Notice of Intent Thomas parsi, 98 Hayes Road, Centerville, MA Performance Standards Narrative and Construction protocol Site Description The outhem shore of Wequaquet Lake (a great pond). The site has an open back yardthat edge, composed mostly of tawn. fnere is an existing beaoh area with a woodenland property. The landing is proposed to be removed. Project Description The existing timber landing is proposed to be removed. There is a proposed fixed, but seasonal aluminum dock in seven (7) 4'x10' sections. Fint, there will be five (5) 4'x10' se&ons, where publi" ""."r. is allowed around the stg! of t1le dock, along the shoreline above Ordinary High Water (OHW). l'he first five (5) 4,x10' sections extend into tho pond to attain the desired water depth, whioli is reached approximately 50 feei out, with a depthof3 foet at the ordinary high water level. The remaining two (2) 4'x10' .-""tio, are positioned to form the..L". This confrguration is exactly similar to another dock in Bearse's Pond approved in Zbt+, aU of the sections are seasonal, with "feet" that will rest on the pond bottom. Some of the seitions may be anchored to prevent the dock from drifting in high winds. Anchoring oan be acoomplished either with screw anchors providei with dock supports, or with flexible lines secured to the pond bottom. The exact mothod will be determined by the dock manufacturer during the procurement process. The_ seasonal sections weigh approximately 125 pounds each, and can be installed by hand. The soasonal seotions will be stored on the applicant's upland areas outside any rcsource arca in the oIi-season months. Both the removal and installation of the seasonal seotions can be performed by hand. The sections are pre-fabricated and do not roquire construction, They are merely placed by hand into the water and rest on the bottom of thepon{ with 2-inch diameter pipe supports. Refer to the project plans supplied with the Notice of Intent application for dimensions and locations. The purpose of this application is-to obtain local approval (order of conditions) for the seasonal dock. After receip ofan Order of Conditions, the applicant witt apply for a :O-year Chapter 9l License. Navigation The proposed dock is loca&d on the south side of Wequaquet Lake. The area is offthe main part ofthe lake, and appears only accessible tlrough one small charmel about 1,600 feet northeast from the siL. There is approximately 3,500 feet to the opposite shoreline within tlis area offset from the main part ofthe lake. There are two private docks adjacent to the proposed locatioq approximately 117' and 154' away. There is sufficient expanse of open water available for the applicant to navigate a vessel from the existing do;k to the watorway, and for other boaters to navigate in the pond. Therefore, there are no anticipated impaJts to navigation ofthi pond with regards to the proposed structures. Page I of 4 98 Hayes Road Write a descr"iPlrcn for Your traP. Notice of Intent Thomas Parsi, 98 Hayes Road, Centerville, MA Google Earth photo taken in octobet of202l showing existing property and surrounding dock areas Conformance to the Town of Barnstable Freshwater dock guidelines' rrr" gria"rir* for private fresh water docks and how this project conforms to each guideline are listed below: L seasonal: The proposed dock is seasonal. 2. Materials: The dock is proposed to be constructed of lightweight aluminum pre-fabricated sections, with cedar decking with Ti' spacng, or grating. 3. Length and width: The dook is similar in length to neighboring docks, extending 50 feet bey^ond oHW' The Ooot ii nxea leigtrt, 4 feet in width, with no fl-oat. The additional end sections are 80 square feet where 96 is allowed. 4. lccess: Along shore public traversing access is allowed by passing landward of the existing start ofthe dock' This provides the required public strolling access for Chapter 91 ' 5. w-season storage: The dock is proposed to be store{ in -1e area upland of the water's edge, and out of any .".oio." "r"u aurin! tne off-."usor. Th" p.oposed location will be landward of the existing top of inland bank' and can be on the ufper lawn area or the beach area, or along the side ofthe house. 6. Cmte ng: The dock is proposed nearly centerline of th9 l9t; just 2 feet off, center, in- an area where the aeepest watir is found the ciosist to shore. The proposed dock is oriented perpendicular to the shoroline, and is -or. th- 100 feet away from the existing docks on the adjacent properties' 7. Depth: The depth at the end of the dock is 3 feet from OHW' Alternatives Analysis @iscussion of Options) ifr" p-.i""t i. proposedto install a seasonal dotk along the waterfront of this lot, in approximately the center of tfr" flot. tfr" pro3ect will remove and existing landing grounded on the shoreline, and replace it with a properly designed seasonal dock system that is charaJteristic of many other docks in the area. The dock is designed to be the iinimum structure to provide suffrcient depth at low water levels' Page 2 of 4 Notice of Intent Thomas Parsi, 98 Hayes Road, Centerville, MA Option 1: Extend the dock further into the pond, or chango the dock orientation in any way. This option was discussed at lirsl but since the survey indicated sufficient water so close to the shore, the current arrangement was chosen, and the option to extend the dock was abandoned, as well as any other option. Option 2: Locate the dook exacfly on the lot centerline. As previously stated, the location for the proposed dock is within 2 feet ofthe centerline. While the dock oould be slid over 2 feet, the location was chosen minimize the length of the dock as much as possible. Sinoe the dock is so close to the centerline as is, this option was not considered. Option 3: Project as Proposed; The existing location is over a portion ofbeach, where no BVW exists. The dock is within 2 feet from the property centerline. The proposed dock is minimal in sizg and characteristic ofother docks on the lake. Therefore, this option was chosen. Performance Standards The work associated with this application is limited to the removal of the old landng and to replace it with a removable and seasonal dock. The proposed dock is located in or near several risource areas. The areas potentially affected by the structure include an Inland Bank and Land Undo a Waterbody (Great Pond). Each resource area is addressed below separately. The proposed dock will not have any signifioant adverse effects to the surrounding resource areas. lnland lank , Q 10 CMR 10.54): The inland bank is quite short in height, with stones along its base. The area immediately landward of the top of inland bank is laxn. The '1rork" in this area is limited ti tlre installation of the first section of the seasonal dock, where the dock extends landward to meet the bank slope. Therefore, the dock is installed without negative impacts to the bank, and will not alter or impair the physical stability of theba*, th9 water carrying capacity, the ground water or surface water qualrty, or the capacity of the bank to provide breeding habital, escape cover and food for fisheries and terrestrial and/or aquatic -birds, mammals, reptiles, amphibians and invertebrates, or important wildlife habitat functions. Thereforq the existing stuotures can be permitted \i/ithin the regulations. Land Under Waterbody (Great Pond) - (310 CMR 10.56): The proposed seasonal dock sections do not impair {ry w_ato carrying capacity, ground or surface water quality, breeding habita! escape cover and food for fisheries, and the capacity of the land to provide important wildlife habitat functions.
