Enclosed herewith are the des_ pla ;ti for the proposed system and the dwelling. We are proposing the construction a three bedroom single family dwelling on a subdivision lot created pre 1950, with frontage on an undeveloped way off of Bone Hill Road. The dwelling will be constructed on a pile• foundation that will be located above the proposed sewage disposal system. The'first floor of the proposed dwelling will be located eight feet above grade, which will allow access to the septic components after construction. As shown on the plans,there are no percolation tests on the lot in the area of the proposed leaching facilities. However there is significant soils data available from the recent septic repair at the Applicants residence on 320 Bone Hill Road. Based upon the soil borings and observation test pits conducted on the adjacent `lot for the repair, there• is approximately 24 feet of impermeable soils overlying,a fine sand layer. A Sieve Analysis was conducted on samples taken from this layer at each of the two test pits. The sieve analysis results indicated that the soils qualified as a Class I soil and the repair was designed on an LTAR based upon a percolation rate of less than 5 Min./In. Attached with the plans are the Sieve Analysis results associated with these two samples. Variance Request The variances requested for the construction of the proposed subsurface sewage disposal ;# system are'identified on the plan. Specifically we are requesting two (2) variances from the Town of Barnstable regulations first to reduce the setback from the system to the Bordering Vegetated Wetlands from the required 100.feet to 50', and second to reduce. the setback from the leaching facilities to a drinking water supply well from the required ` 150 feet to 126 feet. For each of the variances requested, the setbacks as requested are in accordance with the requirements of Title V. Therefore, the system as proposed will meet Title V and the intended treatment imposed by the State Regulations. •k 5 f" 4 � Based upon the test pit logs indicated on the adjacent lot, the soil conditions present some constraints relative to the potential impact of the system on the adjacent wetlands. In accordance with the logs, the permeable layer exists at Elevation —2.00+1 which is twelve (12') feet lower than the edge of the adjacent wetlands at Elevation 10.0. At their lowest, the wetlands are at Elevation 6.2, which is still eight (8') above the permeable layer. Essentially, the impermeable upper layers act as a barrier to the potential flow of the effluent from the proposed leaching facilities into the wetlands. Thus,'the reduction in the setback from the wetlands will not impact water quality in the wetlands, which are supported by a perched water table above the impermeable clay layers. The request for the Variance for the well setback is to reduce the setback from the proposed leaching facilities to the wells for both.the proposed lot and the Applicants primary residence at 332 Bone Hill Road. The well for the residence at 332 Bone Hill Road will be relocated as part of this proposal to the far edge of the lot. In this location, the well will be 150 feet from the leaching facilities for the existing dwelling and 130 feet from the proposed facilities. No other wells or potential wells will be impacted by the proposed leaching facilities. Maintenance of the bottom of the leaching facilities over the maximum groundwater level should insure that the unsaturated zone would filter out potential pathogen and viral contamination in accordance with the regulations. Percolation Tests As noted above, we are asking the Board,to review,the request for the variances without the percolation tests. The leaching facilities are located within the limit of the 100 foot buffer to the BVW, thus the percolation tests and observation holes will also be located within the jurisdictional limit of the Conservation Commission. Based upon the depth to the permeable layer and the depth to groundwater, the size of the hole necessary to allow access to the bottom of the hole and effectively dewater the area to allow the tests to occur will be significant. The disturbance required within the buffer would necessitate a filing with the Conservation Commission prior to the start. Effectively, the hole required to conduct the 'necessary percolation'tests for the system; would occupy the limit of remove & replace delineated on the plan. The excavation would extend to these limits and dewater points would be placed in the bottom of the excavation to depress the water table sufficiently to allow the tests. Once completed, the excavation would be backfilled with less than 2 minute per inch material and effectively be ready for construction of the leaching facilities. Based upon this schedule and the requirements for the Conservation Commission filing, ., it would seem more prudent to act on the request for the variances and wait for approval of the DWCP after completion of the- percolation tests. It would determine the requirement to disturb the buffer and file with the Conservation Commission and all of the costs associated with these activities.
