Subject: TOB DPW Engineering Department Review of Preliminary Subdivision Plan
Preliminary Subdivision Plan Review
The Town of Barnstable DPW Engineering Department has completed the requested review of the
Preliminary Subdivision Form B submission, Environmental Analysis Form, and Preliminary
Subdivision Plan titled “201 MAIN STREET PRELIMINARY PLAN IN HYANNIS,
MASSACHUSETTS (BARNSTABLE COUNTY)” Prepared by Coastal Engineering Company,
Inc. (now Tighe & Bond) and dated 4-9-2024. The aforementioned documents were reviewed for
compliance with the Town of Barnstable Planning Board Subdivision Regulations, and the
following discrepancies between the regulations and submitted documents are listed below.
· Sections D, E, and F of the Environmental Analysis Form are incomplete.
· The Professional Engineer’s stamps on sheets G-101, C-101, and C-102 do not include
the date of stamping.
· The zoning tables on sheets G-101 and C-101 do not include the overlay district listed in
the zoning classification table on sheet V-101, and the zoning districts also do not match
between tables.
· Roadway classifications are not provided.
· Sight Distances are not provided for the intersection of Main Street and proposed Road

· The drainage easement should also be assigned a lot number.
· The existing conditions plan does not depict any existing drainage systems, and systems
should be depicted if present.
· Existing water lines within the preliminary subdivision are not shown between buildings,
only to the 2-story office building and 2 story motel building.
· Remove the proposed sewer connection on Main Street and re-use the existing sewer
connection located on School Street (see attached tie card pdf).
· Relocate the proposed sewer stub for Lot 2 so that it does not require an easement to
cross Lot 3.
· Provide a water service to lot 2 and depict gas and electric utility connections for lots 1,
2, and 3.
· The proposed roadway curbing, and sidewalk should connect to the existing curbing and
sidewalk along Main Street. Roadway stationing should also be adjusted to begin at the
existing curb on Main Street.
· Lots 2 and 3 do not appear to meet the Lot Shape factor threshold of 22.
Before the preliminary plan, Environmental Analysis Form, and Form B application submittals
can be accepted the discrepancies noted must be corrected. Please make the requested plan and
application changes and then resubmit for additional review.
