect Wendy- Thanked them for moving the panels to the rear of the home. Appropriate. Approved. Ryan- Takes no exception to the revised plans. Public Comment: None Wendy Shuck moved to close the public hearing. Lesley Wallace seconded. Roll Call Vote Ryan Coholan – aye Lesley Wallace- aye Wendy Shuck- aye A motion was made by Wendy Shuck to approve the Certificate of Appropriateness for Fenney, Mary Anne, 2071 Main Street, Barnstable, Map 216, Parcel 075/001, Built 1949 to install 26 roof mounted PV solar panels. 10.010kW, 200A, no battery ess. 4 panels facing the front of the property, 22 panels facing the rear of the property. House is about 139.10 ft away from the roadway as submitted per revised plans dated 04/03/2024. Seconded by Lesley Wallace. Roll Call Vote Ryan Coholan – aye Lesley Wallace- aye Wendy Shuck- aye APPLICATIONS Carey, Steven & Kristy, 302 Church Street, West Barnstable, Map 153, Parcel 009/001, Built 1948 Add a second-floor dormer and a 16’ x 30’ addition to the south facing elevation. Wendy Shuck moved to open the public hearing. Seconded by Lesley Wallace. Roll Call Vote Ryan Coholan- aye Lesley Wallace- aye Wendy Shuck- aye Steve Carey, homeowner, was in attendance. Steve Carey stated the project scope has changed from an addition on the front of the home to an addition on the rear of the home, but they haven’t gotten the plans yet. Requested to continue until the next meeting. Wendy Shuck moved to continue the Certificated of Appropriateness application for 302 Church Street to the Wednesday April 24, 2024 at 6:30pm meeting to be held remotely via Zoom. Seconded by Lesley Wallace. Roll Call Vote Ryan Coholan- aye Lesley Wallace- aye Wendy Shuck- aye Maki, Nathan & Brandy, 1730 Main Street, West Barnstable, Map 197, Parcel 035/002, Undeveloped Land Construct a new three-bedroom residential home as designed. Previously approved in April of 2020. Wendy Shuck moved to open the public hearing. Seconded by Lesley Wallace. Roll Call Vote Ryan Coholan- aye Lesley Wallace- aye Wendy Shuck- aye Karl Maki was in attendance. New home construction was approved in 2020, but due to pandemic uncertainty it was shelved. Ryan- Any significant changes since this was last proposed? Karl- No, same as proposed in 2020. Wendy- How far back from the road will the house sit? Karl- Approximately 400 feet and it is obscured by another house that sits in front of it. Wendy- The materials are appropriate and in keeping with the houses in the area. Design and size are also appropriate. No concerns. Ryan- Asked to see the site plan. Lesley- Set back and a beautiful piece of property. Everything is in keeping with the neighborhood, No issues. Wendy- No other outbuildings at this time? Karl- No. Ryan- Everything looks great. No concerns. No Public Comment Wendy moved to close the public hearing. Lesley Wallace seconded. Roll Call Vote Ryan Coholan- aye Lesley Wallace- aye Wendy Shuck- aye A motion was made by Wendy Shuck to approve the Certificate of Appropriateness for Maki, Nathan & Brandy, 1730 Main Street, West Barnstable, Map 197, Parcel 035/002, Undeveloped Land to construct a new three-bedroom residential home as designed. Previously approved in April of 2020 as submitted. Lesley Wallace Seconded. Roll Call Vote Ryan Coholan – aye Lesley Wallace- aye Wendy Shuck- aye Thornburg-Bearse, Carrie, 2715 Main Street, Barnstable, Map 258, Parcel 040, Built circa 1840 Paint front door and 12 light wood storm door to black (gloss). Brass hardware to remain. Wendy Shuck moved to open the public hearing. Seconded by Lesley Wallace. Roll Call Vote Ryan Coholan- aye Lesley Wallace- aye Wendy Shuck- aye Homeowner Carrie Thornburg-Bearse was in attendance. Carrie gave an overview of the project to change the front door and storm door from red to black. Lesley- Appropriate. Wendy- Thinks it will look better. Appropriate. Ryan- Appropriate. No Public Comment Wendy moved to close the public hearing. Lesley Wallace seconded. Roll Call Vote Ryan Coholan- aye Lesley Wallace- aye Wendy Shuck- aye A motion was made by Wendy Shuck to approve the Certificate of Appropriateness for Thornburg-Bearse, Carrie, 2715 Main Street, Barnstable, Map 258, Parcel 040, Built circa 1840 to paint front door and 12 light wood storm doors to black (gloss). Roll Call Vote Ryan Coholan – aye Lesley Wallace- aye Wendy Shuck- aye MINOR MODIFICATIONS None EXTENSIONS None OTHER None Approval of Minutes March 13, 2024 Wendy Shuck made a motion to approve the minutes of March 13, 2024 with one edit to change Wendy’s vote from an aye to a nay regarding 94 Millway otherwise as submitted. Lesley Wallace Seconded. Roll Call Vote Ryan Coholan – aye Lesley Wallace- aye Wendy Shuck- aye March 27, 2024 Wendy Shuck made a motion to approve the minutes of March 27, 2024 as submitted.
