The 26,202 square foot property is improved with a single-family dwelling, detached garage structure, and septic system. The property contains an Inland Bank along the shore of Wequaquet Lake at the Northern edge of the property. The Inland Bank was flagged by wetlands specialist Brad Hall of BLH environmental Consulting. The proposal is to demolish the existing dwelling and re-build in a similar location. The proposed house location will meet required Title 5 septic separation distances and will improve the existing non-conforming zoning setbacks. The existing three bedroom septic system as well as the detached garage will be retained. Mitigation plantings in the form of a diverse mix of native plant species are proposed within the 50' buffer to the inland bank. 1560 s.f. of mitigation plants are proposed to offset the increase in hardscape within the 50-100' buffer at a 3:1 ratio per section 704 see mitigation calculations on site plan. The edge of the plantings will be marked with boulders or a split rail fence. A work limit line consisting of silt fence will be installed around the project within currently disturbed areas to contain construction activities. No work will take place within Priority/Estimated Habitat of endangered species. Inland Bank (310 CMR 10.54} By virtue of its definition, the inland bank abuts and confines water during a heavy rain event and periods of high groundwater and snow melt. The inland bank was flagged by Brad Hall of BLH Consulting and located by Down Cape Engineering. No adverse effects from the work are expected, as the work limit line shall remain staked in place until all work is complete, and the site is stabilized. All work will be located outside of the 50' buffer to the inland bank. Roof drywells are proposed to handle roof runoff. Barnstable Wetlands Protection Bylaw (Chapter 237 compliance) 1. Effects on Erosion Control: the work limit line will consist of staked silt fence. This will be installed prior to any work occurring on the site and shall remain in place until all the construction/re-grading has stabilized. The proposed roof drywells will mitigate run-off. 2. Effects on wildlife: The proposed dwelling will not have a deleterious effect on wildlife. This lot is not within Priority or Estimated Ha bi tat of Rare or Endangered Species. All of the work will occur within maintained lawn/landscape area or areas with existing structures. The proposed mitigation area will enhance the resource area. 3. Effects on Recreational Interests: None expected; this is privately owned property. 4. Effects on Aesthetic Interests. No negative effects. 5. (& 6.) Effects of Agriculture/Aquaculture: N/A 7. Effects on Historic Interests: No archaeological sites are known to occur on the property. Standard excavating equipment will be used for the construction. Any staging areas will be located outside the 50' buffer to the BVW.
