Date completed: May 20, 1992. 2) In regards to the two drums of waste oil (condensate) in the compressor areas, we will limit the number of people who can dispose of it and secondly, we will attach all the the bungs to each drum with a chain so they cannot be lost or misplaced. 3) The barrel of unknown waste was determined to be a non-regulated substance (Epoxy Resins) and it was shipped out via Laidlaw Environmental Services with other waste products May 14, 1992, state manifest document number MA G 588046. 4) The #3 copy of manifest number MA F 572961 which was not available for review for whatever reason has now been obtained by fax from Laidlaw Environmental Services. To insure that we have physically received the number 3 copy in the future, we have installed .a new follow-up system in case the copy is not sent by the T.S.D.F. or transporter or even if it is lost in the mail. The system simply is a xerox copy of manifest number 8 which will be retained by both Mr. Carpenter and myself until we have received back copy number 3 from the T.S.D.F. or transporter. At that time, copy number 3 will. be adjoined to copy number 8 and case closed. In conclusion, we look forward to Mr. Johnson's return to see that we have complied with all of the above. Two satellite drums of waste oil were accumulating. inithe compressor areas which were not covered in violation of 310 CMR 30.253 (5) (b) ,' 30.351 (4) (e) 'and 30.685 (1) which states in relevant part that each satellite drum of- hazardous -waste. shall be closed whenever waste is not being added or removed. "Therefore, the Department. requires that immediately upon receipt of this Notice:-and thereafter, all satellite . contaners shall be closed in accordance with the -above-referenced regulations. 3 . The company is accumulating;°a drum of unknown waste; without first having determined if said waste • is a hazardous wasteryin violation' of 310 CMR 30. 302 which prescribes• this requirement. Therefore, -the Department= requires that within' thirty (30) days upon, receipt of this Notice, the company shall have determined if.,the , above-referenced waste is hazardous, using the process `outlined in said regulation. The Department' s review has been limited to air pollution regulation compliance and does not relieve you of the obligation to comply with all other permitting requirements . The application consisted of a report titled "Air Pollution Control Permit Application for Sencorp Systems , Inc. The Respondent failed to keep its containers of hazardous waste.closed, in violation of 31.0 CMR 30.351(4)(e) which references 310 CMR 30.342(1)(c),and 310 CMR 30.685(1). The regulation states: "(1) A container holding hazardous waste shall always be closed during storage, except when waste is being.added or removed.". 2. The Respondent failed to ensure that containers of.hazardous waste would be clearly marked and labeled in a way that is clearly visible-for inspection, in violation of 310 CMR 30.351(8)(a) which references 310 CMR 30.341(2).- Satellite containers in the paint booth were covered with plastic in such a way that the labels were not readable. The regulation states: "(2) Each tank or container in which hazardous waste is being accumulated shall be clearly marked and labeled throughout the period of accumulation." 3. The Respondent failed to maintain only one container per �wastestream per satellite accumulation area, in violation of 310 CMR 30.351(4)(c). One.satellite accumulation area contained two containers of MA01 mixed speedi'dry and waste oil. The regulation states: "(c) For each specific point of generation, only one container per wastestream may be used at any one.time." - 4. The Respondent failed to post a complete emergency list, in`violation of 310 CMR 30.351(9)(c)6. The regulation states: "An up-to-date- written list containing the ; following information, a copy of which shall be prominently posted next to every telephone at the site of generation: a. The name(s) and telephone number(s) of the emergency coordinator(s). b. The location(s) of the fire extinguisher(s) and spill control material(s), and, if present, the fire alarms., 'c. The' telephone number of the fire department, and, if there is a direct alarm system,,instructions on how to activate it. d. Evacuation routes, where applicable."
